The long-awaited state budget that Gov. Josh Stein signed into law earlier this month includes $40 million to provide a one-time $1,750 bonus for sworn local law enforcement officers.

The $34 billion budget includes double-digit salary increases for officers in several different branches of state agencies – 16.2 percent for SBI and ALE officers, 15 percent for N.C. State Highway Patrol officers, and 13 percent for correctional officers, according to a press statement. Probation and parole officers will get a 6.5 percent pay raise.

Vance County Sheriff Curtis Brame told WIZS News Monday that the topic of bonuses had been discussed at the N.C. Sheriffs’ Association conference, and said he surely hopes they come through.

Henderson Police Chief Marcus Barrow told WIZS News Monday that the department had gotten some guidance about the bonus program from the SBI, which will be administering the distribution of funds.

“The SBI is currently implementing the program through a phased registration and certification process, and the Henderson Police Department is awaiting additional guidance regarding the next steps for participation,” Barrow stated.

Based on the information provided by the SBI, local law enforcement officers generally qualify for the one-time $1,750 bonus if they:

  • Were sworn local law enforcement officers as of June 30, 2026;
  • Are employed by an eligible North Carolina county or municipal law enforcement agency;
  • Meet the statutory eligibility requirements established in Section 41.3 of Senate Bill 257; and
  • Are certified as eligible by their employing agency through the SBI registration and certification process.

While the possibility of this bonus – which will be considered taxable income – had been discussed for some time, it was not something many local agencies truly expected to become a reality, Barrow noted.

“The Henderson Police Department believes this action reflects the State of North Carolina’s recognition of the significant recruitment and retention challenges facing local law enforcement agencies and serves as a meaningful expression of appreciation for the dedicated men and women who have remained committed to serving their communities despite increasing workloads, staffing shortages, and the growing demands placed upon the profession,” Barrow stated.

The governor joined law enforcement officials and specialized units including the Selective Enforcement Unit and K-9 teams at Raleigh Police Department’s Special Operations Division recently to highlight the state budget’s investments in public safety, including the largest pay raises to law enforcement in recent state history.

“Law enforcement careers are demanding and sometimes dangerous, but they are so important and rewarding,” Stein said. “We must do everything in our power to support those who keep North Carolinians safe. With this state budget, we are sending a clear message that we value our law enforcement officers and are investing in the next generation of North Carolinians who choose a career to keep people safe.”

The Local Skinny! Gov. Stein Signs ‘Mini-Budget’ Supporting Medicaid

Gov. Josh Stein signed a “mini budget” on Wednesday that state lawmakers passed that includes some stopgap spending measures, one of which includes supporting Medicaid.

N.C. District 32 Rep. Bryan Cohn has stated the importance of informing his constituents how the recently passed federal legislation – the “One Big Beautiful Bill Act” – will affect and impact local health care.

“Regardless of political positions, the factual consequences of this bill are significant and concerning, especially for residents relying on Medicaid,” Cohn said in a press statement.

“Granville and Vance counties have approximately 41,000 residents enrolled in Medicaid, with over 6,800 gaining coverage through recent Medicaid expansion,” Cohn said. “The reduction in federal funds directly threatens this expansion, potentially leaving thousands of local residents uninsured.”

According to Cohn, North Carolina faces nearly $40 billion in federal Medicaid cuts over the next decade. This funding currently supports essential healthcare services, especially through State Directed Payments that are critical for maintaining rural hospitals and health centers.

Cohn said local hospitals, clinics, nursing homes and urgent care facilities rely on Medicaid reimbursements to operate. “With substantial funding cuts, our providers may be forced to reduce services, lay off staff, or in some cases, close entirely. This will inevitably affect healthcare accessibility and quality across our community,” he said.

Additionally, as major employers and economic drivers in Granville and Vance counties, Cohn said healthcare facilities could see funding reductions that could spell broader economic repercussions, potentially impacting local jobs and economic stability.

The mini budget includes $600 million to support both the Medicaid rebase and the Medicaid Oversight Fund, according to a statement from the N.C. Dept. of Health and Human Services. “However, this appropriation equates to a shortfall of $319 million for the Medicaid rebase. Despite careful efforts by NCDHHS to avoid disruptions to service, fully funding the rebase is necessary to maintain the current level of care across the state. To remain within budget, NCDHHS now has two options to address a shortfall from an insufficient rebase; reduce optional services and/or reduce provider rates,” according to the NCDHHS statement.

The bill introduces new eligibility conditions, including work requirements slated to begin in late 2026. This could complicate healthcare access for many residents already facing economic hardships, Cohn noted.

“While the political debates surrounding this legislation will continue, our community must understand the tangible impacts these changes will bring. I encourage residents and community leaders to engage actively in dialogue and preparations to manage and mitigate these upcoming challenges,” Cohn said.

Upon signing the bill, Stein made the following statement: “This Band-Aid budget fails to invest in our teachers and students, fails to keep families safe, fails to value hardworking state employees, and fails to fully fund health care. With federal cuts on the horizon, the legislature’s forced $319 million cut to Medicaid will be particularly painful. Despite these serious reservations, I am signing this bill into law because it keeps the lights on.

“We have so much going for us here in North Carolina, but we cannot just rest on our laurels, do the bare minimum, and expect to continue to thrive. The General Assembly needs to get serious about investing in the people who make this state great.”

“More than three million people in North Carolina depend on Medicaid for comprehensive care that is life-changing and in many cases lifesaving. Underfunding NC Medicaid now after years of building a nationally recognized program that delivers real outcomes for the people we serve is a serious setback. The forced cuts from the budget shortfall threaten care for those who need it most and include some of North Carolina’s most vulnerable populations.

Over time, the combination of underfunding, the loss of key initiatives like the Healthy Opportunities Pilots, and administrative budget shortfalls risks a fundamental erosion of the NC Medicaid program.

Despite these challenges, the mission of the North Carolina Department of Health and Human Services remains unchanged – we will continue to work to improve the health and well-being of all North Carolinians. We will continue the essential work that NCDHHS does every day with determination, compassion, and a focus on the people we serve.”

Gubernatorial Candidate Josh Stein ‘Meet And Greet’ Set For Jan. 24 At Perry Memorial Library

Gubernatorial candidate Josh Stein will visit Henderson on Wednesday, Jan. 24, according to information from local Democratic Party officials.

Bad weather forced Stein’s Jan. 9 visit to be cancelled, and Vance County Democratic Party Chair Angela Thornton said she’s thrilled that Stein and his team rescheduled.

In an email to WIZS News Wednesday, Thornton said scheduling conflicts sometime prevent candidates from visiting as many places as they’d like.

“When we received confirmation (that) Vance County was in the works for his visit, we were thrilled…and are even more thrilled…that they made an effort to reschedule so quickly,” she stated.

The community is invited to come to the meet and greet event, which will be held at Perry Memorial Library. The doors will open at 5 p.m. and the program will begin at 5:30 p.m.

TownTalk: NC Gubernatorial Candidate Josh Stein Coming To Henderson Jan. 9

UPDATE 1-9-24:

N.C. gubernatorial candidate Josh Stein’s scheduled visit to Henderson this afternoon has been postponed because of the threat of severe weather forecast for later today.

Vance County Democratic Chairperson Angela Thornton told WIZS News earlier Tuesday.

“We look forward to coordinating with his campaign for a rescheduled date,” Thornton said in a written statement to WIZS.

Stein is the current state attorney general.

Blue may be the dominant color at next week’s meet and greet for one of the Democratic candidates for governor, but local party officials invite the entire community to Perry Memorial Library on Tuesday, Jan. 9 – no matter their party preference.

Joseph Brodie, first vice president of the Vance County Democratic Party, said Thursday that current N.C. Attorney General and gubernatorial hopeful Josh Stein will be in Henderson to meet voters and discuss the upcoming elections.

“All the public is invited to come down if they want to hear what Attorney General Josh Stein is going to be putting on the table,” Brodie said on Thursday’s TownTalk. “They can hear it for themselves.”

The doors open at 5 p.m. and the event begins at 5:30 p.m. Brodie said this visit does not constitute an endorsement by local party leaders. “We have the door open for all our Democratic candidates to come down and introduce themselves to the voters of Vance County,” he explained.

With the March primary elections fast approaching, Brodie said he is pleased with the progress that is being made within the local Democratic Party.

“I feel real good,” he said. “The Vance County Democratic Party has come a long way…people are in place, working together for one common cause – to elect Democrats, not only in Vance County, but in surrounding areas.”

Brodie said the focus now is in organizing the local precincts so that voters can get important information concerning candidates and races.

“We’re always striving for excellence,” Brodie noted, adding that more work needs to be done.
