SBI Special Investigations Unit Investigating Shooting of Suspect Involving Agent After Hours-Long Standoff

At approximately 5:00 pm on Tuesday, February 2, 2021, special agents from the North Carolina State Bureau of Investigation’s (SBI) Computer Crimes Unit and the Internet Crimes Against Children Task Force along with deputies from the Granville County Sheriff’s Office attempted to serve an arrest warrant and search warrant at a residence located at 3147 Cannady Mill Road, Franklinton, North Carolina, in Granville County.  The arrest warrant was for:  1st degree statutory sex offense (1 count); 1st degree sexual exploitation of a minor (4 counts); disseminating obscenities to a minor (1 count).  The search warrant was for the production of child pornography.

Upon arrival, the suspect named in the arrest warrant, who was armed, retreated into the home.  The Franklin County SWAT, Wake Forest Police SWAT and SBI Special Response Team were called to assist with taking the suspect into custody.

After an 18-hours long standoff, at approximately 11:00 am on Wednesday, February 3, 2021, the suspect approached the door entrance from inside the home, armed with a long gun.  An SBI agent fired a shot striking the suspect.  The suspect was pronounced deceased on the scene.  The SBI’s Special Investigations Unit is now investigating and pursuant to standard operating procedure, the SBI agent has been placed on administrative leave pending the outcome of the investigation.

The SBI always seeks to preserve life and to use the minimum amount of force necessary.  Rarely, there are those occasions where the use of deadly force is exercised by our agents.  As with every officer involved  shooting the case will be fully investigated and reviewed with the District Attorney.

Names of the suspect and agent will be released at a later time.

Butner-Stem Middle School Teacher Arrested on Child Exploitation Charges

On Friday, August 7, 2020, special agents with the North Carolina State Bureau of Investigation’s (SBI) Computer Crimes Unit (CCU) arrested a teacher from Butner-Stem Middle School. Bobby Scott Nealey, 50, of Wake Forest, North Carolina, has been charged with nine counts of 2nd-degree sexual exploitation of a minor. 

The investigation began after a tip to the National Center for Missing and Exploited Children (NCMEC) CyberTipline. It was reported to NCMEC via a social media site that a user had uploaded child sexual exploitation (CSE) material.

Nealey is a 6th-grade teacher and wrestling coach at Butner-Stem Middle School. He was arrested on Friday, August 7, 2020, at approximately 6 p.m. at his residence. After going before a magistrate, Nealey was issued a $400,000 secured bond for nine counts of 2nd-degree sexual exploitation of a minor and was taken to the Granville County Detention Center.

HENDERSON – The State Bureau of Investigation and the Vance County Sheriff’s Office are asking for the public’s help in solving an October murder case.

A $25,000 reward is offered for information leading to the arrest and conviction of the person(s) responsible for the death of Tommy Ellington, 61, who was found shot to death outside his rural home about 6 a.m. on Oct. 2. Ellington was a farmer and owner of Quality Equipment LLC in Henderson.

Anyone with information about the murder is urged to call the SBI at 1-800-334-3000, the Vance County Sheriff’s Office at 252-738-2206, or Henderson-Vance Crime Stoppers at 252-492-1925. Callers may remain anonymous.

$5,000 Reward Offered On Louisburg Murder Case

YOUNGSVILLE – Crime Stoppers is offering a $5,000 reward for information leading to the arrest and conviction of two masked men responsible for the murder of 21-year-old Devin Christopher Bilodeau on Sept. 23, 2017, during a home invasion in Youngsville.

Just before 11 p.m., two armed men broke into a home at 26 Amandas Way and fatally shot Bildoeau. Several people were home at the time. The men ran on foot towards new home construction in the Holden Young subdivision in Youngsville.

The Franklin County Sheriff’s Office and the State Bureau of Investigation are seeking help in identifying the two men responsible for Bilodeau’s murder.

Anyone with information about the home invasion or the gunmen are urged to call 919-496-7867. Callers to Crime Stopper’s Tip Line do not have to give their name.

Franklin County Sheriff and ALE Target Alcohol, Gambling, Drug Activity

LOUISBURG – The Franklin County Sheriff’s Office and Alcohol Law Enforcement arrested eight people on drug, alcohol and gambling charges in two Franklin County locations Dec. 15.

Operation Clean Sweep, a three-month undercover investigation, began after the agencies received complaints alleging illegal activities occurring at an illegal video poker establishment in Castalia (near Louisburg) and at Flat Top Bar in Bunn. The Franklin County Narcotics Enforcement Team and ALE coordinated their efforts to address these illegal activities.

During the first phase of the joint operation, agents discovered illegal video poker machines at 5344 Highway 56 East, Castalia. Undercover agents playing these machines received illegal cash payouts on multiple occasions. Eight video gaming machines and $2,700 were seized. The investigation is on-going and charges are pending.

An investigation was then conducted at Flat Top Bar where agents made multiple purchases of cocaine, marijuana and prescription pills from numerous individuals. Undercover agents also detected multiple illegal sales and use of controlled substances, underage possession of alcohol and other illegal drug and alcohol activities on the premises.

“This is a great example of what teamwork between state and local law enforcement can produce,” said Franklin County Sheriff Kent Winstead. “We are committed to addressing illegal activity throughout our county and will continue these partnerships to make our communities safer.”

Terrance Merriweather, head of ALE, said, “ALE’s goal is to address illegal activity occurring at ABC outlets, both legal and illegal. Problem locations such as these plague our communities and ALE agents will continue to do their part to address these illegal activities throughout North Carolina.”

During the operation, the following individuals were arrested on 38 total counts:

ALE’s 109 specially-trained agents have the authority to arrest and take investigatory action for any criminal offense. Their primary responsibility is the enforcement of Alcoholic Beverage Control laws and state lottery laws. ALE is a branch of the State Bureau of Investigation.

SBI Develops New Hand-held Fingerprint Technology

The State Bureau of Investigation has deployed a mobile fingerprint scanning application for local and state law enforcement officers that instantly searches state and national databases for a positive identification.

The process is simple. A suspect places his or her finger on a small portable device, about the size of a smartphone and the fingerprints become digitized and sent to the SBI’s Statewide Automated Fingerprint Identification System and to the FBI for a search of their databases for any matches.

The Rapid ID System allows law enforcement officers to capture fingerprints remotely using the mobile fingerprint scanner. An officer quickly receives the results of a search on the hand-held device. If a fingerprint match is made, the device provides a person’s name, photo (if available) and other relevant information allowing for a quick assessment of a potential threat level.

“All of this happens in seconds,” said Wyatt Pettengill, SBI’s special agent in charge of the Criminal Information and Identification section. “Once the fingerprint image is received at the SBI, the image is compared against the SBI’s entire biometric database and sent to the FBI for a search of the Repository of Individuals of Special Concern, a combination of many different FBI databases that house sensitive law enforcement information.”

Officers who participated in SBI’s pilot program saw how valuable the technology is in correctly identifying individuals who had given them fictitious information or who had outstanding warrants in North Carolina.

A national fingerprint search through the Rapid ID System also provides officers access to outstanding warrants in other states, national sex offender registry subjects and known or suspected terrorists. Several states are already using this remote identification technology and are experiencing great success, according to Pettengill.

“The SBI tries to provide its law enforcement partners with the most current, cutting edge technology in the effort to apprehend criminals and make North Carolina safer,” said Pettengill. “It’s an amazing investigative and officer safety tool.”

Heroin Traffickers Arrested in Warren and Franklin Counties

RALEIGH – The North Carolina State Bureau of Investigation and the Warren and Franklin County Sheriffs’ offices arrested six men Nov. 8 on heroin trafficking charges following a three-month undercover operation.

Charged were Steven Lamar Cooke, 35, of Warrenton; Derrick Lamont Cooke, 38 of Warrenton; Dalton Raheim Williams, 33 of Warrenton; Kiree Dequan Williams, 22, of Warrenton; Jamar Shaheen Foster, 25 of Warrenton; and Traquan Foster, 25, of Warrenton. Charges ranged from trafficking in heroin to home invasion. The men were taken to the Warren County Jail.

The operation, dubbed Operation Cooke Out, centered on the home of brothers Steven and Derrick Cooke who allegedly ran an open-air heroin market. More than 900 dosage units of heroin were purchased or seized during the operation.

“Heroin is poisoning our streets at an alarming rate,” said Timothy L. Gay, assistant special agent in charge of SBI’s Capital District Office. “This is why it is important for law enforcement bring their resources together and target dealers like these to make a difference in our communities.”

Warren County Sheriff Johnny Williams said drug trafficking has been on the increase in his county.

“This will not be the end,” Williams said. “We will continue to diligently fight illegal drug activities and put offenders in jail.”

The operation began as a result of citizens’ complaints. Franklin County Sheriff Kent Winstead said he appreciated the joint effort to get the suspects apprehended.

“This is just the tip of the iceberg,” Winstead said. “We will continue to apprehend and arrest drug dealers who are a dangerous blight on our communities.”

The SBI provides expert criminal investigative assistance to local law enforcement agencies when requested by police, sheriffs, district attorneys or judges. The agency also has original jurisdiction in cases such as drug and arson investigations, election law violations, gambling, child sexual abuse in day care centers, computer crimes against children and crimes involving state property.
