Dr. Stan Winborne New Superintendent of Granville County Public Schools

The Granville County Board of Education has named Dr. Stan Winborne as the new superintendent of Granville County Public Schools, effective July 1. Winborne will succeed Dr. Alisa McLean, who is retiring after 30 years as an educator in North Carolina.

“I am honored and humbled by our Board of Education’s decision to name me as their next Superintendent.,” Winborne said in a press release. “I have tremendous respect for Dr. McLean and her excellent leadership and service to the children of our district. I wish her nothing but the best in her retirement and look forward to working with our board and amazing educators to build upon the successes during her tenure. I believe GCPS is poised to do great things and prepare our students to thrive in a changing world!”

Winborne currently serves as Associate Superintendent for Curriculum and Instruction and Student Services for Granville County Public Schools. He has held numerous roles in the district, including Assistant Superintendent and Executive Director of Operations and Human Resources as well as Director of Secondary Schools & Career and Technical Education. He also has been the GCPS public information officer for the past 13 years.

In 1996, Winborne began his year career in education with Granville County Public Schools as its first and only English as a Second Language teacher. He was a teacher for 10 years before moving into administration.

As a graduate from Tulane University, Dr. Winborne earned a Bachelor of Arts dual degree in Spanish and International Relations. He received his Master’s degree in Language Education from Indiana University, an Education Specialist degree from George Washington University, and his Doctorate in Educational Administration and Supervision from the University of North Carolina-Greensboro.

GCPS Safety Summit

As the first day of a new school year approaches, Granville County Public Schools is hosting a “Safety Summit” on Thursday, Aug. 18 for parents and a host of community partners to discuss all the ways that the district has focused on health and safety of students and staff.

The meeting will be from 6 p.m. to 7 p.m. at Northern Granville Middle School, according to information from GCPS Public Information Officer Dr. Stan Winborne.

Following a brief presentation from Superintendent Dr. Alisa McLean, a panel of community leaders and experts will discuss various safety measures and upgrades within the school district, and also will answer questions from a survey that currently is open for families and others in the community to complete.

The survey link, available HERE , will remain open until Friday, Aug. 12.

The panel will include school board representatives and district administrative staff, as well as the Granville County Emergency Management Services division and Vance-Granville Community College.

The summit will be recorded and live streamed, with links posted on the district website. The event is open for in-person attendance, too, Winborne said.

“In GCPS, we continuously plan, practice and evaluate our safety processes and procedures,” Winborne said in a press statement. “Over the past several years, significant upgrades have been made to the physical security of our buildings and facilities. In addition, we are very proud of the close working relationships we have with our partners in local law enforcement, including our Sheriff’s department and municipal police forces.  We also consult closely with the Granville County Emergency Management division and continue to strengthen our student services support resources for our students.”

New Principal at Wilton Elementary School, New Assistant Principals

The first day of the 2022-23 school year is less than a month away, and Granville County Public Schools has announced changes in leadership roles in a number of schools across the district.

Kristin Marks Wilson has been named principal of Wilton Elementary. Wilson most recently was assistant principal at Tar River Elementary, and has more than 12 years’ experience as a classroom teacher, instructional coach and administrator.

Wilson has undergraduate and master’s degrees from Old Dominion University and an advanced degree from Liberty University.

In addition to Wilson, the school board also named the following administrators to new roles within the district:

· Julian Champion, assistant principal, Granville Central High

· Clarencia Green, assistant principal, J.F. Webb High

· Leslie Magnanti, assistant principal, Stovall Shaw Elementary

· Andres Restrepo – J.F. Webb High

· Dwayne Waddey – Northern Granville Middle

West Oxford Elementary To Launch Dual Language Program In 2022-23

West Oxford Elementary School got approval from the Granville County Board of Education Monday to proceed with plans to have a dual-language program next year.

The board unanimously approved re-allocation of funding to make possible the new initiative.

Principal Bethany Bonnemere said she is excited to be able to bring the Spanish-English program to the school. “The staff and school community have worked hard to develop our Global program over the past two years, and bringing on the dual language program will take our school to a whole new level,” she said in a written statement from GCPS public information officer Dr. Stan Winborne.

Superintendent Dr. Alisa McLean said she has wanted to start a dual-language program since she arrived in the school district. “I believe students will thrive under this model, as research shows that bilingualism promotes achievement for all students and increases literacy and academic achievement in both languages.  I am thrilled to see this happen at West Oxford and am very proud of Mrs. Bonnemere and her team for their efforts to make this a reality,” she stated.

The program will support the development of Spanish as a second language for all students whose families choose to participate.  The program, which will begin in at least one classroom in kindergarten, will expand with each year that students move up through each grade level.  Non-bilingual classrooms in each grade level will still be offered for families who choose not to participate, although they will still take part in the school’s global focus.

Dual language programs follow a variety of models, but all promote bilingualism, biliteracy, building an awareness of linguistic and cultural diversity and high levels of academic achievement through instruction in two languages.  Additional details about the specific plans for West Oxford’s model can be found on the school’s website in the coming weeks.

“I look forward to our school becoming a bilingual center of the community,” Bonnemere said.

Amy Rice Will Continue to Serve Schools/Community in District Leadership

The Granville County Board of Education approved personnel changes Monday, moving a high school principal to a district-level position.

Amy Rice, principal at J.F. Webb High School, will lead the district’s testing and accountability, as well as coordinate K-12 Science, the arts and STEM programs. Rice replaces Beth Cook, who will retire later this month after a 32-year career in education.

Rice, a Webb alumna, has led her alma mater school for the past three years. The district plans to name an interim principal during the search process, according to Dr. Stan Winborne, associate superintendent for curriculum & instruction and district public information officer.

“These last few years at Webb have been the most rewarding of my career,” Rice said in a written statement from GCPS. “Serving as principal at the school I graduated from and where I started my teaching career has been an honor. I move into this next role knowing the students will be well taken care of by the wonderful Warrior staff. I look forward to continuing to serve my community, the staff and the students of Granville County Public Schools.”

Rice graduated from Appalachian State University and has masters degrees in Science Education and School Administration. She taught high school science for eight years. Before moving to administration as an assistant principal and then as principal for five years at Stovall-Shaw Elementary.

Superintendent Dr. Alisa McLean said transitions are bittersweet. “We salute Ms. Cook for her dedication and service to the district and wish her well in her retirement. We also welcome Mrs. Rice into this new, critically important role at the district level,” McLean stated.

“We will work to ensure a smooth transition as we search for her replacement. The J.F. Webb High School community deserves the highest caliber of leadership available and they will certainly have direct input into the selection process of their next school leader,” she added.

Granville School Board To Meet Sept. 13

The Granville County Board of Education will meet for a regular board meeting on Monday, Sept. 13, 2021 at 6 p.m. at the Mary Potter Center of Education, 200 Taylor Street, Oxford. The The livestream link is https://live.myvrspot.com/st?cid=MDhkZj.

The Board also will meet in closed session in accordance with N.C. General Statute 143.318.11 (a)(6), 143-318.11 (a)(3), 143.318.11 (a)(5) and Section 115C-321 for Personnel, and Attorney/Client Privilege.

Public comments for this meeting can be made  in one of three ways:

  • In person at the board meeting
  • In writing by placing comments in a box that will be located outside of the board room at the Mary Potter Center of Education from 5 p.m. to 6 p.m.

A copy will be distributed to the board of education members.  A maximum of 30 minutes in total will be allotted for public comment.

Granville Central AD Ray Noel Earns National Certification

Granville Central High School’s Athletic Director Ray Noel has completed the requirements to be a certified athletic administrator from the National Interscholastic Athletic Administrators Association.

Noel completed the voluntary certification process which involves an evaluation of the candidate’s educational background, experience and professional contributions, in addition to a comprehensive written examination, according to information from Dr. Stan Winborne, public information officer for Granville County Public Schools.

Granville Central Principal Dr. Janita Allen praised Noel for his efforts. “I am so proud of Coach Noel. He works so hard to support our student athletes on and off the field. The Panther family celebrates this recognition!”

Noel, a Granville County native, graduated from J.F. Webb High School in 2002. He graduated from Averett University in 2007 and has been at Granville Central since 2007. He is the son of Becky Noel and the late Ron Noel.

The NIAAA is a national professional organization consisting of all 50 state athletic administrator associations and more than 12,000 individual members. It is dedicated to promoting the professional growth of interscholastic athletic administrators and preserving the educational nature of interscholastic athletics and the place of these programs in the secondary school curriculum.

August 25 – Joint Granville Commissioners/School Board Meeting

The Granville County board of commissioners and the Granville County board of education will meet together to discuss school redistricting, according to information from Debra Weary, clerk to the commissioners. The meeting will be held on Wednesday, Aug. 25, 2021 at 9 a.m. in the main gymnasium at South Granville High School, 701 North Crescent Drive, Creedmoor, NC 27522.

JF Webb Student’s Artwork Selected For NACo 2022 Calendar

A local teenager’s artwork has been chosen from entries submitted from across the country for a 2022 calendar that will be distributed across the country by the National Association of Counties (NACo).

Brim Royster, a junior at J.F. Webb High School, is one of 18 winners selected from a pool of entries submitted through local county governments across the nation. The “I Love My County Because…” art competition, sponsored by NACo, was held for students in grades 1 through 12, who were asked to explain in words and in art why “their county matters.” Royster’s entry depicts his strong family connections in the area.

J.F. Webb High School art teacher Ophelia Staton was recently notified of the selection, according to a statement from Lynn Allred, Granville County’s public information officer.

“I am so excited for Brim and for our art program,” Staton said in the statement. “We have some talented students, and this recognition means so much for our school and – of course – for Brim. We are very proud of him. His talent is sure to take him very far.”

Students from J.F. Webb, Tar River Elementary and Creedmoor Elementary submitted artwork for the 2021 competition, which was introduced this year as part of the “Counties Matter” campaign. All entries are currently on display at the Harris Exhibit Hall of the Granville County Historical Society Museum, 1 Museum Lane in Oxford.

In addition to being featured in the NACo calendar, Royster will receive prizes and a certificate, as well as having his artwork published in the NACo newspaper “County News,” which is distributed to county members in all 50 states. More than 3,000 U.S. counties are active NACo members, including Granville County Government.

“Granville County was well represented in this contest,” said Sue Hinman, chair of the Granville County board of commissioners. “We thank all the students who participated, as well as the art teachers who submitted entries on behalf of their students. We are also grateful to Granville County Public Schools, who assisted us in this project.”


Granville Board Of Education Work Session Aug. 16 To Continue School Closure, Consolidation Discussion

The Granville County Board of Education will meet for a work session next week to continue discussions on potential school closures and school consolidation, according to information from Dr. Stan Winborne, associate superintendent and public information officer.

The meeting is scheduled for 4 p.m. Monday, Aug. 16, 2021 at the Mary Potter Center of Education, 200 Taylor Street in Oxford. In addition to the ongoing school reorganization, the board will have a closed session to discuss personnel matters.

The meeting is open to the public, and also will be livestreamed at the link https://live.myvrspot.com/st?cid=MDhkZj.

Members of the public wishing to attend the meeting will be required to wear face coverings, undergo health screenings before entering the building, and cooperate with social distancing requirements. There will be limited seating available.
