Highway Patrol Can Track 911 Callers and Troopers After Statewide Communications Upgrade

The North Carolina State Highway Patrol (NCSHP) can now immediately track your call with GPS and pinpoint the nearest trooper, after an upgrade to the agency’s statewide computer-aided dispatch (CAD) system. The $11.1 million project began during the COVID-19 pandemic, and is nearly complete, thanks to funding from the federal American Rescue Plan Act (ARPA) and state legislation signed by Governor Roy Cooper. The grant is administered by the North Carolina Department of Public Safety with oversight from the North Carolina Pandemic Recovery Office.

“It’s going to improve public safety and trooper safety, and make sure we’re providing the best services possible,” says Captain Kevin Owens, Unit Commander for the NCSHP Technical Services Unit.

The NCSHP’s previous CAD system had components dating back to the 1970s and was in the process of being discontinued. When North Carolina received $5.4 billion in State Fiscal Recovery Funds from ARPA in 2021, the General Assembly appropriated the funds to over 200 projects, including new technology to better equip troopers and NCSHP telecommunicators for everyday service, as well as any future crises.

In addition to tracking a 911 caller’s location, the new CAD system also tracks NCSHP patrol units. Telecommunicators can identify the nearest available trooper on a map, then using the same software, share details about the call for the trooper to view in real-time on their laptop in the field. If another trooper needs to provide backup, they immediately have access to the same information and their colleague’s location. Previously, most of this process was handled by phone or radio, costing valuable time and resources.

The CAD system project is expected to be completed by early 2025.

SHP Identifies Trooper Struck In Vance County Crash

RALEIGH – The Highway Patrol continues to investigate a crash involving a state trooper who was hit by a vehicle on US 1 in Vance County. On Tuesday, October 22 at approximately 7:59 p.m., a 2012 Buick traveled off the roadway and struck the trooper from behind as he was conducting a traffic stop.

As a result of the crash, Trooper Craig I. Hundley, a 12-year veteran, assigned to Troop C, District 4 (Franklin County) was transported to a local hospital with serious injuries.

“Once again, we are reminded of the dangers our brave men and women face each day while keeping our communities safe”, said Colonel Glenn M. McNeill, Jr., commander of the State Highway Patrol. “While I am very thankful for the overwhelming amount of support already received, I encourage everyone to continually uplift Trooper Hundley and his family as he begins the recovery process.”

The driver of the Buick, Justin O’Brien Venable, 32, of Henderson, has been charged with felony hit-and-run, felony violation of the move over law, DWI, careless and reckless driving and possession of an open container of an alcoholic beverage. Mr. Venable was transported to the Vance County Jail and placed under a $35,000 secured bond.

Trooper Injured During Traffic Stop 10-22-19

According to a press release from the North Carolina Department of Public Safety and the NC Highway Patrol, on October 22, 2019 at approximately 7:59 p.m., a member of the State Highway Patrol was struck while conducting a traffic stop on US 1 in Vance County.  The involved member was in the process of conducting a traffic stop on US 1 northbound near Sunrock Road when he was struck while outside of his patrol vehicle.  A nearby trooper responded to the scene and immediately provided medical aid to the injured member.  The injured member was flown by helicopter to a nearby hospital and is in serious condition.  The driver that had struck the member has been taken into custody at this time.  Further details will be provided in a forthcoming release.

In addition to the press release information, WIZS News has learned the name of the injured trooper and that he primarily works in the Franklin County area.  Since the injured trooper’s name has not yet officially been released by the NCSHP, WIZS is waiting on releasing his name as well.

Also, charged in connection with this case is Justin O. Venable of the Thomas Road in the Williamsboro community, according to Vance County Sheriff Curtis Brame.  Brame said Venable was confined to the Vance County Jail under a $35,000 bond.  Venable faces charges of felony failure to move over, hit and run, DWI and possession of an open container.

DWI Suspected in Wreck Involving Henderson Police Car, Two Other Vehicles

At approximately 6:13 p.m. on Saturday, January 12, a Henderson Police Department vehicle and two other vehicles were struck at the intersection of Dabney Drive and Beckford Drive in Henderson.

According to Trooper J.A. Thomas with the NCSHP, a gray Ford driven by Mark Sizemore, age 48, of Oxford was headed northbound on Dabney Drive when he struck the three vehicles waiting to turn left onto Beckford Drive.

Sizemore was arrested under suspicion of DWI at the scene. His bond was set at $3,000.

The collision was investigated by the NCSHP. According to Trooper Thomas, no serious injuries were reported, though several occupants received treatment at nearby Maria Parham Health.

Two Fatalities in Monday Evening Accident, Jan 29, 2018

According to the investigating Trooper with the North Carolina Highway Patrol, two people died in this accident early Monday evening.  Norman Soloman, 67, of Warrenton and Jason Plummber, 47, of Middleburg. Both men were riding in a Buick passenger car.  The two occupants of a Toyota were transported to Maria Parham with non-life threatening injuries.  It happened just outside the Henderson City Limits on Norlina Road, where Old Norlina Road intersects near the old Freeze Maid location.  The driver of the Buick attempted a left turn onto Old Norlina Road.
