Oxford Public Works Committee to Discuss KLRWS Project, Resurfacing Initiative

The Public Works Committee for the Oxford Board of Commissioners will meet on Tuesday, September 15, 2020, at 2 p.m. The meeting will be held in the First Floor Training Room, City Hall, 300 Williamsboro Street in Oxford.

Topics to be discussed include:

  • Discussion of the status of the KLRWS Water Treatment Plant Renovation and Expansion Project.
  • Update on the status of the City’s Upcoming Resurfacing Initiative.

The City will adhere to strict COVID-19 requirements of checking attendee’s temperature at the door of City Hall, limiting the number of attendees, requiring appropriate social distancing spacing and requiring all in attendance to wear a mask.

Public Hearing Notice: Community Development Block Grant

The City of Oxford City Council will hold a public hearing on Wednesday, September 16, 2020, at 8:45 a.m. via Zoom.

The purpose of this hearing is to receive citizen comments about possible Community Development Block Grant (CDBG) applications that may be submitted by the City to the North Carolina Department of Environmental Quality (DEQ) – Division of Water Infrastructure (DWI) and/or the North Carolina Department of Commerce – Rural Development Division (RDD).

All interested persons are invited to attend this hearing. Persons with disabilities, non-English speaking persons or those needing special assistance should contact City Hall at (919) 603-1100 at least 48 hours prior to the hearing, or the North Carolina Relay Number for the Deaf (1-800-735-2962) or Relay NC-711.

In light of current COVID-19 conditions, the anticipated Halloween Spooktacular Candy Stroll, hosted by the Downtown Oxford Economic Development Commission, has been canceled for 2020.

Additionally, the City of Oxford is recommending the “community-wide/neighborhood” Halloween candy distribution not take place for 2020.

Guns & Drug Conviction Gets Oxford Man 15 Years in Federal Prison

An Oxford man was sentenced on Friday to 180 months in prison for possession with intent to distribute cocaine base (crack) and possession of firearms by a convicted felon.

According to court documents, the Oxford Police Department (OPD) received complaints of drug distribution activity at the residence of Thurston Darius Bobbitt, 37in Oxford. As a result, OPD utilized a confidential informant to purchase crack cocaine from Bobbitt at the residence. A search warrant executed at Bobbitt’s residence and vehicle yielded a quantity of crack cocaine, digital scales, two firearms, ammunition, cell phones, and U.S. currency.

In total, Bobbitt was held accountable for possession and/or distribution of over a kilogram of crack cocaine. Bobbitt had previously been convicted of a felony for which he received a term of imprisonment exceeding one year.

Robert J. Higdon, Jr., U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III. The Oxford Police Department investigated the case and Assistant U.S. Attorney Robert J. Dodson prosecuted the case.

City of Oxford to Resume Normal Disconnection Procedures July 30

IMPORTANT NOTICE: City of Oxford Utility Customers

The City of Oxford will resume normal disconnection procedures Thursday, July 30, 2020, for unpaid accounts from March 31-July 29, 2020. Bills due after July 29 will also be under normal City Utility Policy procedures.

Any utility customer with an outstanding balance from March 31-July 29, 2020, must make payment arrangements with the City of Oxford Water Department by August 7, 2020. Any outstanding balance accrued prior to March 31, 2020, will not be included in the payment arrangements.

Please call (919) 603-1120 with questions and/or to set up payment arrangements.

Executive Order 124 went into effect on March 31, 2020, and prohibited the disconnection of utility services for nonpayment and suspended assessment of late and non-payment fees. The Order was amended by Executive Order 142 to expire on July 29, 2020, at 11:59 p.m.

Oxford Water & Sewer Projects Underway; City Provides Emergency Contacts

The City of Oxford has several water and sewer projects underway throughout the City, and as a result, some issues with water or sewer may occur. The City is here to help, including for after-hour emergencies. 

Normal operating hours for Public Works are 7 a.m. – 5 p.m., and for other City offices, 8:30 a.m. – 5 p.m. 

If you have an emergency after hours or an emergency during a holiday, please call 911 and state you are having a water/sewer issue. Emergency management will relay your issue to the appropriate on-call employee, who will then come to assess the situation.

For emergencies arising during normal operating hours, please call the City of Oxford Water Department at (919) 603-1120. Your issue will then be relayed to the appropriate City Superintendent.
