Vance Commissioners to Hold Special Meeting on Industrial Park Contract

This memorandum will serve as notice that Chairman Gordon Wilder has called a special meeting for Monday, February 17, 2020, at 4 p.m. in the Commissioners’ Conference Room, Vance County Administration Building, 122 Young Street, Henderson, NC.

The purpose of the meeting is to:

1. Award contract for Industrial Park Phase III construction

2. Approve project ordinance

3. Approve memorandum of negotiation

4. DSS salary adjustment request

5. Other items as necessary

Henderson-Vance Industrial Park Phase III Construction Project

The County’s engineer (Tim Carpenter with LKC Engineering) will be on hand to provide an overview of the bidding process and value engineering exercise which has been completed in order to bring the project within the existing grant budget. A total of six bidders submitted bids with the low bidder (ELJ, Inc.) providing a bid that was approximately $700,000 over budget.

The county’s engineer and staff have finalized a value engineering exercise to reduce the project scope and associated costs within budget. The main impact is that the new roadway will not be paved throughout the entire project area.

The project is funded with NC Rural Ready Grant funds and the NC Department of Commerce has agreed to the reduced project scope. In order to proceed, the board will need to approve a memorandum of negotiation between the county and the contractor outlining the negotiated and reduced project scope and will also need to award the contract to the low bidder. The staff has also provided a budget transfer for review that allocates grant funds into the appropriate line items in the county’s budget.

Recommendation: Approve the memorandum of negotiation and award the Henderson-Vance Industrial Park Phase III construction contract to ELJ, Inc. totaling $2,149,457 subject to final attorney review of contract documents.

Commissioners Review Current Plans, Prioritize New Goals at Retreat

The Vance County Board of Commissioners met at Perry Memorial Library on Tuesday, January 21, 2020, for the first of two planned retreat days designed to assist with the review of current plans and development of new goals for the coming fiscal year.

Below are the commissioners’ goals from last year’s retreat which were reviewed:

  1. To move forward expeditiously with acquiring, designing, and renovating former Eaton-Johnson to include exploring alternative financing opportunities to house the Department of Social Services, Senior Center and other departments as space allows.
  2. To provide the necessary funding and support to improve fire response county-wide with the idea of reducing response times and assisting departments with lowering ISO ratings to create savings for our citizens.
  3. To create additional jobs and investment through supporting existing businesses, finalizing Phase III of the Henderson-Vance Industrial Park and marketing available buildings.
  4. To provide support and complete the broadband planning process by selecting an internet service provider company in order to provide affordable broadband to the unserved and underserved areas of the County while also providing an alternative service for our citizens.
  5. Explore ways to clean up and address trash throughout the county.
  6. To continue addressing public health and wellbeing with an emphasis on substance use disorder and mental health.

Coming out of day one of the retreat, each commissioner will be submitting their top goals for the upcoming year. Our plan is to come back on February 10 and work on creating and prioritizing new goals for the coming fiscal year. We also intend to begin looking at budget impacts as well as our capital improvement program during day two of the retreat.

Overall, today went well and there were a few topics that bubbled to the surface. There was good discussion on the need for a community paramedicine program within our EMS department, and there was discussion on the need for addressing employee pay to ensure we stay competitive with our surrounding counties.

Vance County Commissioners Chairman Archie B. Taylor, Jr. has called a special meeting for Monday, June 17, 2019 at 6:00 p.m. in the Commissioners’ Conference Room, Vance County Administration Building, 122 Young Street, Henderson,
NC. The purpose of the meeting is to:

  1. Adopt the FY 2019-20 Budget Ordinance
  2. Approve Salary Progression Plan Policy
  3. Other items as necessary

The Vance County Water District Board will also be called to order to adopt the FY 2019-20 Water District Budget Ordinance.


Vance County Policy and Procedure Manual – Salary Progression Plan

1.0 Purpose

To establish the guidelines for salary progression within established ranges dependent upon the completion of County service and performance.

2.0 Applicability

To all regular full-time County employees in a budgeted, salaried position.

3.0 Objective

  • To provide a mechanism to move career employees from the entry level hiring rate through the salary range
  • To motivate and reward employees who achieve performance objectives
  • To encourage the continued service of quality employees with Vance County

4.0 Guidelines

  • Every other fiscal year employees would be eligible for a merit increase based on performance measures and years of service. The salary adjustments will be effective the pay cycle following the employees’ anniversary.
  • Employee evaluations must be completed and received in a timely manner.

5.0 Eligibility

  • Two – Seven years up to 2% increase
  • Eight years and greater up to 1.5% increase
  • Increases are contingent upon available funding in the budget each year

*All eligibility is based on years of service and meeting certain performance measures

Other changes effective with this implementation:

  • Existing Longevity Plan – Employees with a date of hire 6/30/19 or prior will be grandfathered under the existing longevity plan.
  • EMS – Effective 7/1/19 all Paramedics will follow the new Salary Progression Plan. Those hired before 7/1/19 will be grandfathered under the existing merit program and will transition to the new Salary Progression Plan after five years of service. Paramedics hired with experience can be hired above the hiring rate with proper approval. These situations will be determined on as case-by-case basis.
