Franklin Co. Sheriff Partners With ALE to Make Drug Arrests, Seizures

On Tuesday, state and local authorities raided two houses and seized over 26 ounces of methamphetamines valued at more than $218,000 following an operation in Franklin County. Over the last three months, ALE special agents and Franklin County Sheriff’s deputies partnered with a reputed orlando drug trafficking lawyer to address ongoing illegal drug activity at ABC-licensed establishments. In addition to the methamphetamine, a 2015 Mercedes E350, a 1996 Lincoln Town Car, two handguns, Ecstasy, Valium pills and cash were seized.

“Criminals use popular businesses as locations to discretely sell drugs and commit other crimes in the presence of innocent families every day throughout North Carolina. Over the past three months, the Franklin County Sheriff’s Office and our special agents partnered together to address this issue in Franklin County.” said Bryan House, acting head of NC Alcohol Law Enforcement “We discovered people from out of the county were traveling in to sell substantial amounts of drugs in the parking lots of ABC permitted stores. These arrests should make Franklin County safer.”

The following individuals were charged:

· Nicholas Paul Estes of Wendell, NC: Trafficking in Methamphetamine (five counts); Sell Methamphetamine; Possess with the intent to manufacture, sell, and deliver (PWIMSD) Methamphetamine; Maintain a vehicle used for keeping and selling controlled substance (two counts)

· Jay Windle Parker of Clayton, NC:  Felony possession Schedule I Controlled Substance (MDMA); PWIMSD Schedule IV controlled substance; Trafficking in Methamphetamine; Maintain a vehicle used for keeping and selling controlled substance; Conspire to Traffic Methamphetamine; Possess drug paraphernalia

· Zachary David Wilson Jr. of Spring Hope, NC: Trafficking in Methamphetamine (three counts); PWIMSD Methamphetamine; Sell Methamphetamine; Maintain a vehicle used for keeping and selling controlled substance; Possess Methamphetamine; Conspire to Traffic Methamphetamine (two counts); Possess drug paraphernalia

“Our partnerships with State and Federal agencies allow us to continue the strong commitment we have made to address illegal drug sales in our communities. The results from this case allowed us to remove highly addictive and dangerous drugs from our community, and put those responsible for distributing them in jail,” said Franklin County Sheriff Kent Winstead.

The NC National Guard Counter Drug Task Force, Drug Enforcement Administration (DEA) and NC Department of Public Safety assisted in the investigation.

Franklin Co. Detention Center Inmate Found Deceased

On March 7, 2019, at approximately 5:30 a.m. while conducting inmate checks for the detention center cells at the Franklin County Detention Center, a male inmate, age 32, was discovered deceased. There were no signs of foul play or suspicious activity.

Per standard procedure, the State Bureau of Investigation was requested by this agency to investigate the death.

Sheriff Kent Winstead stated that “the Sheriff’s Office is saddened at the loss of life and extends their condolences to the individual’s family.”

Upchurch Charged With Two Counts of Assault With a Deadly Weapon

On August 17, 2018, the Franklin County Sheriff’s Office Investigative Unit arrested Danny Clark Upchurch, a Franklin County resident. Danny Clark Upchurch was charged with two (2) counts of Assault with a Deadly Weapon Inflicting Serious Injury.

This incident is alleged to have occurred on August 5, 2018, at a residence on Ronald Tharrington Road, Louisburg, N.C. 27549.

Danny Clark Upchurch was given an $80,000 bond.

On August 17, 2018, the Franklin County Sheriff’s Office Investigative Unit arrested Danny Clark Upchurch, a Franklin County resident. Upchurch was charged with two (2) counts of Assault with a Deadly Weapon Inflicting Serious Injury.

Warren Co. Man Faces Assault, First Degree Burglary Charges

Willie Jiggetts faces multiple charges including Assault with a Deadly Weapon with Intent to Kill and First Degree Burglary.

On June 5, 2018, the Franklin County Sheriff’s Office Criminal Investigation Division (CID) issued warrants for the arrest of Willie Jiggetts, a Warren County resident. The charges were the result of an investigation that was initiated following an incident located at 30 Echo Lane Louisburg, NC for a domestic with weapons call. As a result of the investigation, criminal charges were issued consisting of the following: one (1) count of Assault with a Deadly Weapon with Intent to Kill, one (1) count of Communicating Threats, one (1) count of First Degree Burglary, one (1) count of Possession of Schedule II Controlled Substance, and one (1) count of Maintain a Vehicle or Dwelling for the Storage of Controlled Substance.

On June 11, 2018, Willie Jiggetts was arrested by Raleigh Police Department and transported to the Wake County Detention Facility after being released from Wake Medical Center. Willie Jiggetts was given a $500,000 secured bond and is currently being held in the Wake County Detention Facility.

Franklin Co. Sheriff’s Office Arrests Four Henderson Residents on Drug Charges

PRESS RELEASE

On May 16, 2018, the Franklin County Sheriff’s Office Drug Unit and Community Action Team arrested four individuals from Henderson, NC on various drug-related charges. Robert Archie III, Jaquell Oshay Marrow, Timothy Christmas and Oakoya Monae Turner were arrested and processed at the Franklin County Detention Center for Trafficking of Heroin and other related charges.

This investigation began as a result of detectives receiving information alleging Robert Archie III, who is currently on probation for Possessing Controlled Substances, was involved in illegal drug activity in Franklin County. The Franklin County Sheriff’s Office Drug Unit began investigating the complaint and validated that Mr. Archie was involved in illegal drug activity throughout the county. During the investigation, multiple purchases of heroin were made from Mr. Archie which ultimately led to a vehicle stop in the northern part of Franklin County. This vehicle stop resulted in the seizure of 219 bindles of heroin, US Currency and the arrest of these four individuals. 

In addition to this investigation, it was determined during the arrest procedure, that Jaquell Oshay Marrow brought controlled substances into the Franklin County confinement facility. Marrow will be facing additional charges as a result of this deliberate act.

Robert Archie III, of Lincoln St, Henderson, is charged with the following: Possess with Intent to Sell and Deliver a Controlled Substance (3 counts), Sell and Deliver a Controlled Substance (2 counts), Trafficking a Controlled Substance by Possession, Maintaining a Vehicle/Dwelling for the Purpose of Selling a Controlled Substance, Conspiracy to Sell and Deliver a Controlled Substance and is currently being held in the Franklin County Detention Center under a $500,000 secured bond.

Jaquell Oshay Marrow, of Frances Avenue, Henderson, charged with the following: Possession of a Controlled Substance in a Confinement Facility, Trafficking a Control Substance by Possession, Possession with Intent to Sell and Deliver a Controlled Substance, Conspiracy to Traffic Heroin and is currently being held in the Franklin County Detention Center under a $350,000 secured bond.

Timothy Christmas, of Dick Faines Rd, Henderson, is charged with the following: Trafficking a Controlled Substance by Possession, Possession with intent to Sell and Deliver a Controlled Substance, Conspiracy to Traffic Heroin and is currently being held in the Franklin County Detention Center under a $350,000 secured bond.

Oakoya Monae Turner, of Foxborough Ln, Henderson, is charged with the following: Conspiracy to Sell Heroin, Maintain a Vehicle/Dwelling for the purpose of Selling a Controlled Substance and has been placed in the Franklin County Detention Center under a $100,000 secured bond.

Manson Arrested for Statutory Sexual Offense, Indecent Liberties with a Child

On May 17, 2018, the Franklin County Sheriff’s Office Investigations Unit arrested Phillip Jamal Manson, a Franklin County resident. Phillip Jamal Manson was charged with the following: one (1) count Felony Statutory Sexual Offense with a Child <= 15, one (1) count Indecent Liberties with a Child, one (1) count Solicitation of a Child by Computer or Certain other Electronic Devices to Commit an Unlawful Sex Act, one (1) count Employing or Permitting a Minor to Assist in an Offense Under Article 26, five (5) counts Second Degree Exploitation of a Minor, and five (5) counts Third Degree Exploitation of a Minor. 

Phillip Jamal Manson, of Jordan School Rd, Warrenton, is currently being held in the Franklin County Detention Center under a $900,000 secured bond.

Vehicle Stop in Epsom Leads to Drug Trafficking Arrest

On May 11, 2018, the Franklin County Sheriff’s Office Drug Unit and Community Action Team assisted by the North Carolina Alcohol Law Enforcement Branch of the SBI, arrested Mario Jamal Steed of 129 N. Elizabeth Street Henderson, NC and Victor Joseph Gill of 280 George Floyd Road Henderson, NC on various drug trafficking charges. These charges stemmed from a vehicle stop in the Epsom Community in Franklin County.

This investigation began as a result of Franklin County detectives receiving information that Mario Steed was involved in the illegal distribution of controlled substances in the Epsom Community. Franklin County detectives and agents with North Carolina Alcohol Law Enforcement began an investigation which led to a vehicle stop on Fletcher Fuller Road in Franklin County. The stop of the vehicle led to the seizure of 250 bundles of Heroin, Marijuana, a .40 caliber handgun, US Currency and a 2011 Chevrolet Silverado pickup truck. 

Mario Jamal Steed was charged with: Trafficking of Heroin by Possession (2 counts), Conspiracy to Traffic Heroin, Possess with Intent to Sell and Deliver Heroin (2 counts), Sell Heroin (2 counts), Deliver Heroin (2 counts) and Maintain a Vehicle for the Purpose of Selling/Storing a Controlled Substance (2 counts).

Victor Joseph Gill was charged with Trafficking Heroin (2 Counts) and Conspiracy to Traffic Heroin.

Mario Jamal Steed is currently in the Franklin County Detention Center under a $750,000 secured bond.

Victor Joseph Gill is currently in the Franklin County Detention Center under a $300,000 secured bond.

Franklin Correctional Employee Charged With Smuggling Contraband To Inmate

On October 19, 2017, a Franklin County Sheriff’s Office Patrol Unit was dispatched to Franklin Correctional in Bunn, reference a report of an employee smuggling contraband in to an inmate.

The case was assigned to the Franklin County Sheriff’s Office Investigative Unit and a criminal investigation was initiated. As a result of that investigation, Jaqueline Fields of Neal Lane in Henderson was arrested and charged with the following: one (1) count of Providing Phone/Electronic Device to Inmate.

Jaqueline Fields was released on a written promise to appear.

Homicide in Youngsville (9-23-17)

On Saturday, September 23, 2017 at approximately 10:52pm, deputies with the Franklin County Sheriff’s Office were dispatched to 26 Amandas Way, Youngsville in regards to a shooting. Upon the deputies arrival they observed an individual identified as Devin Christofer Bilodeau (DOB 04-18-96) suffering from a fatal gunshot wound.

Detectives with the Franklin County Sheriff’s Office and agents from the State Bureau of Investigation are actively investigating this incident and no arrests have been made at this time.

Nurse Facing Seventy Five (75) drug related charges

The Franklin County Sheriff’s Office Criminal Investigation Unit has arrested a nurse on seventy five (75) drug related charges.

The arrest is the result of a joint on-going investigation conducted by the Sheriff’s Office with the assistance of the State Bureau of Investigation; in consultation with the District Attorney’s Office.

The Investigation was initiated after FCSO personnel reviewed and became suspicious of invoices for prescription medication which was allegedly ordered by the alleged suspect (Tamsey H. Watkins) for inmates. An examination of the invoices determined that prescriptions were ordered for inmates that were no longer in the custody of the Franklin Detention Center.

Ms. Watkins is an employee of Southern Health Partners, who provides contract medical services to correctional facilities including the Franklin County Detention Center.

Ms. Watkins is being held in the Franklin County Detention Center under a $250,000 bond.

This is an on-going investigation and as a result the Sheriff’s Office will have no further comments at this time.
