Army Corps Of Engineers Begins Process To Consider Franklin County’s Request For More Water

The U.S. Army Corps of Engineers Wilmington District is initiating the National Environmental Policy Act process to evaluate a proposed water supply storage reallocation from the John H. Kerr Dam and Reservoir to address future needs expected in Franklin County.

Franklin County is the local sponsor of the NEPA process; county leaders anticipate a shortage of available water supply in the next 50 years. To address this, the county has requested a water supply storage reallocation from the reservoir, which spans Mecklenburg, Charlotte, and Halifax counties in Virginia, and Granville, Vance, and Warren Counties in North Carolina. Part of this process will be what is called a Public Scoping Meeting.

This meeting will take place on Mar. 26 at 6 p.m. at the Warren County Armory Civic Center in Warrenton.

USACE invites the public, agencies, and interest groups to attend the scoping meeting to provide input on significant resources and issues of concern regarding the proposed reallocation.

Franklin County is a water customer of the Kerr Lake Regional Water System; the reallocation process would involve getting more storage from the Corps instead of paying the regional water system for additional water.

This process of environmental assessment will evaluate impacts on socioeconomic, cultural, recreational and aesthetic resources.

Kerr Lake was originally authorized for flood control and hydroelectric power in 1944, with water supply added in 1958. Existing water storage agreements exist with entities like the Kerr Lake Regional Water System and the City of Virginia Beach.

Army Corps Of Engineers: Kerr Lake Level Almost A Foot Lower Than 295.5-Foot Target

Rangers and staff at John H. Kerr Reservoir have received several inquiries regarding the lake elevation and current low water condition. Right now, water levels at Kerr Reservoir have dropped because much of the Roanoke River Basin has had a lot less rain than normal. Because much of the basin has been dry, less water is flowing into the reservoir — and that means the lake elevation is slowly going down. We manage the reservoir for a target elevation of 295.5 feet above mean sea level (msl) in the months of January and February, per the guide curve, with the current elevation being 294.7 feet msl on Thursday, 15 January 2026.

The U.S. Army Corps of Engineers monitors lake levels, rainfall, and inflows every day. We work with state and local partners to manage water carefully, addressing both upstream and downstream water resource needs and impacts, and make sure any changes happen responsibly. Vehicle Access Across John H. Kerr Dam Restricted March 11-22

The U.S. Army Corps of Engineers (USACE) Wilmington District, announced that the road across the John H. Kerr Dam will restrict vehicular traffic beginning on March 11 through March 22, 2019. All vehicles should follow the posted detour signs.

The restricted access is a necessary precaution to ensure public safety until the staff can perform maintenance and repairs to the bridge across the dam.

Many motorists use the John H. Kerr Road in their daily commutes across the Kerr Dam, and the restriction may add to their travel time. Signs located at each end of the road are in place to notify the public of its restricted accessibility of traffic.
