Vance Co. BOE Announces Important General Election Dates, Reminders

The Vance County Board of Elections (VCBOE) has announced important upcoming November 2020 General Election dates, deadlines and reminders.

November 2020 General Election Important Dates:

Friday, September 4, 2020 – Absentee Voting by Mail Begins

Friday, October 9, 2020 – Voter Registration Deadline

Thursday, October 15, 2020One-Stop Voting (Early Voting) Begins

Tuesday, October 27, 2020 – Last Day to Request an Absentee Ballot by Mail

Deadlines for Absentee Voting by Mail for the 2020 General Election

October 15, 2020 – October 27, 2020

Requests are accepted on the approved State Absentee by Mail Request Form only and ballots are mailed by the Board of Elections Office.

October 27, 2020 – November 3, 2020

Valid in-person requests are accepted for sick and disabled voters at the Board of Elections Office.

Ballots must be returned by November 3, 2020, at 5 p.m. or be post-marked by November 3, 2020, and received by mail no later than 5 p.m. on Friday, November 6, 2020.

Reminders on Absentee Voting by Mail

The absentee ballot envelope, where indicated, must have one witness and their signature and the voter’s signature or mark. Only the voter or the voter’s near relative or the voter’s verifiable legal guardian is allowed to request or return the voter’s absentee ballot materials.

To Request an Absentee Ballot by Mail

Voter or voter’s near relative or verifiable legal guardian must fill out and sign the State Absentee Ballot Request Form. Request forms are available at the Vance County Board of Elections Office, mailed by request from the VCBOE or online at www.ncsbe.gov.

Same-Day Registration

Those who miss the October 9, 2020, voter registration deadline may register to vote during the One-Stop Voting (Early Voting). Click here for a list of Vance County’s early voting dates and sites.

Out of Precinct Voting

Voters who appear on Election Day in the correct county but in the improper precinct may cast a provisional ballot which will be counted for all contests in which the voter was eligible to participate.

Vance Co. Board of Elections Announces Early Voting Dates, Sites

The last day to register to vote in the November General Election is Friday, October 9, 2020. Forms submitted to the Vance County Board of Elections Office (300 S. Garnett St., Henderson) must be received by 5 p.m.

Should you miss that deadline, you can register and vote at the early voting sites. Early voting will be held at the Henderson Operation Center (900 S Beckford Dr., Henderson) and Aycock Recreation Complex (307 Carey Chapel Rd., Henderson). There will be no early voting at the Board of Elections Office due to COVID restrictions.

You must have “proof of residence;” however, no photo ID is required for this election. Early voting begins October 15 and ends October 31, 2020.

In addition, the Voter Participation Center (VPC) and the Center for Voter Information will be sending out another mailing in North Carolina beginning the week of September 7, 2020.

If you are already registered, you do not have to reregister. If you have an address or party change, you can use the form to update your voter registration record.

Are you registered to vote? There is still time to register before the fall elections.

In Vance County, the Board of Elections Office is located at 300 South Garnett Street, in the Dennis Building, on the corner of Winder and Garnett Streets in downtown Henderson. Office hours are Monday- Friday from 8:30 a.m. – 5 p.m.

Faye Gill is the Vance County Board of Elections Director. Stop by to pick up and fill out a voter registration form today.

Also, if you have recently moved to Vance County, or you have moved to a new home in a new district, you can go by the Board of Elections office to update your address and find out the voting site location in your new district.

The Henderson-Vance Chamber of Commerce encourages you to take an active part in your civic duty of being a good citizen by registering to vote.

Filing Period Begins for Soil and Water Conservation District Supervisor

Filing for Soil and Water Conservation District Supervisor starts Monday, June 8, 2020, at 12 p.m. and ends on Monday, July 6, 2020, at 12 p.m.

The filing fee is $5. The Vance County Board of Elections office will not be closed for lunch during the filing period.

Anyone interested in filing should call the Vance County Board of Elections office at (252) 492-3730. If you would like to make an appointment before coming to file, you may do so.

You will be required to wear a mask and have your temperature taken before entering into the Board of Elections office.

One person is allowed in the director’s office and the deputy director’s office at a time. A waiting area is available in the hall. Anyone that visits the office should practice social distancing.

All members of the public are encouraged to call the office (492-3730) ahead of visiting should they have any questions or need anything like voter registration forms, reports, etc. The staff will report to work their normal business hours – 8:30 a.m. to 5:00 p.m. Monday-Friday. There is a drop-off mailbox outside of the Director’s office for mail. Email fgill@vancecounty.org for more information.


Per the board members for the Vance County Board of Elections, effective today, March 25, 2020, the Vance County Board of Elections office will be closed to the public until further notice. The staff will report to work for their normal business hours –  8:30 a.m. to 5 p.m. Monday – Friday.

There is a drop-off mailbox outside of the director’s office for mail. Should anyone need voter registration forms, reports, etc., please call the office at (252) 492-3730 or email fgill@vancecounty.org.

The staff will be available to assist you during this closure.

Tues. is Election Day; Less Than 10 Percent of Vance Co. Voters Cast Early Ballots

Early voting finished Saturday. According to election director Faye Gill for the Vance County Board of Elections, “ The grand total for entire Early Voting is 2,793.” Vance County has 28,471 registered voters, which means 9.8 percent of eligible voters in Vance County voted early.

When compared to the May 2018 primary in Vance County, which held a Democratic Primary race for Sheriff, 18.39 percent of eligible voters cast a vote in 2018. Just a head-to-head comparison would lead you to believe that half of those who will vote have already done so early.

But this is a Presidential election year and Super Tuesday.

If you go back to the March 2016 primary election – the last Presidential Election year – almost 32 percent of eligible Vance County voters cast a vote, which would be an indication that so far this year a little less than one third, or more specifically about 30.6 percent, of the people who are planning to vote have already done so early.

The Polls are open Tuesday from 6:30 a.m. to 7:30 p.m.

All absentee ballots must be returned by Tuesday, March 3, 2020, at 5 p.m. or must be postmarked by March 3, 2020, and received in the Board of Elections Office by 5 p.m. on Friday, March 6, 2020.

Voters WILL NOT be required to show photo ID for the March 3, 2020 Primary Election. In a December 31 order, a federal district court blocked North Carolina’s voter photo ID requirement from taking effect. This injunction will remain in place until further order of the court.

A primary election will be held on March 3, 2020, in Vance County to vote on the candidates for the offices of:

Polls will open from 6:30 a.m. to 7:30 p.m. on Election Day. One-Stop early voting will be held at the Vance County Board of Elections Office and Henderson Operational Center.

One-stop early voting will start on Thursday, February 13, 2020, and end on Saturday, February 29, 2020. On Thursday, February 13, 2020, and Friday, February 14, 2020 – 8 a.m. to 7:30 p.m. at both locations; Monday, February 17, 2020 – Friday, February 21, 2020 – 8 a.m. to 7:30 p.m. at both locations; Monday, February 24, 2020 – Friday, February 28, 2020 – 8 a.m. to 7:30 p.m. at both locations; Saturday, February 29, 2020 – 8 a.m. to 3 p.m.

Absentee ballots are allowed.  Requests for an absentee ballot must be made on a State Board of Elections Absentee Request Form, available at the County Board of Elections office and at both one-stop early voting sites, and received in the Vance County Board of Elections office or either one-stop early voting site by 5 p.m. on Tuesday, February 25, 2020. Completed absentee ballots must be returned to the Vance County Board of Elections by 5 p.m. on Tuesday, March 3, 2020.

All residents of Vance County who are registered to vote with the Vance County Board of Elections may vote in this election. Voters who are previously registered need not re-register for this election. Those voters who are registered as unaffiliated may vote in the DEMOCRATIC, REPUBLICAN, OR LIBERTARIAN PRIMARY ELECTION. They CANNOT vote in the CONSTITUTION PRIMARY OR GREEN PRIMARY.

Unaffiliated voters will be given a choice of ballot at the polling places.

Those residents of Vance County who are not registered to vote must register on or before Friday, February 7, 2020, in order to be eligible to vote on Election Day. Those voters who are not registered by Friday, February 7, 2020, may register and vote during one-stop early voting only and will be required to provide documentation of their identity and residence.

Voters who wish to change their party affiliation or who have changed their name or address must notify the Board of Elections in writing by Friday, February 7, 2020. Voters who fail to notify the Board of Elections of a change to their name or address must update their information when presenting to vote and may be required to vote a provisional ballot.

Voters who require assistance with casting their ballot are entitled to assistance by an appropriate person of their choice or an election official. Registration facilities and polling places are accessible to the elderly and handicapped. Curbside voting is available for voters who are not physically able to enter the polling place.

Democratic Candidates Dominate Local Race; Few Opposed Seats

Filing for the 2020 Election began on December 2, 2019, and ended on December 20, 2019. Candidates filed for Vance County Board of Commissioners Districts 1, 2, 5 and 6, and Vance County School Board Districts 3, 4 and 5.

Candidates that filed for seats on the Vance County Board of Commissioners include:

Incumbent Carolyn Faines – District 1

Incumbent Archie Taylor – District 2

Incumbent Leo Kelly – District 5

Incumbent Yolanda Feimster – District 6

Candidates that filed for seats on the Vance County School Board include:

Incumbent Dorothy Gooche – District 3

Challenger Sean Alston – District 3

Incumbent Ed Wilson – District 4

Incumbent Linda Cobb – District 5

Challenger Clementine Hunter – District 5

Hunter previously resigned from the District 5 position and Cobb was appointed. For the 2020 election, Cobb is running as incumbent and Hunter has filed to re-enter the race at this time.

Only democratic candidates filed for the local seats. There is no opposition in the Vance County Commissioners race, while the Vance County School Board incumbents in District 3 and 5 face challengers.

North Carolina House Representative Terrence “Terry” Garrison has filed as the incumbent for District 32.

Current Vance County Commissioner Thomas “Tommy” Hester has filed for the NC Senate District 3 seat and is running unopposed in the Republican primary.

Early voting begins on Thursday, February 13, 2020, and ends on Saturday, February 29, 2020. More information on early voting will be made available by the Vance County Board of Elections at a later date.

The Presidential and Statewide Primaries will be held on Tuesday, March 3, 2020. The General Election will be held on Tuesday, November 3, 2020.
