City of Henderson’s Sewer System Bypassed 786,000 Gallons of Untreated Water

NOTICE OF BYPASS OF UNTREATED WASTEWATER

The City of Henderson’s Sewer Collection System bypassed approximately 786,000 gallons of untreated water on August 31, 2020, due to inflow/infiltration from the heavy rain.

The overflow occurred at Neatherly St, E Rockspring St, the intersection of Pinkston St. and Farrar Ave., Pinkston St. (Green Acres outfall), Alexander Ave., and Bridgers St.

Approximately 149,625 gallons of untreated water entered a tributary to Sandy Creek. Approximately 12,375 gallons were contained on the ground.

Two lift stations also had overflows due to inflow/infiltration: 1416 Rock Mill Road/Martins Creek overflowed approximately 72,000 gallons and 482 Rock Mill Road/Sandy Creek overflowed approximately 552,000 gallons both entering Sandy Creek.

North Carolina General Statutes Article 21 Chapter 143.215.1c requires a press release for all bypasses of 1,000 gallons or more that enter surface waters.

Untreated Wastewater Discharged From Youngsville Regional Pump Station

Notification of Discharge of Untreated Wastewater

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville. The discharge was a result of heavy rain on Monday, August 31, 2020. The discharge started at 11 p.m. and continued until Tuesday, September 1, 2020, at 2 a.m.

The discharge of wastewater was estimated to be 11,560 gallons, and approximately 6,200 gallons entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin. Franklin County Public Utilities staff was dispatched to the site and started clean up after the discharge stopped.

The Division of Water Quality was notified of this event on September 1, 2020, and is reviewing the matter.

Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville, NC. The spill was a result of heavy rain on Saturday, August 15, 2020. The spill occurred at 4:32 p.m. and discharged until 9:34 p.m. The discharge of wastewater was estimated to be 20,040 gallons, and approximately 10,000 gallons entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin.

Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

The department also experienced a discharge of untreated wastewater from the South Nassau Street pump station in Youngsville. The spill was a result of heavy rain on Saturday, August 15, 2020. The spill occurred at 4:50 p.m. and discharged until 6:07 p.m. The discharge of wastewater was estimated to be 2,000 gallons, and approximately 800 gallons entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin.

Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

The division of Water Quality was notified of this event on August 16, 2020, and is reviewing the matter. Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

In accordance with that regulation, the following news release has been prepared and issued to media in the affected county:

The City of Henderson experienced heavy rains on May 21 and 22 that caused flooding throughout the area. The City discharged an estimated 70,200 gallons at the Sandy Creek Pump Station, located at 482 Rock Mill Road; the release was discharged into the Sandy Creek stream basin.

The City of Henderson’s Sewer Collection System bypassed approximately 14,700 gallons of untreated water on May 21, 2020, due to inflow/infiltration from the heavy rain. The overflow occurred at Neatherly Street, E. Rockspring Street, and the intersection of Pinkston Street and Farrar Avenue.

Approximately 5,250 gallons of untreated water entered a tributary to Sandy Creek and 9,450 gallons were contained on the ground.

The City of Henderson experienced heavy rains on April 30, 2020, that caused flooding throughout the area. The City discharged an estimated 29,400 gallons at the Sandy Creek Pump Station, located at 482 Rock Mill Road and the release was discharged into Sandy Creek stream basin. The Division of Water Resources was notified of the event and is reviewing the matter.

The City of Henderson’s Sewer Collection System bypassed approximately 10,800 gallons of untreated water on April 5, 2020, due to debris being placed in the sewer manhole.

The overflow occurred in the Fox Pond outfall. Approximately 6,000 gallons of untreated water entered a tributary to Rowland Pond and 4,800 gallons were contained on the ground.

The City of Henderson’s Sewer Collection System bypassed approximately 299,350 gallons of untreated water on February 6, 2020, and February 7, 2020, due to heavy rain. The areas that ran over were Red Bud outfall, Alexander Ave., Beckford Dr. outfall, Neatherly St., Pinkston St., Farrar Ave., and Willow Ln.

Untreated Wastewater Bypassed at Sandy Creek, Redbud Pump Stations

NOTICE OF BYPASS OF UNTREATED WASTEWATER

The City of Henderson experienced heavy rains on February 6 and 7, 2020, that caused flooding throughout the area. The City had two discharges of untreated wastewater.

The first discharge of an estimated 36,000 gallons at the Sandy Creek Pump Station, located at 482 Rock Mill Road, was discharged into Sandy Creek. The second discharge of an estimated 14,850 gallons at Redbud Pump Station located at 51 Vance Academy Road was discharged into Redbud Stream. Both are part of the Tar Pamlico River Basin.

Notification of Discharge of Untreated Wastewater

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville. The spill was a result of rain on Thursday, February 6, 2020.

The spill occurred at 3:15 p.m. and discharged until 4:30 a.m. on February 7, 2020. The discharge of wastewater was estimated to be 14,175 gallons and approximately 12,000 gallons entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin.

Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

The department also experienced a discharge of untreated wastewater from the Franklinton Regional pump station in Franklinton. The spill was a result of rain on Thursday, February 6, 2020.

The spill occurred at 7:10 p.m. and discharged until 10:30 p.m. The discharge of wastewater was estimated to be 5,250 gallons, and it remained on the pump station site. Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.
