HPD Prepares for CALEA Assessment; Public May Offer Comments

As a law enforcement agency holding Advanced Law Enforcement Accreditation since 2002, the Henderson Police Department takes great pride in serving its community. Every four (4) years we host Assessors from the Commission on Accreditation for Law Enforcement Agencies (CALEA) to perform reviews of the agency’s operations, policies and adherence to the professional standards of CALEA.

For this four-year cycle, the Henderson Police Department’s CALEA Advanced Law Enforcement Accreditation “site-based” assessment is scheduled for December 7 through December 9, 2020. As part of the assessment, the Henderson Police Department invites members of the public to offer comments by calling (252) 425-0974 on Tuesday, December 8, 2020, between 1 and 3 p.m. The Assessment Team will be taking telephone comments during these hours.

In addition, due to COVID-19 restrictions, the agency will host a virtual public hearing for comments on Tuesday, December 8, 2020, at 5:30 p.m. Link to the virtual hearing is: https://us02web.zoom.us/j/85927805910

Telephone and Public Hearing comments are limited to five minutes and must address the ability of the Henderson Police Department to comply with CALEA’s standards. HPD’s Shaw & Simmons Presented With ‘Life Saving’ Award

Henderson Police Department’s Officer Shaw and Sgt Simmons were presented with the department’s “Life Saving” Award by their Lieutenant, J. Ferguson last week. This is Sgt Simmons’ second Life Saving Award during his tenure with the department.

On October 17 at 1:58 a.m., Sgt. Simmons and Officer Shaw responded to a residence on Hughes Street to investigate a call from a neighbor that smelled smoke and could hear someone screaming. When they arrived, they heard the screaming and saw smoke coming from the residence. They immediately radioed for fire units to respond and notified communications that a person was inside.

With the help of a neighbor, Simmons and Shaw were able to breach the door. They could not initially locate the person due to the heavy smoke. Shaw was finally able to enter the residence, and with just a minimum amount of visibility, located the resident, and led him out of the home to safety.

Fire and EMS units arrived and treated the citizen for serious smoke inhalation and other symptoms. He was transported to a medical facility for treatment.

The HPD shared that “these are the moments that rarely are told unless told by us; expect to see us begin to share more. These officers went above and beyond.”

HPD: Drugs, Stolen Firearms Seized in Search Warrant on Two Residences

On Wednesday, November 4, 2020, officers of the Henderson Police Department served search warrants on two separate homes located at 1473 Perry Ave. and 550 West Andrews Ave., Apartment 39.

During the service of the warrants, a total of 590 dosage units of heroin, 35 grams of cocaine, 35 grams of ecstasy, drug manufacturing equipment, marijuana, $15,741 in U.S. Currency, a stolen semi-auto pistol and a stolen revolver pistol were located.

Keynod Antonio Hayes was arrested in regards to this investigation.

Hayes was charged with two counts of trafficking heroin, one count of PWIMSD heroin, three counts of trafficking cocaine, one count of trafficking MDA/MDMA, two counts of possession of a stolen firearm, two counts of maintaining a vehicle/dwelling place for a controlled substance, one count of manufacture schedule I, two counts of possession of drug paraphernalia, one count of possession of marijuana paraphernalia and one count of possession of marijuana up to ½ oz.

Hayes received a $300,000 secured bond.

Suspect Arrested in Shooting of 18-Year-Old Alveante Holden

As previously released, on Wednesday, October 7, 2020, at approximately 8:43 p.m., officers of the Henderson Police Department were dispatched to the 600 block of E. Andrews Avenue to investigate gunfire.

When they arrived, they located Alveante (Al) Markeith Holden (18), of Vance County, suffering from a gunshot wound to the upper torso. Mr. Holden was seated inside a vehicle he had been operating earlier in the parking lot of “The Wash House,” a laundromat. Mr. Holden had succumbed to his injuries prior to deputies’ arrival.

A press release was composed and sent to the local media, including news stations in the Raleigh/Durham area. We requested the assistance of the public and later released a short video clip of the suspect’s vehicle leaving the scene.

Within a few days of the incident, we received information that has now led to warrants being obtained for the arrest of Wallace Wayne Yarbrough (44) of Person County (photo not available at this time).

Yarbrough is currently being held in the Wake County Detention Center for charges pending out of the Wake County area, and his warrants are awaiting service by a jurisdictional agency.

Mr. Holden’s family was notified of the news yesterday evening by the case agent.

The Henderson Police Department is again thankful to our citizens for their assistance in these investigations and the media for their informative coverage of this case in particular.

Heroin Arrests Continue: Two Charged in Recent Traffic Stop

On Wednesday, August 26, 2020, officers of the Henderson Police Department recovered 1,189 dosage units of heroin during a traffic stop and subsequent search warrant on a residence located at 423 East Rockspring St.

During the service of the warrant, drug manufacturing equipment, $3,506 in U.S. Currency, marijuana, two semi-auto pistols and ammunition were located.

Joseph Jones, Jr. and Mercedes Perry were arrested in regards to this investigation.

The two subjects were charged with:

-Two Counts of Trafficking Heroin of 14 grams or more but less than 28 grams
-Maintaining a Vehicle/Dwelling place for a Controlled Substance
-PWIMSD Heroin, Manufacture Schedule I, Possession of Marijuana
-Possess a Controlled Substance within 1,000 feet of a School
-Possession of Drug Paraphernalia and Possession of Marijuana Paraphernalia

Joseph Jones, Jr. had an additional charge of Possession of a Firearm By Felon.

Due to being on post-release and probation, Joseph Jones, Jr. received a no bond pending his appearance in court, and
Mercedes Perry received a $25,000 secured bond.

HPD: Search Warrant Yields 448 Dosage Units of Heroin

On Wednesday, August 5, 2020, officers of the Henderson Police Department served a search warrant on a residence located at 150 Faulkner Street.

During the service of the warrant, 448 dosage units of heroin and $1,945 in U.S. Currency were located.

Jerome Manson, age 32, was arrested on scene and charged with the following: trafficking Heroin by possession, trafficking Heroin by manufacturing, maintaining a dwelling place for a controlled substance and PWIMSD Heroin.

Manson, who was on pre-trial release, received a $500,000 secured cash bond.

Town Talk 01/06/20: HPD Chief Marcus Barrow Discusses New Year, Firearms

Henderson Police Chief Marcus Barrow appeared on WIZS Town Talk Monday at 11 a.m.

Barrow, who was happy to report that the Henderson Police Department is starting the new year fully staffed, discussed numerous topics including the discharge of firearms inside city limits, the sheer number of guns in both the community and the country as a whole and the right to bear arms.

Plans for new initiatives for the new year, including a possible local version of the national “Coffee With a Cop” open community dialogue program, are already underway. To be more inclusive of the entire community, Barrow said the department is looking at changing the name of the program to shift the focus from law enforcement to citizen input and discussion.

The HPD is currently in talks with the newly opened Sadie’s Coffee Corner in downtown Henderson to provide the location and, of course, the coffee.

HPD: Crack Cocaine Seized, Two Arrested at Orange St. Residence

On Tuesday, December 17, 2019, officers of the Henderson Police Department served a search warrant on 925 Orange Street. During the search of the residential property, 48.9 grams of “crack” cocaine, 6.5 grams of cocaine, 2.1 grams of marijuana, drug manufacturing equipment and multiple boxes of ammunition were located.

Vincent Corbin (51) and Crystal Williams (36) of the residence were arrested.

Corbin was charged with:
1 count of Trafficking Cocaine, 1 count of PWIMSD Schedule II, 1 count of Maintaining a Dwelling Place for a Controlled Substance, Alter/Steal/Dest. Criminal Evidence, Simple Possession of Schedule VI, and Possession of Drug Manufacturing Equipment.

Williams was charged with:
1 count of Trafficking Cocaine, 1 count of PWIMSD Schedule II, 1 count of Maintaining a Dwelling Place for a Controlled Substance.

Maza Food Mart Clerk Robbed at Gunpoint, Suspect Apprehended

On November 29, 2019, at around 3:30 a.m., a W/M subject entered Maza Food Mart at 1421 E. Andrews Avenue, brandished a handgun, and robbed the clerk of an undisclosed amount of currency.

After a relentless investigation by the Henderson Police Department’s case agent, Detective D.A. Ward and others, the suspect was identified as Kenneth Ray Patton (Age 55) of 434 Tower Lane in Vance County.

On December 2, 2019, members of the Henderson Police Department and Vance County Sheriff’s Office executed a search warrant at 434 Tower Ln. During the execution of the search warrant, the suspect, Kenneth Ray Patton, was taken into custody. Items connected to the robbery were seized, including a firearm.

Kenneth Ray Patton was charged with Armed Robbery and Possession of a Firearm by a Convicted Felon. He has a court date set for December 16 and has been remanded to the Vance County Jail under a $95,000 bond.
