Approval of STIP Keeps Franklin County on the Move

Franklin County, August 17, 2017: Franklin County will see the benefit of a number of projects now that the North Carolina Board of Transportation has approved the 10-year (2018-2027) State Transportation Improvement Plan (STIP).

Funding will assist with several transformational projects including the NCDOT Division of Aviation allocation of $10,890,000 to Triangle North Executive Airport (TNEA) and the widening of US 401 to a four-lane highway.

“The support from NCDOT and NCDOT Division of Aviation for Franklin County provides us with the resources to take significant steps forward for our businesses and citizens,” stated Franklin County Board Chairman Cedric K. Jones.

“The allocation to Triangle North Executive Airport will allow us to create more buildable space for additional hangars as well as be able to extend the runway and take larger aircraft to carry passengers and freight,” commented Steve Merritt, Triangle North Executive Airport Manager. The county will be required to provide some matching funds bringing the total value of this allocation plus the match to $12,200,000.

Triangle North Executive Airport has 60 jobs and the impact of this expansion is projected to grow that number to 120 for both direct and indirect jobs. TNEA houses 131 planes currently with an annual economic impact of $23,000,000.

The approved funding for widening US 401 now provides this corridor not only with improved safety, but also more direct access to multiple transportation routes important for attracting and retaining businesses. This project has been identified as Section C of US 401 and has long been a request by the citizens of Louisburg and Franklin County.

Additional commitment by NCDOT to now take US 401 widening all the way into Louisburg, named Section D of US 401, will transform access for this area of Franklin County. “With the ongoing growth of Franklin County, it is important that we plan for safe, effective transportation,” stated County Manager Angela L. Harris. “The widening of US 401 has been a project that has been important to us for many, many years and we are delighted to see it moving forward.”

“When completed, the US 401 expansion will provide Franklin County with another four-lane north-south thoroughfare, giving the county and region the infrastructure it needs for growth,” said Economic Development Director Richie Duncan.

Franklin County Names Public Utilities Director

Franklin County, August 8, 2017: Franklin County has selected Christopher Doherty to serve as Public Utilities Director effective August 21, 2017. Mr. Doherty has served as Superintendent for the South Florida Water Management District from May 2012 until March 2017. Prior to working for South Florida Water Management District, Mr. Doherty served as Public Works/Utilities Superintendent for the City of North Lauderdale where he supervised the daily operations of the Public Works Department. In addition, Mr. Doherty has several years of experience as a Public Works Director for the City of Clinton, North Carolina.

Mr. Doherty earned an Associates of Arts – Civil Engineering from Broward Community College and a Bachelor of Science, Professional Management/Business Administration from Nova Southeastern University. He is certified in Florida as a Stormwater Management Inspector, holds a C Distribution certification in North Carolina as well as an OSHA 30 certification. His professional memberships include the Solid Waste Association of North America (SWANA), SWANA Certified as MSW Collection Manager, American Water Works Association and FL Chapter, American Public Works Association and FL Chapter, Rural Water Association, National Fire Protection Association and American Society of Civil Engineers.

He will play an important role as we update our Capital Improvements Plan for Public Utilities and plan for future growth. VGCC Franklin Campus salutes Child Care Center graduates

Six new graduates of the Child Care Center on Vance-Granville Community College’s Franklin County Campus were honored in a ceremony on July 12 as they prepared to enter kindergarten. The students were Cody Collier of Henderson; Arianna Abbott, Colton Leonard, Joshua Stallings and Aiden Zalewski, all of Louisburg; and Chase Snelling of Youngsville.

Welcoming remarks were provided by Bobbie Jo May, the dean of the Franklin County Campus. She thanked and applauded the staff of the five-star center, and said that the VGCC mission of educating, inspiring and supporting a diverse community of learners to achieve success starts at the pre-school level. “Your children have developed a love of learning here,” May told the assembled family members. “Our staff’s patient instruction and love for these children have helped to turn them into strong, confident kindergarten students.”

Child Care Center manager Michelle Patterson Jones and child care center teacher Teresa Gallatin presented the children with diplomas. Jones also handed out unique “personality certificates” to the students.

Abbott was honored with certificates for “Creativity” and for being a “Math Monster.” Leonard received the “Reading” and “Lawyer” awards. Zalewski was presented with certificates labeled “Enthusiastic Learner” and “Wild Kratts” (after the educational television series about animals and the environment). Stallings was named a “Peace Maker” and a “Creative Thinker” and received a certificate for “Giant Improvement.” Collier received the “Active Athlete” and “Most Dramatic” awards. Snelling was recognized for being “Quiet as a Mouse” and the “Academic Whisperer.”

Lila Johnson of Louisburg, a younger student at the center, served as marshal for the graduation, carrying the American flag as the students processed and recessed.

Mark Speed Unanimously Appointed County Commissioner

Franklin County June 27, 2017: Franklin County Commissioners made a unanimous decision last evening to appoint James M. Speed (Mark) to fill the unexpired District 3 seat formerly served by the late John M. May.

Commissioner Speed was appointed following the District 3 Executive Committee’s nomination on July 20, 2017 and will serve the Epsom/Centerville area. Commissioner Speed comes from a family of public servants. His grandfather served as Franklin County Commissioner in the 1920’s. His father, the late James D. Speed served the North Carolina House of Representatives for 12 years and the North Carolina Senate for 20 years until his passing in 2006.

Commissioner Speed says he is thankful to all those who have encouraged him to serve through the years and to continue his family’s legacy. He said he looks forward to learning and working with fellow board members in serving the citizens of Franklin County.

Board Chairman Cedric Jones welcomes Commissioner Speed to the board and said he looks forward to working together for the betterment of Franklin County.

Commissioner Speed was sworn under oath by County Attorney Aubrey S. Tomlinson, Jr. and accompanied by his wife Camille Speed and nephew Davis Speed.

Following the appointment, Commissioner John M. May was honored posthumously with a standing ovation. His wife Vickie was in attendance.

Commissioner Speed will attend his first board meeting on July 17, 2017.

Franklin County Approves Budget with Tax Reduction 

Franklin County, June 9, 2017: With a unanimous vote Thursday night, Franklin County Commissioners voted to lower its ad valorem tax rate by three-cents. The 2017-2018 General Fund budget of $78,921,255 sets the new rate at 89.5 cents per $100 valuation from 92.5 cents.

The approved budget addresses the Board’s priorities of education, health and human services and public safety. Budget highlights include full funding of the Board of Education’s request and three-percent cost of living adjustment for county employees effective January, 2018.

On behalf of the Board, Chairman Cedric Jones thanked commissioners, county management and staff for working together to create a spending plan that provides tax relief while maintaining quality county government services for citizens.

Boil Water Advisory in Effect in Franklin County

Franklin County, June 6, 2017: Franklin County Public Utilities has issued a boil water advisory until further notice. Franklin County’s main water supplier, the City of Henderson, has experienced pump failures which has led to low water pressure in their system.

Customers and the general public will be notified when the boil water advisory has been lifted.

Franklin County Finance Team achieves another honor

Franklin County, NC May 25, 2017: For eighteen years, Franklin County’s Finance Department has been recognized nationally for their excellence in financial reporting. Once again, the team has achieved the highest form of recognition in the area of governmental accounting and financial reporting.

The Finance Department was recently notified by the Government Finance Officers Association (GFOA) that its Comprehensive Annual Financial Report was awarded the Certificate of Achievement.

The Certificate of Achievement is awarded by the GFOA of the United States and Canada for its comprehensive annual financial report (CAFR).

Attainment of the certificate of the achievement represents a significant accomplishment by a government and its management.

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

Two VGCC students awarded Mike Bradley memorial scholarships

Brady, a company that provides energy-efficient HVAC systems and comprehensive building solutions for commercial and industrial facilities across North Carolina, recently awarded the annual Mike Bradley Memorial Scholarships to Vance-Granville Community College students Michael Hall of Creedmoor and Cedric Rodebaugh of Franklinton.

Both students, who are studying Welding Technology at VGCC, received a $500 scholarship to help fund their education.

Established by the Association of Community College Facility Operations (ACCFO) in 2014, the Bradley Memorial Scholarship was named in honor of Mike Bradley by his long-time employer, Brady Services. Bradley served as an outspoken supporter of and advocate for ACCFO and was passionate about the North Carolina Community College System, as a graduate of Wake Technical Community College. He passed away suddenly in 2014 after working with Brady for more than 30 years. In his memory, Brady funds the scholarship to be given annually to students at one member college. This was the first year that VGCC has been selected as the recipient school.

ACCFO members are employed as maintenance directors, managers, supervisors, physical plant managers and foremen employed by North Carolina Community Colleges to oversee physical plant operations and buildings and grounds maintenance.

Representatives of Brady recently made a visit to VGCC’s Main Campus to meet the two scholarship recipients and hold a luncheon in their honor. The officials from the company included Brady Vice President of Direct Sales Brad Resler of Greensboro, Account Services Representative Lina Lindberg of Morrisville and Director of Business and Leadership Development Phil Kirk of Raleigh, who is also a former member of the State Board of Community Colleges.

“Brady is a North Carolina company, and one of our missions is to be supportive of our associates and our community,” Resler told college officials and the students at the luncheon. “We had a tragedy strike us about two and a half years ago, with the passing of one of our associates, Mike Bradley. Through this scholarship, we remember him and carry on his legacy in a way that gives back to our community colleges and helps grow the vocational trades in North Carolina.”

Resler added that the scholarship is important not only to the individual students who receive it but also to the company, because it allows them to “reinvest in the workforce of North Carolina, the purpose of the community colleges, and the skilled trades that Brady and other contractors across the state rely upon.”

He noted that nationwide, many more skilled technicians in areas such as HVAC and welding are retiring than are entering those professions. “It’s vitally important that we get qualified, hard-working folks like Michael and Cedric to make the choice to train for these careers, so we’re just thrilled to support what VGCC is doing to develop a knowledgeable workforce. Congratulations, Michael and Cedric, on being selected as the recipients. We look forward to seeing the great things that are ahead of you both!”

Hall, who was accompanied by his mother, Lynn, and Rodebaugh, who was joined by his wife, Tamara, expressed their appreciation to Brady and to the college. Both students have completed the first year of VGCC’s two-year Welding degree program. Hall is already employed in the welding field, at MGM Products in Kittrell.

“We feel very honored and fortunate to have you here to present these scholarships,” Rusty Pace, the head of the VGCC Welding program, said. “I love to see our students and industry come together, whether through employment or scholarships. Cedric and Michael are quickly becoming leaders as students in the Welding program. They are highly motivated, dedicated and set an excellent example for their classmates.”
