Granville Commissioners Makes Changes To Land Development Code

The Granville County Board of Commissioners has approved changes to the county’s Land Development Code that increases minimum lot sizes of “rural cluster” subdivisions.

During its meeting on Monday, Nov 20, the commissioners continued a public hearing that had begun on Oct. 16, according to information from Granville County Public Information Officer Terry Hobgood.

After hearing input from the public, as well as from county planning and zoning staff, the board unanimously approved changes to the plan, which more than doubles the minimum lot size requirement – to 40,000 square feet from the previous 12,000 square feet.

In addition, the minimum lot width is increased to 80 feet from 60 feet and the street and side setbacks are now 50 feet and 15 feet, respectively – up from the previous 25 feet and 7.5 feet).

This change doesn’t affect existing regulations for conventional major subdivisions, family subdivisions or minor subdivisions, which is defined as a subdivision with fewer than 10 lots.

Granville Commissioners Begin Roles With NCACC

Two Granville County commissioners have begun leadership roles with the North Carolina Association of County Commissioners.

The NCACC kicked off a new term with the swearing in of new district directors, which include local commissioners Tony Cozart and Zelodis Jay, according to information from the NCACC.

Jay begins a two-year term as the District 8 director, which represents Granville, Person, Vance, Warren, and Franklin counties for a two-year term. Cozart will chair the group’s Public Education Steering Committee. He was appointed by incoming NCACC president Tracey Johnson to this role.

“I am honored to have been selected to serve as District 8 representative on the NCACC Board of Directors,” Jay said. “This role will give me the opportunity to serve the residents and advance the interests of Granville County as well as our fellow citizens of Person, Vance, Warren and Franklin counties on a statewide  level.”

Granville Announces Drew Cummings As New County Manager

The Granville County Board of Commissioners has selected Drew Cummings as the new county manager. Cummings has been an assistant county manager and chief of staff in Durham County for 14 years. He will begin his new job on Oct. 17.

“I am so excited to come to Granville County and look forward to working with the commissioners, staff, and the community to continue building on the strong groundwork that has already been laid,” Cummings said.

Cummings is a native of Kalamazoo, Michigan and graduated from Kalamazoo Central High School. He and his wife, Amy, have three school-aged children and in his spare time Cummings enjoys exercise, woodwork, and singing in his church choir.

“The Granville County Board of Commissioners is unanimous in its selection of Drew Cummings,” said Tony Cozart, board chair. “His educational level and extensive experience make Mr. Cummings the desired candidate to serve as our next county manager.”

Before his time in Durham County, Cummings, worked in other areas of municipal government and was a middle school teacher for seven years before entering work in local government, according to a press statement from Granville County Public Information Officer Terry Hobgood..

While in Durham County, Cummings focused on a wide range of issues including economic development, education, transportation, affordable housing, and homelessness. He has been a member of the International City-County Management Association (ICMA) as well as the North Carolina City and County Managers Association since 2004.

Cummings achieved his ICMA Credentialed Manager status in 2021 and is also a 2015 graduate of the UNC School of Government’s Public Executive Leadership Academy. He is a graduate of Harvard University, holding a BA in Government and received his Master’s in Public Policy from the Duke University Sanford School of Public Policy.

Cummings comes to us with outstanding references, is very well trained in county administration, and has shown throughout his career that he is a person who has committed himself to getting results. His longevity with Durham County shows that he is willing to ingrain himself in a community and weather a few storms while moving towards a long-range vision of success. As a longtime Durham resident, Mr. Cummings is already familiar with this region and knows the needs and opportunities for success that we have in Granville,” Cozart said.

“I look forward to getting to know the community and staff much better in the coming months as we re-commit ourselves to the goals of responsive, innovative, efficient government and seek to seize the positive out of all the change we have seen over the past few years. It is a true honor.”

Joint Commissioners, School Board Meeting Cancelled; Commissioners Still On For Nov. 15 at 7 P.M.

The joint meeting of the Granville County Board of Commissioners and the Granville Board of Education, scheduled for Monday, Nov. 15, 2021 at 2 p.m., has been cancelled, according to information received from Debra Weary, clerk to the board of commissioners.

The commissioners will meet on Nov. 15 at 7 p.m. for the regular scheduled meeting.

 The commissioners meet at the Granville Expo & Convention Center, 4185 Highway 15, Oxford.

The district boundary map will be on the agenda for consideration at the Nov. 15 meeting.

As part of Monday’s meeting, a public hearing will be held on the proposed FY 2020-2021 Budget. The proposed budget for Granville County has been submitted to the Granville County Board of Commissioners in accordance with the Local Government Budget and Fiscal Control Act.

A copy of the proposed budget is available for public inspection in the Office of the Clerk to the Board and at the Richard H. Thornton Library and other library branches if they are open to the public.

Public comments on the proposed budget will be accepted in written format and must be received by Tuesday, June 2 at 8 p.m. by mail to P.O. Box 906, Oxford, NC 27565 or email to grancomrs@granvillecounty.org as required by the Act to Provide Aid To North Carolinians In Response to the Coronavirus Disease 2019 (COVID-19) Crisis, (S.L. 2020-3, SB 704, Section 4.31). The public comments will be included in the meeting minutes.
