Kerr-Tar Reentry Roundtable Shares Resources For Justice-Involved

The Kerr-Tar Reentry Roundtable is hosting a regional reentry resource fair for justice-involved individuals on Wednesday, Oct.19, from 11 a.m.-3 p.m. at the Warren County Armory and Civic Center.

This event is sponsored by the Kerr-Tar Workforce Development Board, NC Works, New Start, and Warren County Community and Economic Development.

Regional organizations will be present and conducting outreach and education about their services, including resources on criminal record expungement, housing, transportation, food assistance, financial literary, mental and behavioral health and more.

The event is free to attend and open to all in the Kerr-Tar region of Warren, Vance, Franklin, Granville and Person counties. Justice-involved individuals may include those that have been formerly incarcerated and those involved with the court system, as well as their family members and friends.

All are encouraged to come out to learn more about the resources available in this region.

The Local Skinny! Register Now To Attend Feb. 1 Expungement Clinics In Henderson, Oxford

Learn how to get your criminal records expunged tomorrow (Tuesday, Feb. 1) at two free informational clinics – one in Henderson and one in Oxford.

The Kerr-Tar Reentry Roundtable is partnering with Legal Aid of North Carolina to host the events, during which Legal Aid staff will walk participants through the process of getting previous records expunged, or cleared, which could have a positive impact when applying for jobs or housing.

The clinics will be held from 2:30 p.m. to 5 p.m. at Perry Memorial Library, 205 Breckenridge St., Henderson and at the Oxford Housing Authority, 101 Hillside Dr., Oxford, according to KTCOG strategic initiatives coordinator Kisha High.

High told John C. Rose on Monday’s The Local Skinny! that the clinics are informational only; those who attend and qualify for record expungement will be notified to attend an April 12 clinic at Hix Gym in Oxford to complete the expungement process.

“This is our very first expungement event,” High said. Monthly information sessions are planned and she said most likely the expungement clinics would be held quarterly.

The Second Chance Law that went into effect in June 2020 provides information about which offenses can be expunged from a criminal record, and changes that took effect on Dec. 1, 2021 give more hope to those who wish to have records cleared.

Legal Aid staff will be ready Tuesday to clarify which charges and what type of offenses can be removed, she said.

Maybe it was a DWI or some other activity that happened earlier in a person’s life that is affecting their adult life now, High said. Even if a person’s criminal record is not able to be expunged, High said a “certificate of release” can be issued by a judge that indicates the prior record should not be held against the person.

Kerr-Tar “Open for Business” Loans Can Provide Support To Local Companies

If you are a local business owner employing fewer than 100 workers, there’s a no-interest loan available to you through the regional Kerr-Tar Council of Governments.

The “Open for Business” loans can provide up to $100,000 for qualified businesses who are in the process of getting back up and running after COVID-19 lockdowns and restrictions.

KTCOG Director Diane Cox stated the funds “are intended for use as working capital (rent, payroll, utilities), inventory, and/or equipment during shutdown and reopening.”

Cox notes one major change in qualifying for a loan is that business owners are not required to demonstrate a loss of revenue as a result of the pandemic.

Applicants must provide the following:

  • 2019 & 2020 Tax Returns
  • Year to Date Balance Sheet & Profit/Loss Statement
  • Balance Sheet & Profit/Loss Statement for past 2 years
  • Registration w/State of NC
  • Photo ID
  • Proof of Insurance

Kerr-Tar COG: Loan Program Helps Rehabilitate Homes in Vance County

The Kerr-Tar Council of Governments (COG) has been granted membership by the North Carolina Housing Finance Agency (NCHFA) under the 2020 cycle of the Essential-Single Family Rehabilitation Loan Pool Program (ESFRLP2020).

Funding from this program will assist with essential and critical repairs to single-family homes that are owned and occupied by lower-income households. These repairs help veterans, seniors and persons with disabilities stay in their homes, saving on health care and long-term care costs.

The major requirements to be eligible for ESFRLP2020 assistance are:

1. The home must be located in Person/Vance County;

2. The home must be owner-occupied;

3. Site built and off-frame modular units will be eligible for considerations, however, manufactured housing is not eligible for assistance;

4. The house must have a full-time household member who is an older adult (age 62+), disabled or a veteran, or a household with a child under the age of six whose health is threatened by the presence of lead hazards;

5. The gross annual household income must not exceed 80% of the area median income for Person/Vance County;

6. The property cannot have been repaired or rehabilitated with public funding of $30,000 or more within the past 10 years;

7. The cost of rehabilitation cannot exceed the ESFRLP2020 Program Guideline limit of $30,000.

Applications should be returned as soon as possible, but no later than November 2, 2020, at noon to the Kerr-Tar COG, PO Box 709, Henderson, NC 27536 or to 1724 Graham Avenue, Henderson.
