Franklin Commissioners Considering $180 Million Total Budget; Public Hearing June 3

Franklin County commissioners are considering a total budget of more than $180 million, which includes adding more than a dozen new county employees, calling for new fees and increases in others, and setting the property tax rate at .505 per $100 valuation.

Franklin County Manager Kim Denton’s May 20 budget presentation calls for just slightly more

than the revenue-neutral rate of .4991 per $100.

And although the budget includes taking more than $4.1 million from the fund balance – $2.3 million of which will be used for capital purchases – it’s still $1.3 million less than was taken last year.

As part of her presentation, Denton shared data about the county’s overall growth – with a 4.1 percent annual growth rate, Franklin is the fastest growing county in the Triangle area, the 3rd fastest growing in the state and the 61st fastest growing county in the nation, according to Census data.

On the expense side of things, $873,193 will be spent to add 13 new full-time employees, including an animal cruelty investigator, as well as staff in IT and facilities management. The county’s departments requested a total of 34 new vehicles during the budget process, and the budget includes more than $1.6 million to purchase 23 vehicles.

Franklin County Schools requested $33 million and the proposed budget includes $29,259,067.

On the revenue side, new fees – several of which are for storage, towing and more at the airport – will be introduced effective July 1.

Animal adoption fees are going up, but fees will be waived for TNVR feral cat adoptions.

It’ll cost $30 to revoke membership in the county’s Voluntary Ag District program and the $5 fee for gun permits has been dropped – residents will be able to get gun permits free of charge.

Commissioners will hold a public hearing on Monday, June 3 at regular scheduled board meeting. Residents are invited to view the livestream broadcast of the meeting and to submit comments about the budget via a public portal found on the county’s website www.franklincountync.gov.

The budget may be adopted at the end of the June 3 meeting or at the June 17 commissioners’ meeting.

Franklin County’s New Assistant County Manager Will Doerfer

Franklin County, January 20, 2021: Franklin County has selected William “Will” Doerfer as Assistant County Manager. Mr. Doerfer comes to Franklin from the Town of Liberty in Randolph County, North Carolina where he served as Manager since November 2017. While in Liberty, Mr. Doerfer led the effort to secure more than five million dollars in infrastructure grants to improve the Town’s wastewater collection system. He also organized and spearheaded economic development efforts to revitalize historic downtown Liberty through the formation of a nonprofit corporation, Experience Liberty.

Among his duties as Assistant County Manager, Mr. Doerfer will provide direct supervision to departments as assigned, serve as lead on assigned projects, conduct budget research and development, assist in the development and implementation of policies, long-term planning and serve as Manager in the absence of the County Manager. He will assume his role effective February 15, 2021.

Mr. Doerfer is an Army 82nd Airborne veteran and alumni of both Guilford College and Appalachian State University where he earned his BA in Psychology and Masters of Public Administration, respectively. He is active in professional organizations including the International City / County Management Association (ICMA) and the North Carolina City & County Management Association (NCCCMA).

Mr. Doerfer was raised on a small family farm in rural Northeast Ohio where he learned the value of hard work and determination. A lifelong organized sports participant, he understands the importance of teamwork in the pursuit of a common goal. Mr. Doerfer brings with him his young family with wife Chelsea and sons Wesley (12), Liam (3), and Miles (4 months) and two dogs Ellie and Rigby.

“Mr. Doerfer’s experience and education will be an asset to Franklin County. I am delighted to have him join our leadership team,” County Manager Kim Denton said.

Kim Denton Appointed Franklin County Manager

The Franklin County Board of Commissioners appointed Kim Denton as County Manager at their October 19 meeting. Denton has served as Assistant County Manager since December 2017 and will take the lead as County Manager November 1, 2020, upon the retirement of long-time County Manager Angela L. Harris.

“I appreciate the confidence the Board of Commissioners has placed in me,” Denton said. “My knowledge of the County’s important objectives will help ensure continuity.”

As Assistant County Manager, Denton has led the County’s Broadband Action Team, as well as directly supervised several departments and worked with Department Heads on accomplishing a number of Departmental projects. She has worked with the County Manager as a member of the Budget Team and helped interpret and shape policy. Denton directed the Facilities Review and Space Assessment Study to assess the condition and future objectives for County facilities.

“I look forward to working with the Board of Commissioners and County staff to address the opportunities and challenges ahead,” said Denton.

Prior to service with Franklin County Government, Denton served over six years in the Franklin County Clerk of Court’s Office as Assistant Clerk working in the Estates and Civil Departments. Her previous experience includes over ten years in the telecommunications industry working with the company now known as CenturyLink, holding positions in Accounting, Marketing and Regulatory departments. She is also an avid supporter of a number of volunteer organizations in Franklin County.

Denton graduated from Peace College in Raleigh, North Carolina and holds a Bachelor’s Degree in Business Administration from UNC-Chapel Hill and a Master’s Degree in Business Administration from East Carolina University. She is a native of Franklin County where she currently resides with her husband, Thomas. She has two sons, Mark and Edward.
