GVPH: Local COVID-19 Update as of 7/7/20

The following is an update for COVID-19 spread and response in Granville and Vance County as of July 7, 2020. Granville Vance Public Health numbers correlate with the NC Electronic Disease Surveillance System (NCEDSS) data.

The county case numbers reported on the NC county map from NC Department of Health and Human Services may differ from the ones reported locally as they are updated at different times and may change once residence is verified.

Granville County:

863 positive test results for COVID-19. Of those 863 results, 448 are community-spread cases located across Granville County, Of those 448, 323 have been released from isolation, and seven are hospitalized.

Of those 863 cases, 407 are affiliated with the prison system in Granville County and 92 of those 407 have been released from isolation.

Five of those 863 are associated with an outbreak at the Murdoch Development Center, all five of whom have been released from isolation.

Two of those 863 are associated with an outbreak at Central Regional Hospital.

One resident has tested positive for COVID-19 at Brantwood Nursing and Rehab Center. Three staff members have also tested positive.

There have been a total of 23 deaths in Granville County: one in the community, one at Central Regional Hospital, and 21 of whom were associated with the Bureau of Prisons Federal Correctional Complex.

Unfortunately, two more recent deaths have been reported associated with the outbreak at the prison: a 62-year-old male passed away on July 3 and a 61-year-old male passed away on July 4.

Vance County:

537 positive test results for COVID-19. Of those 537, 415 are community-spread cases located across Vance County. Of those 415, 210 have been released from isolation.

Of those 537, 122 are associated with outbreaks at congregate living facilities including 47 cases associated with Kerr Lake Nursing Home and 17 associated with Senior Citizens Home. The outbreak at Pelican Health nursing home is no longer active. Of the 122 cases in congregate living facilities in Vance County, 44 have been released from isolation.

Ten individuals in Vance County are hospitalized

There have been a total of 40 deaths in Vance County, 14 of whom were associated with the Pelican Health nursing home outbreak, 11 of whom were associated with Kerr Lake Nursing Home, and two of whom were associated with Senior Citizens Home.

Unfortunately, another recent death has been reported associated with the outbreak at Senior Citizens Home – a 63-year-old female passed away on July 6.

The number of those who have been ‘released from isolation’ is determined by the CDC Guidance for discontinuation of isolation for persons with COVID-19.

North Carolina has a prevention and detection-focused approach to testing for COVID-19 in long term care facilities. Because people are living in close proximity, these are settings that many states monitor for the spread of COVID-19. NC DHHS considers long term care facilities to be experiencing an “outbreak” if at least two individuals who are staff and/or residents have tested positive. An outbreak is considered over after 28 consecutive days with no new positive test results.

All long term care facilities in the district are testing staff and residents regularly and participate in a weekly call with Dr. Shauna Guthrie at Granville Vance Public Health. For schools, businesses, and other settings that are not congregate living facilities, the state considers multiple cases to be a “cluster.” A cluster is defined as both a minimum of five cases in the same facility within a 14-day period and plausible epidemiological linkage between cases.

Some additional cases being reported currently out of the Bureau of Prisons (BOP) are related to a building on the Durham County side, and those cases will be reported to the Durham County Health Department for data entry into the NCEDSS system.

GVPH Director Lisa Macon Harrison Elected NACCHO Board Vice President

The National Association of County and City Health Officials (NACCHO) has elected Lisa Macon Harrison, Local Health Director of Granville Vance Public Health, to its 2020-2021 Board of Directors as vice president. NACCHO is the voice of the nation’s nearly 3,000 local governmental health departments.

Ms. Harrison assumed the Vice President role on July 1, 2020. She will then serve as president-elect in 2021-2022 and president in 2022-2023.

About Ms. Harrison

Lisa Macon Harrison, MPH, has been the director of the Granville Vance District Health Department in North Carolina since 2012. Her previous roles in North Carolina public health thread through research, practice, advocacy, and policy development.

Lisa has been a member of the public health field for over 23 years and has served as director of the Office of Healthy Carolinians and Health Education at the North Carolina Division of Public Health; led the Public Health Incubator Collaboratives Program at the University of North Carolina (UNC) at Chapel Hill, and directed the Southeast Public Health Leadership Institute (SEPHLI) at UNC Gillings School of Global Public Health where she continues to stay connected as adjunct faculty in the Public Health Leadership Program. In 2015, Lisa served as the North Carolina Public Health Association president where she continues to stay involved in connecting public health research and practice.

As a local health director in a rural district, Lisa enjoys advocating for rural public health and provides mentorship for students interested in public health and rural health. Although a true Tar Heel by birth (in Chapel Hill, NC) and by training (UNC Gillings School of Global Public Health), Lisa is also happy to serve as a consulting associate at Duke University School of Nursing where she hosts national clinical scholars making rotations across NC health system opportunities at Granville Vance Public Health.

COVID-19 Update: Current Numbers; Outbreak at Brantwood Nursing & Rehab

As of June 30, 2020, there are 813 known COVID-19 cases in Granville County, 502 cases in Vance County, 160 in Warren County and 64,670 confirmed cases in North Carolina.

Granville County:

There are three outbreaks at congregate living facilities in Granville County: Federal Correctional Complex in Butner, NC, Murdoch Development Center in Butner, NC, and Central Regional Hospital in Butner, NC.

Of the cases in Granville County, 403 are associated with the prisons, five are associated with Murdoch, and two are associated with Central Regional Hospital.

Of the 403 cases in the prison system, 92 have been released from isolation and two individuals with Murdoch have been released from isolation.

Of the 403 community-based cases in Granville County, 247 have been released from isolation and six are hospitalized.

There is an outbreak at Brantwood Nursing and Rehab Center. Two staff members have tested positive but neither reside in Granville County, so they are not included in the Granville County numbers. The center is testing staff and residents regularly.

There have been a total of 21 deaths in Granville County, 19 of whom were with the Bureau of Prisons and one with Central Regional Hospital.

Vance County:

There are two active outbreaks at congregate living facilities in Vance County: Kerr Lake Nursing Home in Henderson, NC, and Senior Citizens Home in Henderson, NC.

There was also an outbreak at Pelican Health in Henderson, NC that is no longer active.

Of the cases in Vance County, 117 are associated with outbreaks at congregate living facilities including 46 cases associated with Kerr Lake Nursing Home and 13 associated with Senior Citizens Home.

Of the 117 cases in congregate living facilities in Vance County, 44 have been released from isolation.

Of the 385 community-based cases in Vance County, 171 have been released from isolation.

Eleven individuals in Vance County are hospitalized.

There have been a total of 37 deaths in Vance County, 14 of whom were associated with Pelican Health and 11 of whom were associated with Kerr Lake Nursing Home.

Warren County:

There are 160 confirmed positive COVID-19 cases with one known result currently pending. Of the known positive cases, 140 are considered recovered.

No known individuals in Warren County are currently hospitalized with COVID-19.

There have been a total of five deaths in Warren County.

Local COVID-19 Update: Increase in Total Cases, Related Deaths

As of June 24, 2020, there are 773 known COVID-19 cases in Granville County, 483 cases in Vance County, 155 cases in Warren County and 56,174 confirmed cases in North Carolina.

Granville County:

There are three outbreaks at congregate living facilities in Granville County: Federal Correctional Complex in Butner, NC, Murdoch Development Center in Butner, NC, and Central Regional Hospital in Butner, NC.

Of the cases in Granville County, 402 are associated with the prisons, five are associated with Murdoch, and two are associated with Central Regional Hospital.

Of the 402 cases in the prison system, 89 have been released from isolation and two individuals with Murdoch have been released from isolation.

Of the 364 community-based cases in Granville County, 196 have been released from isolation and four are hospitalized.

There have been a total of 19 deaths in Granville County, 17 of whom were with the Bureau of Prisons and one with Central Regional Hospital.

Vance County:

There are two active outbreaks at congregate living facilities in Vance County: Kerr Lake Nursing Home in Henderson, NC, and Senior Citizens Home in Henderson, NC.

There was also an outbreak at Pelican Health in Henderson, NC that is no longer active.

Of the cases in Vance County, 111 are associated with outbreaks at congregate living facilities including 43 cases associated with Kerr Lake Nursing Home and 10 associated with Senior Citizens Home.

Of the 111 cases in congregate living facilities in Vance County, 42 have been released from isolation.

Of the 372 community-based cases in Vance County, 171 have been released from isolation.

Ten individuals in Vance County are hospitalized.

There have been a total of 36 deaths in Vance County, 14 of whom were associated with Pelican Health and 10 of whom were associated with Kerr Lake Nursing Home.

Warren County:

There are 155 confirmed positive COVID-19 cases with no known results currently pending. Of the known positive cases, 127 are considered recovered.

One individual in Warren County is hospitalized.

There have been a total of five deaths in Warren County.

Governor Roy Cooper and North Carolina DHHS Secretary Dr. Mandy Cohen announced on Wednesday that North Carolina will remain in Safer at Home Phase 2 for at least three more weeks – until July 17, 2020.

Governor Cooper also announced that face coverings must be worn when people are in public places as officials seek to stabilize concerning trends of increasing viral spread. Growing evidence shows that cloth face coverings, when worn consistently, can decrease the spread of COVID-19, especially among people who are not yet showing symptoms of the virus.

Free Community COVID-19 Testing Event at Shiloh Baptist Church – Wed., June 24

The Granville Vance Public Health Department (GVPH), local health professionals and Shiloh Baptist Church of Henderson will offer free community COVID-19 testing in the parking lot of Shiloh Baptist on Wednesday, June 24, 2020, from 10 a.m. – 2 p.m. The church is located at 635 College Street in Henderson.

This is a “walk-through” event. For those who will be driving to the church, GVPH asks that vehicles use the Arch Street entrance to the parking lot.

Nasal swab testing will be performed and those tested will be contacted with their results approximately 3-5 days after the event.

Testing is free to all who attend, however, a limited number of testing supplies are available. The purpose of the event is to focus on particularly vulnerable populations. This includes those who may not have a primary care provider, those who lack access to transportation, and/or those who are uninsured or under-insured.

For those who have transportation and/or a primary care provider, there are many opportunities to be tested. If you have symptoms or have been in close contact with someone who has tested positive, you can call your provider or the health department to see if you should be tested.

GVPH COVID-19 Update: Outbreak at Pelican Health Nursing Home ‘No Longer Active’

As of June 17, 2020, there are 709 known COVID-19 cases in Granville County, 433 cases in Vance County, and 46,855 confirmed cases in North Carolina.

There are two outbreaks at congregate living facilities in Granville County at Federal Correctional Complex in Butner, NC and Murdoch Development Center in Butner, NC.

Of the cases in Granville County, 395 are associated with the prisons and five are associated with Murdoch. Of the 395 cases in the prison system, 89 have been released from isolation and one individual with Murdoch has been released from isolation.

Of the 309 community-based cases in Granville County, 180 have been released from isolation and 10 are hospitalized.

There have been a total of 17 deaths in Granville County, 16 of whom were with the Bureau of Prisons.

There are two active outbreaks at congregate living facilities in Vance County: Kerr Lake Nursing Home in Henderson, NC, and Senior Citizens Home in Henderson, NC. There was also an outbreak at Pelican Health in Henderson, NC that is no longer active.

Of the cases in Vance County, 103 are associated with outbreaks at congregate living facilities including 42 cases associated with Kerr Lake Nursing Home and three associated with Senior Citizens Home. Of the 103 cases in congregate living facilities in Vance County, 42 have been released from isolation.

Of the 330 community-based cases in Vance County, 160 have been released from isolation.

Six individuals in Vance County are hospitalized.

There have been a total of 35 COVID-19 related deaths in Vance County, 14 of whom were associated with Pelican Health and nine of whom were associated with Kerr Lake Nursing Home.

Town Talk 06/08/20: Harrison & Short Discuss Increased COVID-19 Testing, Need for Continued Precautions

Lisa Harrison, director of Granville-Vance Public Health (GVPH), and Brian Short, director of Henderson-Vance Emergency Operations, appeared on WIZS Town Talk Monday at 11 a.m.

With 449 known Granville County COVID-19 cases and 13 deaths, and 355 known Vance County cases and 27 deaths reported as of Friday afternoon, Harrison and Short said precautions still need to be taken to stop the spread of the virus.

According to GVPH’s website, there are currently four outbreaks at congregate living facilities in the district, including the Federal Correctional Complex and the Murdoch Development Center in Butner and Pelican Health and Kerr Lake Nursing Home in Henderson.

Of the Granville County community-based cases, 97 have been released from isolation and five are hospitalized. Of the 263 community-based cases in Vance County, 127 have been released from isolation and nine are hospitalized.

Harrison reported that 696 NC residents are currently hospitalized with COVID-19 across the state. “The reason we keep promoting wearing face coverings, washing hands and practicing social distancing – and the point of flattening the curve – is so that we don’t overwhelm our health care system,” said Harrison. “We’ve seen in other countries how horrible it is when there aren’t enough ventilators for people. More than half-a-million tests have now been given in NC; we’re going to see the number of positives increase, and we are going to, unfortunately, see a number of those people need the hospital.”

According to Harrison, the report of increased cases is due, in part, to more testing and quicker turnaround times. “At the beginning of the pandemic response, getting access to test kits, swabs and the medium to be able to send off to a lab was really difficult to do,” stated Harrison. “We are seeing the number of available tests increase across NC because of private labs and our State lab. Mako, in our own backyard here in Vance County, is leading the charge in developing, as quickly as they can, more test kits.”

Explaining the two primary test types, Harrison said testing is currently done in the form of a nasal swab or a blood test with either a 24-48 wait for lab results or a rapid response with an answer in minutes.

An issue with the rapid result method and with the blood test is that results are not yet 100-percent accurate, which can result in false positives, according to Harrison.

For those that suspect they may be suffering from COVID-19, Harrison said the best thing to do is to contact a doctor’s office to discuss symptoms and testing. “COVID-19 is still a diagnostic test that requires a doctor’s order, that’s why we suggest contacting your primary care doctor first,” said Harrison. “We have not been able to do the sort of mass testing that people see on tv in big cities here locally yet. We will get there; I’m certain.”

In fact, Harrison said the health district’s first attempt at mass testing will be held in the parking lot of Shiloh Baptist Church in Henderson on Wednesday, June 24, 2020. Details are still being discussed and will be announced at a later date.

Short, who has worked closely with GVPH, Harrison and Granville County Emergency Services Director Jason Reavis through the pandemic, praised the business community for their response to COVID-19 restrictions.

“This is just my observation, but the overwhelming majority of people inside businesses seem to be wearing masks or face coverings,” Short said. “However, I’m not seeing a lot of social distancing, and that is disappointing. I think businesses have gone to great lengths to mark places for people to stand, place signs in the aisles and place revised occupancy notices on doors, but it’s so hard for them to enforce that inside the business. You almost need as many employees working as you have customers to really enforce them properly. I think the businesses are doing the best they can to try to protect the employees and the public, but it’s an almost insurmountable task.”

Local COVID-19 Report: 31 Deaths Reported in Granville, Vance Health District

As of May 26, 2020, there are 258 known COVID-19 cases in Granville County, 243 cases in Vance County, and 24,140 confirmed cases in North Carolina.

There are three outbreaks at congregate living facilities in the district – one at Federal Correctional Complex in Butner, NC, one at Pelican Health in Henderson, NC, and one at Kerr Lake Nursing Home in Henderson, NC.

Of the total positive cases in each county, 119 in Granville County are associated with the prisons, 45 in Vance County are associated with Pelican Health nursing home, and 22 are associated with Kerr Lake Nursing Home.

Of the 139 community-based cases in Granville County, 57 have been released from isolation and 4 are hospitalized.

Of the 119 cases in the prison system, 63 have been released from isolation.

Of the 243 cases in Vance, 98 have been released from isolation and 12 are currently hospitalized.

There have been a total of 31 deaths in the health district – 20 in Vance County and 11 with the Bureau of Prisons in Granville County.

Local COVID-19 Report; NC Moves to Phase 2 of Lifting Restrictions

As of May 21, 2020, there are 222 known COVID -19 cases in Granville County, 194 cases in Vance County, and 20,860 confirmed cases in North Carolina.

There are three outbreaks at congregate living facilities in the district – one at Federal Correctional Complex in Butner, NC, one at Pelican Health in Henderson, NC, and one at Kerr Lake Nursing Home in Henderson, NC.

Of the total positive cases in each county, 99 in Granville County are associated with the prisons, 45 in Vance County are associated with Pelican Health nursing home, and 18 are associated with Kerr Lake Nursing Home.

Of the 123 community-based cases in Granville County, 54 have been released from isolation and five are hospitalized.

Of the 99 cases in the prison system, 67 have been released from isolation.

Of the 194 cases in Vance County, 75 have been released from isolation and 11 are hospitalized.

There have been a total of 26 deaths in the health district – 19 in Vance County and seven with the Bureau of Prisons in Granville County.

In state news, Governor Cooper and DHHS Secretary Dr. Mandy Cohen issued Executive Order 141 announcing that North Carolina will move into “Safer At Home” Phase 2 of lifting COVID-19 restrictions today, Friday, May 22, 2020, at 5 p.m.

Phase 2 lifts the Stay At Home order moving into a Safer At Home recommendation, especially for people at high risk for serious illness. Teleworking is also urged when possible.

Mass gathering limits in Phase 2 will be no more than 10 people indoors or 25 people outdoors in most circumstances. These limits apply to the following: event venues; conference centers; stadiums and sports arenas; amphitheaters; and groups at parks or beaches.

Some businesses will remain closed in Phase 2 including bars, night clubs, gyms and indoor fitness facilities and indoor entertainment venues such as movie theaters and bowling alleys.

Certain businesses will be open at limited capacity with other requirements and recommendations, including restaurants at 50% dine-in capacity with distancing and cleaning requirements; personal care businesses, including salons and barbers, at 50% capacity with distancing and cleaning requirements; pools at 50% capacity with distancing and cleaning requirements.

Childcare facilities, day camps and overnight camps will be open with enhanced cleaning and screening requirements.

Retail businesses allowed to open in Phase 1 at 50% capacity will continue at that level.

Public health recommendations are provided for worship services to practice enhanced social distancing and other cleaning and hygiene practices.

The Safer At Home Phase 2 runs through at least Friday, June 26, 2020.

COVID-19 Update: 23 Deaths in Granville, Vance Health District

As of May 17, 2020, there are 194 known cases of COVID-19 in Granville County, 177 cases in Vance County, and 18,512 confirmed cases in North Carolina.

There are three outbreaks at congregate living facilities in the district – one at Federal Correctional Complex in Butner, NC, one at Pelican Health in Henderson, NC, and one at Kerr Lake Nursing Home in Henderson, NC.

Of the total positive cases in each county, 98 in Granville County are associated with the prisons, 46 in Vance County are associated with Pelican Health nursing home, and 17 are associated with Kerr Lake Nursing Home.

Of the 96 community-based cases in Granville County, 48 have been released from isolation and one is hospitalized.

Of the 98 cases in the prison system, 66 have been released from isolation.

Of the 177 cases in Vance, 48 have been released from isolation and 13 are hospitalized.

There have been a total of 23 deaths in the health district – 17 in Vance County and 6 with the Bureau of Prisons in Granville County.
