Commissioner Hester Says ‘We’ve Reached the Bottom and We’re Headed Back Up’

Thomas “Tommy” Hester, Jr., whose many accolades include local business owner and chairman of the Vance County Board of Commissioners, was on Thursday’s edition of WIZS’ Town Talk program to discuss the current economic growth and the future potential of the local area.

With phase III of the process, the County is expanding the existing Henderson-Vance Industrial Park located at the intersection of Bear Pond Road and US-1 Bypass in Henderson. “It’s been 32 years since we’ve looked at investing in our community as far as an industrial park,” said Hester. “We are now in the process of closing on 85 acres of land.”

The park, which has already secured a $2.45 million grant from the Rural ReadySites program for infrastructure purposes, will be zoned for light industrial and general commercial use.

“It’s a prime location and it has everything that you need available – natural gas, water, sewer and internet access,” Hester said.

With the prospect of multi-billion dollar companies such as Amazon and Apple establishing headquarters just a short drive down the road in Raleigh, Hester believes the local area needs to be ready for growth. “You’ve got to be ready. If you aren’t ready, you won’t be able to get people here.”

Hester also sees signs of a growing and prospering county in the influx of new businesses to the community, including the much-buzzed-about Planet Fitness scheduled to open in the Henderson Marketplace off Beckford Drive at the end of the year.

“I think we are readier now [for growth] than we’ve ever been,” Hester said. “We’ve put so many things into place.”

Hester referred to the County water project, currently in its third phase of completion with expansion down NC-39 as a step in the right direction. “The more infrastructure you put in, the better off you’re going to be for growth and doing what you need to for the quality of life for the people in your community. We all need to work for jobs, quality of life and education.”

According to Hester, “I think we’ve reached the bottom and we’re headed back up.”

NOTICE OF SPECIAL CALLED MEETING

This memorandum will serve as notice that Chairman Thomas S. Hester, Jr. has called a special meeting for Tuesday, August 21, 2018, at 5 p.m. in the Commissioners’ Conference Room, Vance County Administration Building, 122 Young Street, Henderson, NC.

The purpose of the special meeting is to:

1. Convene the Vance County Water District Board and hear a report from the Water Planning Committee concerning the following:

  • Awarding a contract for construction of Phase 3 of the County Water System.
  • Phase 1B update and authorization of next steps.
  • Establishing base rates for 3-inch, 4-inch and 6-inch water meters.

2. Convene the Board of Commissioners to enter closed session to discuss a legal matter.

3. Other items as necessary.

Vance Co. Board of Commissioners Change Sept. Meeting Date

The Vance County Board of Commissioners has adopted a resolution to change the regularly scheduled September meeting date from Monday, September 3, 2018, at 6 p.m. to Monday, September 10, 2018, at 6 p.m. This requested change is due to the Labor Day holiday.

Historically, the Board has held its regular meetings on the first Monday of each month at 6 p.m. In order to change this date, the Board must adopt a resolution at least 10 days prior to the meeting.

The September meeting will be held in its usual location – the Commissioners’ Conference Room in the Vance County Administrative Building – 122 Young Street, Henderson.

Consolidation of Kittrell Water Association Among Slated Topics at Specially-Called Commissioners’ Meeting

This memorandum will serve as notice that Chairman Thomas S. Hester, Jr. has called a special meeting for Tuesday, July 10 at 5 p.m. in the Commissioners’ Conference Room, Vance County Administration Building, 122 Young Street, Henderson, NC.

The purpose of the special meeting is to:

1. Approve new Water Agreement with the City of Henderson as presented.

Staff Report – Board of Commissioners Water Agreement with the City of Henderson. The City and County have reached agreement on a new water purchase/sales agreement that provides for the following:

– Allows Kittrell Water Association System (KWA) to be consolidated into the Vance County Water District System (VCWD).

– Allows VCWD to utilize the existing water purchase rate from the City ($3.37 per $1,000 gallons) with increases as per the existing contract.

– Assigns the KWA allocation of 200,000 gallons per day to the VCWD and combines all VCWD allocations together (525,000 gpd) regardless of phase.

– Removes existing reservation fees for Phases 1A, 2A & 2B with no additional reservation fee for additional allocation.

KWA Phase 1B Funding. Kittrell Water Association received USDA funding in 2014 for construction of Phase 1B. With the consolidation, it is necessary for the county water district to seek USDA’s approval to reassign the funding to preserve the opportunity for constructing this phase. The project had a total cost of $3,196,201 with $1,740,000 in loan funds, $1,411,001 in grant funds, and $45,200 in owner contributions. According to records provided by KWA, a total of 350 signups have been obtained although approximately 200 are located along the planned waterlines. Phase 1B includes 23 miles of waterline and the engineer has obtained DEQ and DOT permits for construction to proceed.

2. Approve 2018 Amendment to City-County Agreement for Joint Funding of the Perry Memorial Library as presented.

The City and County have reached agreement on an amended joint funding agreement which increases the County’s portion of library funding from 75% to 85%. The increased percentage equates to an increase of $78,960 in county funds.

3. Approve budget amendments.

  • Budget Amendment #1 appropriates up to $250,000 from fund balance, as per the previously approved loan agreement, to the Kittrell Water Association.
  • Budget Amendment #2 appropriates $78,960 from fund balance to increase the County’s share of the library’s operating budget from 75% to 85% as per the revised funding agreement with the City of Henderson.
  • Budget Amendment #3 reduces the transfer from the General Fund to the Water Fund due to the revised water purchase agreement with the City of Henderson which removes the reservation fee charges.
  • Budget Amendment #4 amends the water fund budget to account for the removal of the reservation/capacity fee to the City of Henderson as per the revised water purchase agreement.

4. Convene the Vance County Water District Board to approve new Water Agreement with the City of Henderson and approve budget amendments.
