Citizen Complaints Lead to Drug Arrest of Franklin Co. Resident

The Franklin County Sheriff’s Office Drug Unit and Special Response Team arrested Franklin County resident, Christopher Myles Evanston Yarborough for multiple drug violations. In addition to the arrest, a search warrant was executed at 910 Dogwood Lane Franklinton, NC. The arrest of Mr. Yarborough and subsequent search occurred on February 28, 2019.

The Franklin County Sheriff’s Office Drug Unit received multiple complaints that Mr. Yarborough was involved in the illegal use and sale of controlled substances in and around the Franklinton area. The Franklin County Sheriff’s Office Drug Unit was able to corroborate the information and the investigation led to the arrest of Mr. Yarborough as well as the execution of the search warrant at his residence. The investigation and arrest resulted in the seizure of Crack Cocaine, Marijuana and drug paraphernalia.

Sheriff Kent Winstead stated, “Our response to citizen complaints is a high priority for our Drug Unit. We continue to encourage citizens to be observant and to report suspicious activity to the Sheriff’s Office. Our goal is to identify and arrest those who chose to sell these illegal drugs in our communities.”

Franklin Co. Sheriff’s Office Arrests Man on Felony Rape of Child

On February 18, 2019, the Franklin County Sheriff’s Office Criminal Investigations Unit issued a warrant for the arrest of Miron Hosea Cameron, a Durham County resident.

Miron Hosea Cameron charges consisted of the following: one (1) count Felony Rape of a Child, one (1) count Felony Sexual Offense with a Child, and one (1) count Felony Indecent Liberties with a Child.

On February 21, 2019, with the assistance of Durham County Sheriff’s Office, Miron Hosea Cameron was arrested on the above charges.

Louisburg Man Wanted for Numerous Construction/Real Estate Scams

The Franklin County Sheriff’s Office is seeking information on the whereabouts of James Barry Faircloth. James Faircloth is a suspect in numerous fraudulent scams against unsuspecting victims. Scams include construction and real estate fraud. James also goes by the names JB Faircloth, Barry Faircloth, Jay Faircloth, James Fairchild and James Barri.

Thomas Arrested on 52 Felony Drug Violations; Million Dollar Bond Set

On February 6, 2019, the Franklin County Sheriff’s Office Drug Unit, Special Response Team, Community Action Team and agents with North Carolina Alcohol Law Enforcement (ALE), arrested Vance County resident, Jhi’Tay Thomas, on 52 Felony drug violations.

This investigation began when the Franklin County Sheriff’s Office Drug Unit received information that Jhi’Tay Thomas was involved in the illegal distribution of controlled substances throughout Franklin and surrounding counties.

Drug Unit Detectives and ALE Agents began what resulted in a two-month investigation in which the allegations were confirmed. During the investigation, Thomas brought and sold Marijuana and Ecstasy (MDMA) on numerous occasions. The investigation and arrest resulted in 675 Ecstasy Pills and 80 grams of Marijuana being seized. The street value of these drugs totaled $18,465.

Sheriff Kent Winstead stated, “This investigation was extremely important because the intended recipient of Ecstasy Pills is often teenagers. Removing these pills and those who sell them off our streets will make our communities safer. The partnerships and teamwork exhibited during these types of operations continue to provide positive results for our County.”

In addition to ALE, the Franklin County Sheriff’s Office Drug Unit was assisted in this investigation by the Louisburg Police Department, Henderson Police Department and the North Carolina National Guard Counter Drug Task Force.

Cash Charged With Nine Counts of Exploiting a Minor

On February 7, 2019, the Franklin County Sheriff’s Office Criminal Investigations Division arrested Jason Hoyt Cash, a Franklin County resident.

Jason Hoyt Cash was charged with the following: nine (9) counts of Second-Degree Exploitation of a Minor.

Charges stemmed from an extensive investigation conducted by Franklin County Sheriff’s Office Internet Crimes Against Children Task Force and the North Carolina State Bureau of Investigations Computer Crimes Division.

On February 7, 2019, the Franklin County Sheriff’s Office Internet Crimes Against Children Task Force and the North Carolina State Bureau of Investigation Computer Crimes Division executed a search warrant at Mr. Cash’s residence.

Upon completion of the search warrant, Mr. Cash was arrested at his residence without incident.

Jason Hoyt Cash was given a $400,000 secured bond and is currently being held in the Franklin County Detention Center.

Franklin Co. Sheriff’s Office Arrests Lynch for Multiple Drug Violations

On September 20, 2018, the Franklin County Sheriff’s Office Drug Unit, Community Action Team, Special Response Team and US Drug Enforcement Administration, arrested Franklin County resident, Hayward Therbert Lynch for multiple drug violations. In addition to the arrest, a search warrant was executed at 520 Earlie Collins Road, Castalia, NC.

The Franklin County Sheriff’s Office Drug Unit received information that Hayward Therbert Lynch was involved in the illegal sell of controlled substances in and around Franklin County. An investigation into these allegations led Detectives to 520 Earlie Collins Road where a search warrant resulted in the seizure of Crack Cocaine, Prescription Pills, US Currency and other items related to drug activity.

Sheriff Kent Winstead stated, “The focus of our Drug Unit continues to be on making a difference in our communities. This arrest is another example of how our drug enforcement strategies and priorities are paying off.”

Drug Activity Complaints Lead to Arrest of Franklin Co. Man

On September 19, 2018, the Franklin County Sheriff’s Office Drug Unit and Community Action Team arrested Franklin County resident, Mark Thomas Kemmerzell, Jr. for multiple drug offenses.

This investigation was the result of citizen complaints alleging that Mark Thomas Kemmerzell, Jr. was involved in illegal drug activity throughout Franklin and surrounding counties. As a result of these complaints, Narcotics Detectives initiated an investigation and was able to validate the information provided.

During the investigation, multiple purchases of Controlled Substances were made from Mark Thomas Kemmerzell, Jr.

The citizens of our county continue to be proactive in providing information that is useful to our investigators and their tips are paying off.”

Franklin Co. Resident Charged With First Degree Statutory Rape/Sexual Battery

On August 21, 2018, Franklin County Sheriff’s Office Criminal Investigations Division issued warrants for the arrest of Charlie Rebollar, a Franklin County resident. Charlie Rebollar was charged with (1) count of First Degree Statutory Rape and (1) count of Sexual Battery.

With the assistance of the Franklin County Sheriff’s Office Patrol Division, Rebollar was taken into custody at his residence without incident.

Rebollar is currently being held in the Franklin County Detention Center under a $300,000 secured bond.

On August 21, 2018, Franklin County Sheriff’s Office Criminal Investigations Division issued warrants for the arrest of Charlie Rebollar, a Franklin County resident. Charlie Rebollar was charged with (1) count of First Degree Statutory Rape and (1) count of Sexual Battery.

Yarborough Sentenced to Life Without Parole for First Degree Murder

The session of Franklin County Criminal Superior Trial Court which began on July 9, 2018, concluded this week. Superior Court Judge David Lambeth presided over the four-week-long session. The State of North Carolina was represented by District Attorney Mike Waters and Assistant District Attorney Allison Capps.

The session was devoted to the First Degree Murder trial of Garry A. Yarborough, who was charged with First Degree Murder, Possession of Firearm by Felon, First Degree Kidnapping, Breaking and/or Entering, Assault with a Deadly Weapon Inflicting Serious Injury, Assault With a Deadly Weapon Intent to Kill, Discharging Weapon into an Occupied Dwelling/Moving Vehicle, and Attempted First Degree Murder. Mr. Yarborough shot the victim, Tracy Williams, in the Food Lion parking lot in Franklinton, on July 26, 2015. After shooting and killing Ms. Williams, Mr. Yarborough fled to a nearby residence where he forced his way in, assaulted the resident, Kim Elmore, and demanded medical treatment. Mr. Yarborough tried to force Ms. Elmore to leave her residence with him. Fortunately, Ms. Elmore was able to lock Mr. Yarborough outside her residence, at which point Mr. Yarborough shot into her home before fleeing.

A Franklin County jury deliberated approximately three hours before returning guilty verdicts on all counts. Judge Lambeth sentenced Mr. Yarborough to life in prison without parole for the First Degree Murder conviction, plus 40 years for the other offenses.

This matter was investigated by the Franklinton Police Department and the Franklin County Sheriffs Office.

Operation ‘Tip Line’ Nets 10 Arrests on Felony Drug-Related Charges

On July 27, 2018, the Franklin County Sheriff’s Office Narcotics Enforcement Team concluded Operation “Tip Line” with the arrests of 10 individuals on 62 felony drug-related charges. This operation and arrests were the direct result of information provided by the citizens of Franklin County. The Drug Enforcement Administration (DEA), North Carolina Alcohol Law Enforcement Branch of the SBI (ALE), Louisburg Police Department and Henderson Police Department assisted the Franklin County Sheriff’s Office Drug Unit during this operation.

Operation “Tip Line” began as a result of numerous complaints received by the Sheriff’s Office on individuals who were allegedly involved in the sale of controlled substances throughout the county. Over the past few months, the Franklin County Sheriff’s Office Drug Unit substantiated the information and made purchases of controlled substances from these individuals. During Operation “Tip Line” Heroin, Crack Cocaine, Powder Cocaine, Marijuana and Prescription Pills were purchased and seized.

Sheriff Kent Winstead stated, “Operation Tip Line” is a great example of how information is received from the public, analyzed and then used in intelligence-driven investigations. These arrests complement our drug enforcement strategy of addressing both short-term and long-term investigations that meet the needs of particular communities within our county. Citizen-provided information continues to be instrumental to our overall drug enforcement strategy in Franklin County.”
