TownTalk: Beard Discusses Rural Health Care

Maria Parham Health CEO Bert Beard said the state of health care in this area is in a pretty good spot these days. That doesn’t mean that rural hospitals like Maria Parham don’t continue to face challenges, but Beard said hospitals in other markets are facing some of the same things.

Beard was a guest on Thursday’s TownTalk to discuss some of the trends that he’s seeing from his vantage point.

Medicaid expansion, he said, is allowing more uninsured or under-insured residents access to health care. The number of new enrollees is about half a million, approaching the prediction of about 600,000 in North Carolina.

“We’re lagging a bit in Vance County,” he said, but health care professionals at MPH as well as Granville Vance Public Health and others are always looking for new enrollees.

With rising costs and the constant demand to find qualified health care employees, Beard said the Medicaid expansion “has given us a lifeline that we desperately needed.”

Beard said he and his colleagues knew hospitals were headed down a path to a health care provider shortage, but the COVID-19 pandemic hastened that process. Without adequate staff, some small hospitals simply couldn’t afford to keep the doors open, which only brings more challenges to the rural areas they serve.

“Services are going away that are vital,” he said. One of those is maternal services. It’s critical that expectant moms be within, say, an hour of a hospital that provides those services, for the safety of the mom and the child.

When he spoke at the April 23 “state of health care” forum sponsored by the Henderson-Vance County Chamber of Commerce, Beard said top on people’s minds was the mental health crisis that is so often in the news.

He looks forward to the Emergency Department’s Safe Space project that has received funding and said it will transform how patients in crisis can be managed when they come through the Emergency Department.

Mental health issues are multi-dimensional and under-resourced, Beard said, noting that psychological issues are often entangled in social issues and substance abuse, which exacerbate the problem.

“We’ve got to be more deliberate in how we invest in that,” he said. Public-private partnerships like MPH behavioral health services in Louisburg is something that Beard said he is quite proud of.

Whether through collaboration or providing quality health care by Duke physicians and others, Maria Parham is poised to keep patients across the region it serves top of mind when it comes to community care.

It must be a mutually supportive relationship, however, Beard said. When you seek care, seek local care first.

“It’s more important than ever,” he said, that “when people have good available local health care, that they choose it – the alternative is that health care goes away if it’s not supported locally.”

“We’re working every day to get better every day. That comes with a mutually supportive relationship with our community.”

Op-Ed: COVID-19: How the Pandemic Made Maria Parham Health Better

In recent weeks, I have been reflecting on the unprecedented challenges that our community and our team at Maria Parham Health have faced as a result of the COVID-19 pandemic. More specifically, I’ve been intentionally looking for every possible silver lining in a time when – let’s face it – we all need some positive news.

We are always seeking new ways to enhance how we care for our community and advance our mission of Making Communities Healthier. I truly believe that adversity is one of the greatest paths to improvement, and improving is exactly what we have done despite the difficult circumstances. And the truth is: there are silver linings everywhere.

First, I cannot say enough how proud I am of the way our team has weathered the storm together. When we saw that COVID-19 was beginning to spread overseas earlier this year, we began taking steps to prepare our facility before the virus was even detected in the United States. We implemented our robust emergency operations plan and executed it down to the final detail to keep our patients, providers, employees and community members safe. Every member of our team was ready to step up to the challenge of caring for our patients, and I saw our providers, employees and staff come together like never before. I’m so grateful for and inspired by their courage and selfless dedication.

Not only did the pandemic make our team stronger, but it has also made our hospital even safer. While we have always had strict infection prevention protocols in place, we introduced new processes and procedures – such as having everyone in our facility wear a mask, screening all who enter for COVID-19 symptoms and even putting up physical barriers in some cases – to further reduce the spread of germs. We took steps to isolate patients with the virus to a specific area of the hospital and also enhanced our cleaning and disinfection practices to ensure they exceeded healthcare industry standards. These are just a few examples of how we have fundamentally changed the way we work so we can better care for you and your family, and ensure a safe environment for everyone.

COVID-19 has truly turned life as we know it upside down, but I believe it has made us better in so many ways – especially when it comes to quality and patient safety. It has challenged us to be innovative, to think outside the box and to quickly adapt to change – all things necessary to successfully navigate our “new normal.” Because the reality we face is that, until there is a vaccine, we can expect that COVID-19 is here to stay. It’s something that we must learn to live with and do our best to protect against.

Since it isn’t going away, I hope you have every confidence that your hometown hospital is continuing to take every possible precaution to help protect you when you come for care. We want you to feel comfortable coming to see us and not ignore any health concerns you may have in hopes the pandemic will end soon.

Even as life returns to a “new normal,” you should know that we aren’t letting our guard down at Maria Parham. We have learned so much through our response to this pandemic, and we will continue looking for new ways to improve. Because of this experience, our team is stronger, our hospital is safer and we are even more deeply committed to caring for our community. These are all silver linings in my book.

Op-Ed: Thank You Vance and Franklin Counties – Bert Beard CEO, Maria Parham Health

For the past several months, Maria Parham Health (MPH) has been facing the impact of COVID-19 with our community. We have built upon our robust emergency operations plan that we have in place year-round by updating policies, implementing new protocol, educating our staff, and working with our community partners in ways we never have before. But in all this preparation, MPH has never been alone.

Today, I write to share my appreciation for our community. Thank you to the countless individuals and organizations who have generously donated critically important supplies and resources and offered inspiring words of encouragement to our team. In this crisis, the true meaning of community has never been more apparent or appreciated. Patients, board members, staff, community providers, our sister facilities – all segments of the communities we serve and partner with have shown their support during this pandemic

Community members have brought in surgical masks and N95 respirators to add to the resources we are working to preserve. Local restaurants and businesses have sent food to treat our folks as they work. Many people have donated homemade cloth masks to our hospital and local EMS – an incredible labor of love. Posted signage, sidewalk chalk messages and decorated rocks cheer on our heroes and have infused our campuses with pride. And these are just a few of the many examples that exist.

The outpouring of love and encouragement from our community has been overwhelming, and it makes us so proud to call Vance and Franklin Counties our home and to serve the northern triangle. MPH stands ready to serve you – our neighbors, family and friends. Please continue to keep our community safe and prevent further spread of this disease:

  • Practice social distancing.
  • Wash your hands often.
  • If you must go out in public, wear masks to protect those around you.

Town Talk 04/14/20: MPH CEO Discusses COVID-19 Testing, Lower Hospital Volume

Bert Beard, CEO of Maria Parham Health (MPH), appeared on WIZS Town Talk Tuesday at 11 a.m.

Beard reported that MPH has tested 150 people for possible COVID-19 infection at this point, with 14 positive cases. Of those positive cases, Beard said a “handful” have been admitted for treatment.

“Anyone who is a rule out is treated like someone who is positive for it until we get a negative test,” said Beard. “Our ability to test and get quick results has improved vastly since the start of this six weeks ago.”

According to Beard, a new partnership with Mako Medical Laboratories, along with recently approved testing, has reduced turnaround time for results from several days to approximately 24-hours.

While Beard said MPH and its staff are well-prepared to handle a possible increase in patients, the hospital is currently experiencing a lull in numbers. “We are seeing a lot less volume currently at the hospital. I think people are rightfully concerned and aren’t coming in if they don’t have to.”

With Granville Vance Public Health announcing the first COVID-19 death in Vance County – a 72-year-old male with pre-existing health conditions who died Sunday – Beard said he couldn’t stress enough the importance of continuing to take safety precautions.

“Continue to observe stay at home orders from the governor and the president. Continue to observe good infection prevention practices – handwashing hygiene, no touching your face and social distancing. Be mindful of your interactions when you have to go out.”

To do its part in mitigating the spread of the virus, Beard said the hospital enacted a zero visitor policy with a few exceptions: pediatrics, end-of-life care and mother/baby.

Visitors and MPH employees are also currently required to enter the hospital through either the main or emergency entrance, where their temperature is checked with an infrared thermometer. Visitors are also given a cloth mask – many donated by members of the community – to help stop the spread of infection.

“I am hopeful that on the back-end of this, people will have, not a new-found, but re-found respect for our first responders and frontline healthcare workers,” Beard said. “It is wonderful to see the outpouring of support and love for these people; I hope that element is held in the wake of this event.”

Bert Beard, CEO of Maria Parham Health, was on Thursday’s edition of WIZS’ Town Talk program to discuss his role at the hospital and to provide updates on recent expansions at both the Henderson and Louisburg locations.

“My job, most simply put, is to take care of the people who take care of our patients,” said Beard. In other words, Beard listens to and addresses the needs and concerns of Maria Parham employees, a dedicated group he refers to as the frontline of the organization.

To better understand these needs, Beard calls for a “morning huddle” involving the hospital leadership team each weekday morning at 9 a.m. “We kick off the meeting with three positive things going on in the hospital or with team members, then we talk about things happening in the hospital – safety issues, things we need to anticipate throughout the day and things that we need to disseminate to our caregivers.”

With a five-county coverage area from the Virginia border to south of Louisburg, Beard said operating a hospital, in many ways, is akin to running a town with its own unique advantages and challenges.

“A hospital is like a small city in terms of people coming and going every day,” Beard explained. “It’s a high-stress environment. People are coming here with health issues; they’re scared and their family members are scared. It is our job to not only take care of the patient with the diagnosis but also take care of families and help put them at ease.”

MPH Growth and Expansion

One of the main areas of focus for Beard, and many of the Maria Parham staff, over the past year has been getting the Maria Parham Franklin facility in Louisburg up and running.

Since its grand opening in October 2018, the Franklin facility has seen more emergency room patients than originally projected and expanded outpatient services with the addition of a multispecialty clinic and medical office building located next to the hospital.

Beard also reported that ground was recently broken on the construction of a 20-bed psychiatric unit to open in early 2020.

At the main Maria Parham facility in Henderson, hospital leaders are currently submitting a proposal to build a new catheterization laboratory to further expand the cardiovascular services offered through the hospital’s partnership with Duke LifePoint Healthcare.

A regional human resource center has also been added across the street that will serve all of LifePoint and add jobs to the community, according to Beard.

Maria Parham’s cancer treatment program is yet another bragging point for the hospital. “Our cancer program here has been a feather in our cap for nearly 20 years,” said Beard. “We have Duke providers, and we use Duke protocols and Duke research. Anything you can get done in Durham or Raleigh, you can get done here – radiation oncology and medical oncology.”

When looking at how much Maria Parham has to offer, including the convenience of quality care close to home, Beard said the community is fortunate to have access to “excellent services, especially general surgery and cardiology – the core to a community hospital.”

From his unique perspective as CEO, Beard is able to see the way all of the parts and pieces come together to make up the bigger picture. “I love what I do. There isn’t a single job in this hospital that isn’t critically important.”

Bert Beard Named CEO of Maria Parham Medical Center

Maria Parham Medical Center (MPMC) announced today that Bert Beard has been named chief executive officer (CEO) of the hospital, effective August 22, 2016. Beard comes to MPMC from Wilson Medical Center (WMC), a Duke LifePoint Healthcare facility in Wilson, N.C., where he most recently served as chief operating officer (COO) since 2014.

“Bert has done a tremendous job guiding the daily operations at Wilson, and we are so pleased to appoint him to the top leadership post at Maria Parham,” said Jeff Seraphine, president of LifePoint Health’s Eastern Group, which includes Duke LifePoint Healthcare facilities. “His natural leadership skills, proven ability to drive excellence, and deep commitment to delivering high-quality, patient care are exactly what we were looking for to lead the hospital forward. I am confident he will build on the strong foundation that already exists at Maria Parham.”

A highly-skilled administrator and natural leader, Beard managed the daily operations of WMC, a 294-bed acute care facility, and served as primary liaison to physician services. While there, Beard initiated an $81 million hospital renovation project and drove the expansion of the hospital’s interventional cardiology program, which included the recruitment of a top cardiologist to the area. He also led the hospital to achieve Chest Pain Certification from the Society for Cardiovascular Patient Care in April 2016 and has established a plan to lead the hospital toward Primary Stroke Center certification.

Before joining WMC and Duke LifePoint in 2014, Beard served for nearly four years as associate administrator and interim COO at Manatee Memorial Hospital in Bradenton, Fla. Prior to that he served as associate administrator and assistant chief staffing officer at Summit Medical Center in Hermitage, Tenn.

Beard received his bachelor’s degree from Furman University in Greenville, S.C., and MBA and MHA from Georgia State University in Atlanta. He has been an active member of the Wilson community, serving on numerous boards and regularly volunteering his time to support various causes.

“This is a strong hospital and a wonderful community,” Beard said. “I am genuinely excited to take on this new role and help build on the excellent work that is already happening at Maria Parham. I also look forward to getting involved in the community and exploring ways that the hospital can continue working to improve the overall health and well-being of our communities.”

Beard plans to reside in the Henderson Market with his wife, Crystal, and three daughters, Kylee (6), Sydney (3) and Emory (2). He replaces Brian Sinotte, who is leaving MPMC to serve as CEO of UP Health System – Marquette, a Duke LifePoint facility in Marquette, Mich.
