County Boards Of Elections Set To Begin Sending Absentee Ballots Jan. 12

On Monday, Jan. 12, North Carolina’s 100 county boards of elections will begin sending absentee-by-mail ballots to registered voters who requested a ballot for the 2026 primary election.

This marks the start of voting for North Carolina’s March 3 primary election. Voters who have already requested absentee-by-mail ballots should receive them in the coming days. In North Carolina, any eligible voter can request, receive, and vote an absentee ballot by mail. Find more information at Vote By Mail.

The absentee ballot request deadline is Tuesday, Feb. 17. Election officials urge voters who wish to vote by mail to request their ballot as early as possible to ensure there is time to receive it and then send it back to their county board of elections so that it is received no later than 7:30 p.m. on Election Day – March 3.

State law previously provided for a grace period if your ballot was postmarked on or before Election Day and received up to three days after the election. That is no longer the case. The ballot must be at the county board office, not in the mail, by 7:30 p.m. on Election Day.

In the primary election, voters will select nominees for a political party to move on to the Nov. 3 general election. In primaries, voters affiliated with a political party will be given a ballot of candidates for their party. Unaffiliated voters may choose the ballot of any one party that has a primary (Democratic or Republican) or a nonpartisan ballot, if available in their jurisdiction. The Green Party and Libertarian Party do not have N.C. primaries in 2026.

Sample ballots are available for individual voters by locating their voter record in the State Board of Elections’  Voter Search link.

Scroll down to the “Your Sample Ballot” section and click on the link(s).  Note: Unaffiliated voters will have at least two ballot styles listed, and may have three ballot styles if they are eligible to vote in a non-partisan contest, such as a referendum. When requesting an absentee ballot or presenting to vote in person, unaffiliated voters will choose which ballot they wish to vote.

By-mail voters must have two individuals or a notary witness that the voter completed their ballot. The witnesses must sign the ballot return envelope where indicated. By-mail voters also will be asked to place a photocopy of an acceptable photo ID in the sleeve on the back of their ballot envelope. The photocopy does not have to be a color copy, but election officials must be able to read it. Absentee voters who are unable to provide a copy of a photo ID should complete the Photo ID Exception Form that is included with their absentee ballot materials, and place that form in the sleeve indicated for photo ID.

2026 Primary Dates and Deadlines

Here are key dates and deadlines for the 2026 primary election in North Carolina:

  • 12:  County boards of elections begin mailing absentee ballots to eligible voters who have submitted an absentee ballot request
  • 6:  Voter registration deadline (5 p.m.)*
  • 12:  In-person early voting begins; same-day voter registration available
  • 17:  Absentee ballot request deadline (5 p.m.)*
  • 28:  In-person early voting ends (3 p.m.)
  • March 3:  Primary Election Day
  • March 3:  Absentee ballot return deadline (7:30 p.m.)*
  • March 13:  County boards of elections primary canvass meetings (11 a.m.)

The asterisk * indicates that there are different deadlines for military and overseas citizen voters.

Specifics On New Voter Photo ID Rules

In response to the state’s new voter ID law, the state board of elections has issued information that may be helpful for citizens to keep in mind before their next trip to the polls.

Voters will be asked to show a photo ID, starting with the 2023 municipal elections. A driver’s license or other photo ID will be accepted.

Those without a photo ID can get a No Fee ID Card from NCDMV and soon, it is expected that a free ID will be available from your local board of elections office.

When a voter checks in to a polling place, poll workers will ask for an ID, and they are supposed to look to make sure the photo reasonably resembles the voter; the address doesn’t have to match the voter registration records

It is important to note that all voters will be allowed to vote with or without a photo ID. Those without an ID will use the ID exception form and a provisional ballot.

Officials Begin Mailing Absentee Ballots To Signal Countdown To Nov. 8 Election

Beginning today, North Carolina’s county boards of elections wile begin mailing absentee ballot to voters who request them for the 2022 general election, signaling the start of voting midterm elections.

Election Day is 61 days away – November 8.

Contests in this election include a U.S. Senate seat, all 14 U.S. House seats, two seats on the N.C. Supreme Court, four seats on the NC Court of Appeals, all 170 seats in the N.C. General Assembly and numerous judicial and local seats across the state.

As of Thursday, Sept. 8, more than 53,000 N.C. voters already have requested an absentee ballot for the general election. The state currently has more than 7.35 million registered voters.

County Boards of Elections are busy registering new voters, preparing ballots, testing voting equipment, hiring and training poll workers and preparing early voting sites and Election Day precincts, among other responsibilities, according to a press statement from the executive director of the State Board of Elections Karen Brinson Bell.

“We encourage all eligible North Carolinians to register to vote and to make a plan now about when and where they will cast their ballot in 2022,” Bell said in a press statement issued Thursday. “Your state and county elections officials are here to provide accurate information to help you safely and securely exercise your right to vote. We will make sure your vote counts.”

Sample ballots are available through the State Board’s Voter Search tool. Voters should locate their voter record and scroll down to the “Your Sample Ballot” section. (Note: Sample ballots are posted by county as soon as they are available.)

 

How to Request a Ballot

In North Carolina, all registered voters may request an absentee-by-mail ballot. Voters may do so:

  1. Online at the C. Absentee Ballot Portal.On the portal, select “Option 1 — Request an Absentee Ballot.”
  2. On paper using the English N.C. Absentee Ballot Request Form for 2022 (fillable PDF)or the Spanish N.C. Absentee Ballot Request Form for 2022 (fillable PDF).

Voters requesting a ballot must provide their date of birth and one of the following to verify their identity:

  • North Carolina driver’s license number or NCDMV-issued identification card number; or
  • Last four digits of Social Security number.

The request form must be signed by either the voter or the voter’s near relative, legal guardian or person assisting the voter due to a disability. A typed signature is not allowed.

The paper absentee ballot request form can be mailed or returned in person to your county board of elections. Your county board of elections must receive the completed and signed absentee request form by 5 p.m. Tuesday, November 1.

Also starting Friday, the absentee ballot portal will open for military and overseas voters, as well as visually impaired voters, to receive and return their absentee ballot through the online service.

Important Dates and Deadlines: 2022 General Election

  • Tuesday, September 13: State Board meets to adopt early voting sites and schedules for more than a dozen counties that have not confirmed those schedules yet. Details: State Board Meeting: September 13, 2022 | NCSBE
  • Friday, October 14: Regular voter registration deadline for voters who want to vote on Election Day. Details: How to Register.
  • Thursday, October 20: One-stop, in-person early voting begins. Eligible individuals may register and vote at any one-stop early voting site in their county. For early voting sites and schedules, see One-Stop Early Voting Site Search.
  • Tuesday, November 1: Absentee ballot request deadline. The State Board encourages voters to request their absentee ballot as early as possible to ensure enough time to complete and return the ballot.
  • Saturday, November 5: In-person early voting and registration ends at 3 p.m.
  • Tuesday, November 8: Election Day. Polls are open from 6:30 a.m. to 7:30 p.m. Voters should go to their designated Election Day polling place. Find your polling place through the Voter Search Absentee ballots received after 5 p.m. November 8 must be postmarked by Election Day and received by mail by 5 p.m. Monday, November 14. Ballots withouta postmark must be received by Nov. 8.
  • Friday, Nov. 18: County canvass day; results are certified at the county level.
  • Tuesday, Nov. 29: State canvass day; final results are certified statewide.

Renovated Franklin Plaza New Home to Several County Agencies

Several Franklin County offices have moved to newly renovated space in Franklin Plaza on Bickett Boulevard.

The phone numbers remain the same, but the Board of Elections, Veterans Services and the Franklin Senior Center all now have office suites at 279 Bickett Boulevard, according to information from county officials.

The space also offers a multi-use, convertible space that can be used for training sessions and large group gatherings, according to information from County Manager Kim Denton.

“Franklin County has recognized the need for expanded facilities to serve our growing population and support for this project is very much appreciated,” Denton stated.

Stay tuned for a grand opening in November during which time the public is invited to tour the facility and learn more about available services.

Franklin Co. Board of Elections to Conduct Seminars on Voter ID Requirement

The Franklin County Board of Elections will hold two educational seminars about voter photo identification requirements as follows:

The 1st educational seminar will be held on Thursday, June 20, at 6 p.m. at:

These seminars are free and open to the public.

Beginning in 2020, voters will be required to provide photo identification before they vote. This includes both in-person and by-mail voting, with some exceptions. In November 2018, North Carolina voters approved an amendment to the N.C. Constitution to require voters to present photo ID at the polls.

Session Law 2018-144 requires each county board of elections to hold at least two voter ID seminars before September 1, 2019. Attendees also will receive information about voting options, including absentee-by-mail, One-Stop early voting and Election Day voting. Information about provisional voting, the availability of free North Carolina voter ID cards and residency requirements for voting also will be provided.
