The Local Skinny! City Council Public Hearing Lynne Avenue at Dabney Drive

A notice from the City of Henderson has gone out indicating the City Council will hold a public hearing on Monday, June 14, 2021 at 6 p.m. regarding the much-discussed area, the Lynne Avenue at Dabney Drive intersection.

The notice indicates a recommendation to build a cul-de-sac on the east side of Lynne Avenue in order “to close Lynne Avenue from Dabney Drive.”

WIZS News is working to learn the origin of the recommendation and other details.

Questions or comments concerning the public hearing may be made during the meeting or submitted to the City Clerk, Esther McCrackin, no later than 3 p.m. on Monday, June 14. Email emccrackin@ci.henderson.nc.us or call City Hall at 252.431.6000.

At the July 13, 2020 Henderson City Council meeting, members voted to deny the second request in two months to rezone residential properties located at 1337 and 1343 Dabney Drive at the corner of Lynne Avenue.

According to that meeting’s agenda, Hill Dubose, a commercial/industrial developer from Greensboro, NC, requested to rezone the properties located at the corner of Lynne Avenue from an OIA (Office Institutional “A”) District to a B-2A Highway Commercial “A”) District.

Councilwoman Melissa Elliott told WIZS News after that July 2020 meeting that four citizens spoke at the virtual public hearing, including two in favor of rezoning who had “a financial interest” in the matter and two 30-plus year residents of the Lynne Avenue neighborhood who spoke against.

The council denied the request citing issues with potential hazardous traffic in the area associated with a then-proposed fast-food restaurant.

Elliott said at the time, “I want to express that we on the Council are for redevelopment, economic development and bringing job opportunities to our area.”

As it was last year and in previous years when other traffic calming measures were placed, including the adding of stop signs on the lower half of the street, the effect on Lynne Avenue’s residents remains top of mind.

The Local Skinny! Vance Unemployment Third Worst in NC

While the unemployment rates in Vance and Warren counties improved in the last month and drastically improved in the last year, both remain about the worst in North Carolina.

Vance County improved from a rate of 7.6% in March to 7.2% in April but remains 98th out of North Carolina’s 100 counties. That’s the third worst.

Warren County improved from 7.2% in March to 7.0% in April, giving Warren the fourth worst in the state at 97 out of 100 counties.

Speaking in general or round figures, the rates in both Vance and Warren are about half what they were in April of 2020, soon after the pandemic started.

Granville County’s unemployment rate is 3.6%, and that lands Granville County at the ninth best in the state.

Franklin County is in the middle of the pack at 4.2%.

The North Carolina Department of Commerce reports as well that the number of workers employed statewide (not seasonally adjusted) decreased in April by 4,935 to 4,757,583. Those unemployed decreased by 11,269 to 217,379. Since April 2020, the number of workers employed statewide increased 710,828, while those unemployed decreased 395,936.

The Local Skinny! Public Hearing June 7 To Discuss Proposed County Budget

The proposed Vance County budget is in its final stages, and could be approved as early as June 7, when the next public hearing is scheduled, according to County Manager Jordan D. McMillen.

“We are looking to hold the tax rate steady at 89 cents per $100 in value and are not proposing any increases in water usage fees or fire tax,” Jordan said in a written statement to WIZS News Monday.

The solid waste household fee most likely will rise from $117 to $120 to assist in covering increasing disposal costs, as well as a “large influx of solid waste that has been seen during the pandemic,” McMillen said.

The major increase in revenue in the new budget comes from sales tax revenue, he noted. The current budget – created in the midst of the COVID-19 pandemic – was conservative in anticipated sales tax revenue, McMillen said. He expects an additional $2 million in sales tax revenue over the current budget, and that bump will help the county avoid a tax increase for the coming year.

“Without the increase in sales tax, we would have been in a much different situation that could have facilitated a tax increase for the coming year,” he said.

On the property tax side and tax base we are expecting a $20 million increase in the county tax base, which will bring in roughly $100,000 in property tax revenue. McMillen said the county typically sees between $100,000 to $200,000 in property tax increases each year.

The county will begin a revaluation process in early 2022, which will result in new property values in 2024. Based on the current market, the department of revenue is telling us our tax values are significantly lower than what properties are selling for, McMillen said. “With this in mind, property owners are getting a better value than we are taxing currently.”

“All in all, the board appears satisfied thus far with our budget work for next fiscal year,” McMillen said. He presented the recommended budget earlier this month, and the commissioners have held two work sessions since then – one on May 11 and a second on May 13. Commissioners may elect to approve the budget following the June 7 public hearing, McMillen said, or may decide to call an additional work session before the budget is adopted.
