New industrial development announced in Franklin County

A new industrial development has been announced in the southwestern side of Franklin County.

Summit Real Estate Group – a private commercial real estate company – intends to build a five-building business park near 2380 Long Mill Road in Youngsville. The multi-phase project, known as U.S.-1 North Commerce Center, brings the potential for more than $160 million in investment to the county and more than 400 jobs.

“We are excited to have a project in Franklin County located off US-1,” said Mark Billeaud, founding partner and head of investments at Summit. “We are committed to Franklin County, as they have been an exceptionally skilled and resourceful team with whom to partner on this project.”

The U.S.-1 North Commerce Center is located near the county’s existing industrial user base in Youngsville and within 30 minutes of the Raleigh-Durham International Airport. Summit intends to develop a Class A business park that can accommodate a wide variety of manufacturing and distribution companies that could include light assembly, research and development, office/warehouse, and e-commerce.

“We are very excited to be a part of the first-Class A industrial development in Youngsville, NC,” said Jackson Rives, principal of industrial services at Foundry Commercial. “These traits, along with the support of a strong EDC in Franklin County, give this park the opportunity to service existing companies in the market and bring new tenants to a great county.”

The site is extremely efficient and allows for versatile designs that will be a great place for manufacturers and distributers to grow and serve the region.

“The kind of industrial development that Summit is committed to bringing to Franklin County is vital to the economic success of the region,” said Representative Matthew Winslow.

The industrial buildings are estimated to range from 170,000 to 505,000 square feet and the project is expected to progress over a seven-year period.

Gena Mccray Appointed County Attorney For Franklin

Franklin County, September 22, 2021: Franklin County Commissioners unanimously appointed Gena McCray of the firm of Gena Walling McCray, PLLC, to serve as County Attorney on September 20, 2021. McCray’s appointment is effective September 27, 2021.

McCray received her undergraduate degrees in English and Psychology from South Carolina College (University of South Carolina’s Honors College). She graduated from the University of South Carolina School of Law in Columbia, South Carolina with a Juris Doctor Degree. She was born in Orangeburg, South Carolina but has been a citizen of Franklin County since 2006 when she opened her practice in Louisburg.

While attending law school, McCray served as Clerk for the Honorable Judge C. Tolbert Goolsby at the South Carolina Court of Appeals and interned one summer in Raleigh for the North Carolina Family Policy Council gaining intimate knowledge of the legislative process in North Carolina. In her third year, she served as Clerk for the respected law firm of Sweeny, Wingate & Barrow, P.A. After law school graduation, she married Michael McCray and moved to Raleigh to practice family law, criminal law, parental rights cases, estates and civil litigation. In addition, McCray supervised Wake County’s Wills and Estates Division for the Clerk of Superior Court and gained valuable insight into Estate Administration, Special Proceedings and operations of the Clerk’s Office. McCray is licensed to practice law in North Carolina and South Carolina and a member of the North Carolina Bar Association, South Carolina Bar Association, and the 9th Judicial District.

McCray has experience in Franklin County Government having served as attorney for the Department of Social Services since 2016. She said, “I am honored to have the opportunity to serve the people of Franklin County and look forward to working in this new role.”

McCray and her husband, Michael, currently reside on a small farm in Louisburg.

Finance Celebrates 22 Years of Financial Reporting Excellent

Franklin County’s Finance Department holds a 22-year record of excellence in financial reporting. The team has achieved the highest form of recognition in the area of governmental accounting and financial reporting. The Finance Department was recently notified by the Government Finance Officers Association (GFOA) that its Comprehensive Annual Financial Report was awarded the Certificate of Achievement of Excellence. The Certificate of Achievement is awarded by the GFOA of the United States and Canada for its comprehensive annual financial report. Attainment of the certificate of the achievement represents a significant accomplishment by a government and its management.

The report has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the report.

New Franklin County Fire Marshal, Starts April 19

Franklin County, March 26, 2021: Franklin County has named Arthur Lee Evans, III (Trey) as County Fire Marshal effective April 19, 2021. Mr. Evans started his public safety career as a volunteer firefighter at Littleton Volunteer Fire Department. In 2012, he became a firefighter with the Town of Weldon in Halifax County. He spent six years with Weldon Fire Department and promoted up the ranks to Assistant Chief.

Mr. Evans obtained a Bachelor’s degree in Criminal Justice from North Carolina Wesleyan College and an Associate’s Degree in Fire Protection Technology from Coastal Carolina Community College. He has achieved numerous firefighter certifications, technical rescue, and fire certifications including Fire Officer III, Fire Inspector II and North Carolina Fire Arson Investigator. Mr. Evans and his wife Kaitlyn are long-time Franklin County residents.

“We are excited to have the position of the County Fire Marshal filled. Mr. Evans brings a lot of attributes and qualities that align well with the overall mission and services provided by the Office of Emergency Services,” said Emergency Services Director Hendrix Valenzuela.

The Fire Marshal’s Office is a division of Franklin County’s Office of Emergency Services. The Fire Marshal position was funded as part of the Fiscal Year 2021 Budget. County Manager Kim Denton said, “The position fills an important need as the County’s population continues to grow.” The Franklin County Fire Marshal will be responsible for conducting investigations, coordinating with other agencies and performing periodic inspections in occupied facilities as required by applicable State law.

Mark Speed Unanimously Appointed County Commissioner

Franklin County June 27, 2017: Franklin County Commissioners made a unanimous decision last evening to appoint James M. Speed (Mark) to fill the unexpired District 3 seat formerly served by the late John M. May.

Commissioner Speed was appointed following the District 3 Executive Committee’s nomination on July 20, 2017 and will serve the Epsom/Centerville area. Commissioner Speed comes from a family of public servants. His grandfather served as Franklin County Commissioner in the 1920’s. His father, the late James D. Speed served the North Carolina House of Representatives for 12 years and the North Carolina Senate for 20 years until his passing in 2006.

Commissioner Speed says he is thankful to all those who have encouraged him to serve through the years and to continue his family’s legacy. He said he looks forward to learning and working with fellow board members in serving the citizens of Franklin County.

Board Chairman Cedric Jones welcomes Commissioner Speed to the board and said he looks forward to working together for the betterment of Franklin County.

Commissioner Speed was sworn under oath by County Attorney Aubrey S. Tomlinson, Jr. and accompanied by his wife Camille Speed and nephew Davis Speed.

Following the appointment, Commissioner John M. May was honored posthumously with a standing ovation. His wife Vickie was in attendance.

Commissioner Speed will attend his first board meeting on July 17, 2017.
