Oxford’s Public Works Committee to Discuss Member Rates for Water System

The Public Works, Water, & Infrastructure Committee for the Oxford Board of Commissioners will meet on Thursday, December 6, 2018, at 11 a.m. The meeting will be held in the First Floor Training Room, City Hall, 300 Williamsboro Street in Oxford.

The purpose of the meeting is to discuss financial planning and member rate analysis for the Kerr Lake Regional Water System.

Quorum of Oxford Commissioners to Attend KLRW Advisory Board Meeting

PUBLIC NOTICE OF POSSIBLE QUORUM

Notice is hereby given that a quorum of the City of Oxford Board of Commissioners may be present for a joint meeting on Tuesday, November 27, 2018, at 6 p.m. at Henderson City Hall – Council Chambers at 134 Rose Avenue, Henderson, NC of the Kerr Lake Regional Water Partners.

The KLRW Advisory Board will review the system upgrade project; including financial planning, a possible revision of the partner’s rate structure and allow questions from the partners. No action will be taken during this meeting. The public is welcome to observe.

Oxford Board’s Nov. Meeting to Include Public Hearing on Annexation

The City of Oxford Board of Commissioners will hold their regular monthly meeting on Tuesday, November 13, 2018, at 7 p.m. in the Commissioners’ Board Room, City Hall.

Among the agenda items:

Public Hearing for voluntary contiguous annexation of 37.703 acres of land at 525 New Commerce Drive Oxford.

Consider adopting the voluntary contiguous annexation ordinance of 37.703 acres of land at 525 New Commerce Drive Oxford.

Call for a public hearing to be held on December 11, 2018, for the rezoning request of 5015 Highway 96 of the approximately 44-acre parcel from R-A (Agriculture) to R-8 (1 & 2 family residential).

Consider approving a budget amendment and accept a donation to the Historic Preservation Commission.

Grant limited power of attorney to Sherry L. Cottrell.

Approve reappointment of City Manager Alan Thornton to the Granville County Tourism Development Authority.

Applications Now Accepted for Oxford Lighting of Greens & Christmas Parade

Oxford’s 13th Annual Lighting of Greens and Christmas Parade will be held Friday, December 7, 2018, from 4 – 8:30 p.m. This year’s events are presented by the Downtown Oxford Economic Development Corporation in partnership with the City of Oxford and Granville Health Systems.

The parade will take place rain, shine, snow and/or cold temperatures, so please plan accordingly.

Event Schedule:

4 – 6:30 p.m ~  Vendor Market opens

6:30 – 6:45 p.m. ~ Welcome and opening comments

6:45 – 6:50 p.m. ~ Lighting of the Greens

7 p.m. ~ Parade starts

Parade line up information:

The parade line up will begin at 5:30 p.m. on Belle Street and will continue down to Spring Street. Any parade participant not in assigned numbered space by 6:30 p.m. will be placed at the end of the parade. To ensure the safety of all participants, please keep your group along the right side of Belle and Spring Streets.

The parade will start from Belle and travel down Williamsboro – Hillsboro and end by taking a right into Friendly Village Shopping Center. Floats, walking-marching groups and individual cars will disembark at the Public Works Parking Lot. There will be no parking in the Public Works parking lot (127 Penn Avenue) the evening of the event. Parents will need to walk to the Public Works Parking to retrieve any participants in the parade.

The Oxford parade draws approximately 1,200 local citizens ready to experience the holiday spirit each year. Make plans now to be a part of this special holiday tradition in Downtown Oxford. We are asking participating groups to incorporate the theme of this year’s holiday season – “Oxford, Snow Place Like Home” – into the planning of parade entry and performances.

Loose Leaf Collection in Oxford Runs Mid-Oct. Through Mid-Jan.

The City of Oxford leaf season will start Monday, October 15 and run until Friday, January 18, 2019. Your leaves will be picked up on the same day as your trash. Please have your leaves out for pick up the day before to assure timely removal.  Leaves may be left loose (un-bagged) at the curb, during leaf season. Grass clippings and debris must be separated for removal.

During this time, residents are allowed to place their leaves on the curb in front of their homes. Leaves must be raked to the edge of your yard behind the curb, and not in the street or on the sidewalk. Loose leaf piles need to be free and clean of all other materials – sticks, limbs, garbage, or other debris that may damage the equipment the city uses to collect leaves. Do not park your vehicles on, in front of, or near leaves. The crews need to be able to easily reach the leaves for pick up.

Please do not place leaves in the street, block drainage basins, or drainage ditches. Leaves must be within 8-10 feet of the street for collection.

City of Oxford Commissioners to Hold Agenda Meeting Oct. 1

The City of Oxford Board of Commissioners will hold an agenda meeting on Monday, October 1, 2018, at 5:30 p.m. in the Commissioners’ Board Room, City Hall.

City of Oxford Cancels Fall Litter Sweep

The City of Oxford has canceled its annual Fall Litter Sweep and lunch at the Public Works Building originally scheduled for Friday, September 21, 2018.  It will be rescheduled for Spring 2019. More details will be released at a later date.

City of Oxford Declares State of Emergency

DECLARATION OF A STATE OF EMERGENCY

WHEREAS, in order to prepare for possible flooding and damage as a result of Hurricane Florence; and

WHEREAS, as a result of the above-described disaster, I have determined that there is an imminent threat of, or existing conditions have caused or will cause, widespread or severe damage, injury, or loss of life or property, and public safety authorities will be unable to maintain public order or afford adequate protection for lives or property; and

WHEREAS, declaring a State of Emergency and imposing the restrictions and prohibitions ordered herein is necessary to maintain order and protect public health, safety, and welfare, and to secure property.

NOW, THEREFORE, pursuant to the authority vested in me as the Mayor of the City of Oxford under Article 1A of Chapter 166A of the North Carolina General Statutes and Chapter 7: Civil Defense and Emergency Preparedness of the City of Oxford Code of Ordinances:

Section 1. A State of Emergency is hereby declared within the jurisdiction of the City of Oxford.

Section 2. The emergency area covered by this state of emergency shall be all the area within the Jurisdiction of the City of Oxford.

Section 3. I hereby order all City law enforcement officers and employees and all other emergency management personnel subject to our control to cooperate in the enforcement and implementation of the provisions of this Declaration, all applicable local ordinances, state and federal laws, and the City of Oxford Emergency Operations Plan.

Section 4. I hereby order this declaration: (a) to be distributed to the news media and other organizations calculated to bring its contents to the attention of the general public; (b) to be filed with the Clerk to the Oxford Board of Commissioners and (c) to be distributed to others as necessary to ensure proper implementation of this declaration.

Section 5. This declaration shall take effect on September 12, 2018, at 1 p.m. and shall remain in effect until modified or rescinded.

DECLARED this the 12 Day of September 2018 at 1 p.m.

Rezoning/Revitalization Among Topics of Upcoming Oxford Commissioners’ Meeting

The City of Oxford Board of Commissioners will hold their regular monthly meeting on Tuesday, September 11, 2018, at 7 p.m. in the Commissioners’ Board Room, City Hall.

Agenda items include:

Recognition – September Yard of the Month.

Public hearing and consideration for a request by T. Chase Massey, PE and Eddie Caudle Jr., landowner for rezoning of 2309 NC Highway 96 consisting of 88+/- acres from I-1 (prime-industrial) to R-8 (1 & 2 family residential).

Public hearing to hear input with regards to the City of Oxford submitting an application for the 2018 Neighborhood Revitalization CDBG Project.

Adopt a resolution authorizing the City of Oxford to submit an application for the 2018 Neighborhood Revitalization CDBG Project.

Consider calling for a public hearing at 7 p.m. on Tuesday, October 9, 2018, in the Commissioners’ Board Room, 3rd Floor, City Hall, 300 Williamsboro Street, Oxford, NC, to receive input from the public regarding the City of Oxford seeking a $500,000 loan in order to repair City streets.

Approve the final listing of streets to be repaired in conjunction with the DOT repairs that are scheduled to begin in 2019.

Consider applicants for the Henderson-Oxford-Granville-Vance Airport Authority Board for a 2-year term expiring July 2020.

Consider applicants for the Oxford Housing Authority for a five-year term that expires September 2023.

Adopt a resolution for the City Clerk to investigate the sufficiency of the petition for a contiguous annexation of 37 acres located on New Commerce Drive and certify its sufficiency. The requested petition for annexation is for a site that abuts the City of Oxford’s wastewater treatment facility. The request is required for connecting to the city’s water and sewer.
