Franklin County’s Annual Veterans Day Program Set for Nov. 11

Local veterans will be honored Monday, November 11, 2019, as Franklin County conducts its annual Veterans Day Program at the Louisburg National Guard Armory, located at 600 South Bickett Boulevard, Louisburg, NC. The official program will begin at 11 a.m.

Guest Speaker for the event will be Col. Kelly Jackson, US Army (Ret.), of the North Carolina Department of Military and Veterans Affairs, where she serves as Service Member and Family Coordinator. Musical selections for the program will be rendered by the Louisburg High School Band and several talented citizens.

A meal of local favorites, prepared by the Justice Fire Department & Justice Fire Department Ladies Auxiliary, will be served after the official program.

Citizens are encouraged to attend and share their appreciation for the Veterans of our county, state and nation who have bravely served our armed forces. This event is sponsored by Franklin County with support from a number of local sponsors.

Public Meetings to Gather Citizens’ Input on Future of Franklin Co.

“Frankly Speaking,” a series of community meetings about the future of Franklin County will be held May 28-30, 2019.

Franklin County is just beginning the process of creating a new Comprehensive Development Plan to guide leaders’ decisions about future growth, particularly new development and related investments in infrastructure and services. The public is invited to attend one of the following meetings to share ideas and concerns:

  • Tuesday, May 28, 2019, 6-8 p.m. – Vance-Granville Community College’s Franklin Campus – 8100 NC-56, Louisburg.
  • Wednesday, May 29, 2019, 6-8 p.m. – Community Center – 115 E. Main St, Youngsville.
  • Thursday, May 30, 2019, 6-8 p.m. – Red Bud Baptist Church – 832 NC 58 Hwy, Castalia.

Franklin Co. Public Input Survey Results to Aid in Development Plan

ATTENTION: This is your opportunity to help shape the future of Franklin County. The County is working to complete a Comprehensive Development Plan in order to guide future growth and development over the next twenty years. Please fill out this online survey and give us your opinions about community character, land use, growth management, transportation, local economy, resource conservation and the overall vision for the future of Franklin County.

The Comprehensive Development Plan will cover the entire jurisdiction of Franklin County outside of the municipal limits. All responses are confidential. Please complete surveys no later than Friday, May 24, 2019.

NC 39 Water Main Break in Franklin Co. Now Repaired

Update – April 12, 2019, @ 4 p.m.

The water main break on NC 39 between Ferrells Bridge Road and Alford Mill Road has been repaired and service has been restored.

Customers that were without water will have some air in their water lines. Please run faucets for 5 – 10 minutes to flush out any remaining air.

April 12, 2019, @ 10:15 a.m.

Franklin County Public Utilities experienced a water main break on NC 39 between Ferrells Bridge Road and Alford Mill Road this morning at approximately 5 a.m. Customers would have experienced low pressure or some without water.

Public Utilities crews have isolated the leak and are repairing. At this time there is no estimated time when water will be restored.

Franklin Co. Public Utilities Reports Discharge of Untreated Wastewater in Youngsville

Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

In accordance with that regulation, the following news release has been prepared and issued to media in the affected county: Franklin.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville. The spill was a result of rain on Friday, December 28, 2018. The spill occurred at 4 p.m. on December 28, 2018, and discharged until 6 p.m. on December 28, 2018. The discharge of wastewater was estimated to be 3,600 gallons and it entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin. Franklin County Public Utilities staff were dispatched to the site and started clean up after the overflow stopped.

The division of Water Quality was notified of these events on December 29, 2018, and is reviewing the matter. For additional information concerning this event, please contact Chris Doherty, Franklin County Public Utilities Director at (919) 556-6711.

Notification of Discharge of Untreated Wastewater

General Statute 143-215.1C requires that the owner or operator of any wastewater collection or treatment works to issue a press release when an untreated wastewater discharge of 1,000 gallons or more reaches surface waters.

In accordance with that regulation, the following news release has been prepared and issued to media in the affected county: Franklin.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Youngsville Regional pump station in Youngsville. The spill was a result of rain on Monday, November 12, 2018. The spill occurred at 8:20 p.m. on November 12, 2018, and discharged until 5:30 a.m. on November 13, 2018. The discharge of wastewater was estimated to be 10,800 gallons and it entered into an unnamed tributary of Richland Creek which is a tributary of the Neuse River Basin. Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Franklinton Regional pump station in Franklinton. The spill was a result of rain on Monday, November 12, 2018. The spill occurred at 9:08 p.m. on November 12, 2018, and discharged until 9:33 p.m., then started discharging again at 12:46 a.m. on November 13, 2018, and discharged until 5:30 a.m. on November 13, 2018. The discharge of wastewater was estimated to be 8,200 gallons and it remained on the pump station site. Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

The division of Water Quality was notified of these events on November 13, 2018, and is reviewing the matter. Groundbreaking Ceremony Held for U.S. 401 Improvements Project

LOUISBURG – Representatives from the N.C. Department of Transportation, Franklin County, and the 401 Citizens Action Committee held a groundbreaking ceremony yesterday for a section of the U.S. 401 improvements project between N.C. 96 and Flat Rock Church Road/Clifton Pond Road.

Developed through extensive collaboration between state, local and federal institutions, the improvements along the greater U.S. 401 corridor in Wake and Franklin Counties are designed to widen the corridor to a four-lane median divided highway between north of Ligon Mill Road and N.C. 39 in Louisburg.

Speaking at the ceremony held at the Tobacco Receiving Station in Louisburg, NCDOT Division Engineer Joey Hopkins thanked a host of local partners and emphasized the importance of the coming improvements: “This is an exciting time for transportation in Franklin County and our entire state. Together, with you, we have realized a vision to give folks a safer and more efficient route to travel. We are improving mobility, reducing congestion, and enhancing the region’s economic competitiveness.”

Emceed by the N.C. Board of Transportation’s Valerie Jordan, the ceremony also included remarks from Sidney Dunston, Franklin County Board of Commissioners; Cedric Jones, Franklin County Board of Commissioners; Gary Cunard, 401 Citizens Action Committee; and The Honorable Lucy Allen, Former Representative, N.C. House of Representatives.

Once started, this latest section of improvements is expected to open by Summer 2022.

Franklin County to Celebrate Veterans in Annual Celebration

Franklin County Selects Finance Director Jamie Ross Holtzman

Franklin County Manager Angela L. Harris named Jamie Ross Holtzman as Finance Director today. Ms. Holtzman will assume the position November 26, 2018.

Ms. Holtzman currently serves Warren County as Finance Director. She began her career in Warren County in 2014 and has served there as both Interim Finance Director and Deputy Finance Director.

Jamie Ross Holtzman has been named Finance Director for Franklin County. Ms. Holtzman will assume the position November 26, 2018.

Ms. Holtzman is a Certified Finance Officer, having obtained her certification from the UNC School of Government in January 2017 and is a member of the North Carolina Government Finance Officer Association. She graduated from Vance-Granville Community College and holds Associate Degrees in both Accounting and Business Administration.

County Manager Harris stated, “Ms. Holtzman has a demonstrated track record in fiscal controls and management. I feel Ms. Holtzman is a proven leader with excellent financial credentials. She has 4 ½ years of local government experience and desires to lead and be a member of a progressive team.”

County Manager Harris went on to say, “I appreciate the continued service and leadership of Interim Finance Director Chuck Murray. He has been an invaluable member of the team and ensured a seamless transition during the time in which the position was vacant.”

Franklin County Public Utilities staff was dispatched to the site and started clean up after the overflow stopped.

Franklin County Public Utilities experienced a discharge of untreated wastewater from the Franklinton Regional pump station in Franklinton.
