TownTalk: Proper Political Sign Placement

With the upcoming election just more than three months away, Vance County Republican Party Chairman Jimmy Barrier reminds local residents that although political signs may be placed on private property, campaigners are supposed to wait until 30 days before early voting begins to place signs in public right-of-way spaces. That day for the Nov. 5 election is Thursday, Sept. 5.

“I am pledging that we will continue to follow the rules concerning the placement of signs” Barrier said on Wednesday’s TownTalk. “I just want everyone to play by the rules…as laid out by the state Board of Elections.”

Barrier challenged members of the Democratic Party to do the same, but he said he’s already seen some signs out ahead of the Sept. 5 start date, which Barrier called “blatant violations of the law.”

And although Barrier pledged that members of his party will not remove the offending signs, he said any private citizen is free to do so because the too-early placement of the signs is considered littering, a class 1 misdemeanor.

“We will not damage campaign signs,” Barrier said. “We’re not going to go out there and pull ‘em up – it’s not our job and not what we’re going to do.”

What he and others will do is notify local law enforcement officials including the county Board of Elections, Henderson Police Department, Vance County Sheriff’s Office and district attorney’s office to report violations. Each violation could bring a $50 civil penalty.

“If the signs offend you, people have the right to take them up,” Barrier said, but only from public rights-of-way – NOT from private property where the signs are placed with permission of the property owner.

The city regulates placement of campaign signs and its policies state that they can’t be placed on power poles, in cemeteries or in the grassy triangle northwest of the downtown underpass.

TownTalk: Vance County Republican Convention Coming Up

Local Republican Party leaders are putting the finishing touches on plans for upcoming county conventions, that vital first step of electing delegates that will ultimately select delegates for upcoming state and national events in advance of the 2024 elections.

Jimmy Barrier chairs the Vance County GOP, which plans to have its county convention on Friday, Mar. 24 at Pool Rock Reception and Convention Center. He was joined by Mike Magnanti, vice-chair of the Granville GOP and David Woodson, Warren County GOP treasurer on Tuesday’s TownTalk with John C. Rose.

Granville County will host its county convention one day before the Vance County event – Thursday, Mar. 23 at the Granville County Expo and Convention Center. Doors open at 4:30, Magnanti said.

Warren County held its convention Saturday, Mar. 4, Woodson said. The GOP doesn’t have a large presence in Warren County, “but it’s growing,” Woodson reported.

“I’m excited about the momentum,” he said. “2024 will be here before you know it – we need to be ready.”

Political activity begins at the precinct levels in February, which leads to county conventions in March – that’s usually when the group elects officers and district delegates. The district and state conventions are held in June, followed by the national convention in July, Magnanti explained.

“It’s all about organizing the county, so that we can move forward to the state convention and the national convention,” he said.

As chairman, Barrier said his job is simple, but not always easy. “My job is to get candidates elected,” he said. He would like to see more Republicans throw their hats into the ring to run for local office.

“Come in and help us and show us what you want us to do,” he said, inviting the community to attend the upcoming Vance County convention. “It’s ‘us,’” he said. “It’s our party.”

Barrier said everyone is welcome to attend the Vance GOP convention, but only registered Republicans will be able to take part in any votes during the business portion; registration and credentialing begins at 5:30 p.m. and the business meeting begins at 7 p.m.

Scheduled to speak are State Sen. Lisa Stone Barnes and N.C. Rep Frank Sossamon.

Magnanti said State Treasurer Dale Folwell heads up a long list of speakers, including elected officials as well as other candidates running for office.

“This is a great meeting to…get to see what’s going on,” he said. “This is a great one to come to.”

The county conventions are certainly a time to conduct the business of the organization, but Woodson said, “it’s definitely a rally and it’s a community outreach.” Calling local conventions the grassroots of this nation’s political system, he continued by saying, “This is where it really all happens. “People are getting interested…they want to hear some answers and hear some options.”

Lt. Gov. Mark Robinson Featured Speaker At Upcoming Vance GOP Fundraiser

If you haven’t already purchased a ticket for the June 24 Vance County Republican Party fundraiser, there’s still time, but Vance GOP Chairman Jimmy Barrier says you need to get a move on – they’re selling fast.

So fast, in fact, that the local organization had to get an additional 100 tickets printed after the initial round sold out.

Special guest speaker is Lt. Gov. Mark Robinson, Barrier said, with a time to meet local candidates in the November 2022 general election. Gates open at 5 p.m., according to information from Barrier.

The event will be held at 284 U.S. Hwy 158 bypass in Henderson, across from Charles Boyd Chevrolet.

Tickets are $25 each for a plate of chicken, barbecue, slaw, hushpuppies and your choice of tea or water.

Vance GOP Convention Mar. 22

The Vance County Republican Party will hold its annual convention on Tuesday, Mar. 22.

The convention will be held in the Family Life Center of South Henderson Pentecostal Holiness Church, 905 American Rd., Henderson, according to information from local GOP Chairman Jimmy Barrier.

Registration begins at 5:30 p.m. and light refreshments will be available. The convention kicks off with precinct meetings at 6:30 p.m., followed by a business session at 7 p.m.

On the agenda to speak at the convention will be GOP district and state dignitaries and many candidates running for seats at the local, district and state level in the May 17 primary election.

Guests are welcome to attend the convention, Barrier said, but only county residents who were registered Republicans on or before Jan. 31, 2022 may take part in voting on convention issues.

The Vance County GOP Headquarters Grand Opening, originally scheduled for Wednesday, March 18, 2020, has been postponed due to coronavirus concerns. According to Dwight Frazier, chairman of the Vance County Republican Party, the new date will be announced as soon as possible, with the end of April being the most likely possibility.

The headquarters is located at 1750 Parham Street at the Corbitt Properties (located at the junction of Corbitt Road and Parham Street, just beyond BB&T Bank.) This will be the site for promotional election items such as signs, bumper stickers, etc., as well as a designated place to register to vote in the upcoming November 2020 election.
