Franklin County Public Utilities Addresses May/June Water Billing Cycle

Franklin County Public Utilities has received some questions regarding the May and June billing cycles. Due to COVID-19 safety procedures and Executive Order 124 issued by Governor Roy Cooper, Franklin County Public Utilities did not read water meters for the May billing cycle.

Most customers were only billed the base fee for the May billing and any usage above the minimum was included on the June billing. The base fee for water-only accounts is $30 and the base fee for accounts with both water and sewer is $65. 

The May billing cycle included service for the period from March 16, 2020, through April 15, 2020. Franklin County Public Utilities only billed for the base fee of 0-2,000 gallons, even if your usage was more than 2,000 gallons. A flyer was included with the billing to notify customers of this change. 

Franklin County Public Utilities staff read water meters for the June billing cycle which included service from April 15, 2020, through May 14, 2020, and any usage in excess of 2,000 gallons from the May billing was detected with this reading and included on the June billing.

Franklin Co. Public Utilities Reports Discharge of Untreated Wastewater in Youngsville

Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

In accordance with that regulation, the following news release has been prepared and issued to media in the affected county: Franklin.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville. The spill was a result of rain on Friday, December 28, 2018. The spill occurred at 4 p.m. on December 28, 2018, and discharged until 6 p.m. on December 28, 2018. The discharge of wastewater was estimated to be 3,600 gallons and it entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin. Franklin County Public Utilities staff were dispatched to the site and started clean up after the overflow stopped.

Untreated Wastewater Enters Richland Creek in Franklin Co.

Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

In accordance with that regulation, the following news release has been prepared and issued to media in the affected county: Franklin

Franklin County Public Utilities experienced a discharge of untreated wastewater from the pump station on Holden Road in Youngsville. The spill was a result of an electrical control malfunction. The spill occurred at 7:35 p.m. on August 7, 2018, and discharged until 11:50 p.m. The discharge of wastewater was estimated to be 5,025 gallons and it entered into Richland Creek which is a tributary of the Neuse River Basin. Franklin County Public Utilities staff was dispatched to the site and contact sewer hauling companies to pump out the pump station to begin the repair of the pump station.

The division of Water Quality was notified of this event on August 8, 2018, and is reviewing the matter. Franklin County Names Public Utilities Director

Franklin County, August 8, 2017: Franklin County has selected Christopher Doherty to serve as Public Utilities Director effective August 21, 2017. Mr. Doherty has served as Superintendent for the South Florida Water Management District from May 2012 until March 2017. Prior to working for South Florida Water Management District, Mr. Doherty served as Public Works/Utilities Superintendent for the City of North Lauderdale where he supervised the daily operations of the Public Works Department. In addition, Mr. Doherty has several years of experience as a Public Works Director for the City of Clinton, North Carolina.

Mr. Doherty earned an Associates of Arts – Civil Engineering from Broward Community College and a Bachelor of Science, Professional Management/Business Administration from Nova Southeastern University. He is certified in Florida as a Stormwater Management Inspector, holds a C Distribution certification in North Carolina as well as an OSHA 30 certification. His professional memberships include the Solid Waste Association of North America (SWANA), SWANA Certified as MSW Collection Manager, American Water Works Association and FL Chapter, American Public Works Association and FL Chapter, Rural Water Association, National Fire Protection Association and American Society of Civil Engineers.

County Manager Angela L. Harris said, “It is with great optimism that I welcome Mr. Doherty to our team. He will play an important role as we update our Capital Improvements Plan for Public Utilities and plan for future growth. We are also thankful for the service of Mike Bailes who is currently serving as interim director.”
