Vance-Granville Community College was recently recognized as one of the top ten community colleges and trade schools in the nation for 2020. VGCC came in at number six on the rankings published by “Best Colleges” (www.bestcolleges.com), a leading provider of independent college rankings and higher education research. The college was also the third-highest-ranked school from North Carolina.
“We are pleased to see this national recognition for Vance-Granville, which we attribute to the dedication and innovation demonstrated by our faculty and staff every day,” Dr. Rachel Desmarais, president of the college, said. “VGCC is committed to providing high-quality education and training that is affordable and accessible for the people of Vance, Granville, Franklin and Warren counties.”
Best Colleges noted that the college has extended its reach by providing career-oriented programs that can be completed entirely online. These programs include Supply Chain Management, Medical Office Administration, IT/Business Support, Early Childhood Education, Criminal Justice, Accounting, and Business Administration. Students can also complete the Associate in Arts or Associate in Science programs online, which prepares them for transferring to a university to complete a bachelor’s degree. The college has transfer agreements with numerous four-year universities.
“VGCC boasts strong graduation rates and small class sizes,” the website also noted. “The school’s 13-to-1 student-to-teacher ratio allows students to receive plenty of individualized attention.”
Established in 1969, VGCC offers more than 40 credit programs, in which students work toward certificates, diplomas and degrees. Area residents and businesses can also take advantage of a variety of continuing education/job training opportunities, as well as the High School Equivalency and Adult High School Diploma programs.

At a special called meeting on Thursday, July 23, 2020, the Granville County Board of Education voted 5-2 to begin the 2020-2021 academic year with remote entry for all students. The Board also granted the Superintendent the authority to reassess and make modifications to the reentry plan in consultation with the local Health Department at the four-week mark.
District and school leaders will begin the process of providing detailed information to families on what back to school will look like for children this year. GCSP knows that parents will have many questions and will strive to get answers flowing quickly to help with the transition back to school.

On Tuesday, July 14, 2020, Governor Cooper announced that all schools will open this fall under the state’s “Plan B.” Plan B includes moderate social distancing, in which only half of the students may physically report to school at a given time, while the other half of the students will participate remotely.
This is a balanced, flexible approach that also includes extensive daily screening and cleaning processes as well as a requirement for ALL students and staff to wear a face mask while at school.
Our Board of Education recently approved the general framework for Plan B in GCPS, which includes two separate groups of students alternating between two consecutive days of face-to-face school each week, with Wednesday being a remote learning day for all students. So, essentially, students will physically report to school for two days of “face-to-face” learning at school and remain at home for three days of remote learning each week.
Our Board also approved a provision to allow the district to begin this schedule on August 17, 2020, using a ‘staggered entry’ approach. This means for the first two weeks of school, smaller groups of students will physically report to school in order to learn and understand the new screening processes, social distancing expectations, use of PPE and modified class schedules.
This school year, all students and parents will be learning about many new expectations, processes and procedures for how school will operate. Therefore, it is important that we do this with smaller groups of students in a staggered manner, initially, to ensure the safety of everyone on our campuses.
Granville Early College High School will also operate under Plan B, but with a modified format, which will be different from all other schools. Their individual plan will accommodate VGCC’s decision to have all of its courses delivered in an online format only.
GCPS is committed to providing CHOICES to our families. Starting later this week, families can expect to receive additional information about how to sign-up for other choices they have available. This process, known as “SaFE”, or Sign-up for Fall Entry,” will allow parents who do NOT want their children to physically report to school under Plan B to either: (1) apply to Granville Academy (our K-12 blended learning school); or (2) receive full remote instruction at their base school. We want parents to feel comfortable about their decision for their children. Everyone should remain on the lookout for more information about the “SaFE” process in the next few days.
Finally, GCPS will join a number of other districts in extending the suspension of all athletic activities until the NCHSAA gives further guidelines following Governor Roy Cooper’s announcement today. We understand that may come later in this process. Therefore, summer workouts that were planned to begin on July 20 will be suspended until further notice. All other non-athletic extracurricular activities are suspended until further notice, as well.
We understand that this is a very difficult and stressful time for our families and students. We will continue to provide frequent communication and updates to our families using our automated phone system, emails, social media, our district website and our partners in the local media.

The Granville County Board of Education held a special called meeting on Monday, June 29, 2020. After the conclusion of official business items on the agenda, Board Member Rob Rivers announced his resignation effective September 30, 2020.
Rivers stated, “To my fellow citizens of District 3, I will be forever grateful for the trust you placed in me to be your representative on the school board. However, I have regrettably concluded that I can no longer function effectively and productively on the Board to the level that I expect.”
Mr. Rob Rivers has served the constituents of District 3 for two years as a member of the Board of Education, having been elected to the position in May of 2018.

Superintendent McLean and Board Chairman Richardson both expressed their appreciation for Mr. River’s service to the students of Granville County.
The Board will continue with six members until a replacement for District 3 is appointed. Per Policy 2115 – Unexpired Term Fulfillment, the Granville County Board of Education will proceed with the process for filling the District 3 seat made vacant by the resignation of Mr. Rob Rivers effective September 30, 2020.
It is the intent of the Board to identify and appoint a suitable candidate for this position using the process outlined below, with the ultimate goal of serving the students of Granville County Public Schools.
Candidates should submit a letter of interest, a C.V. or resume, and three letters of recommendation to the Clerk of the Board of Education, Ms. Lynn Henderson, by the close of business, August 31, 2020. These documents should provide information that highlights the candidate’s ability and experiences related to education and service to children.
During its regularly scheduled meeting on September 8, 2020, the Board will review the documents submitted by each candidate and vote to issue invitations to those the Board wishes to interview.
In September, the Board will hold a Special Called Meeting for the purpose of interviewing candidates (the Board will use a list of questions asked of each candidate, chosen at the beginning of the meeting).
At its regularly scheduled meeting on October 5, 2020, the Board will then vote on who will fill the unexpired term of District 3. (Note: Interviews and vote to take place in Open Session)

At a special called meeting on Thursday, July 2, 2020, the Granville County Board of Education approved plans related to the reentry of students to school this fall.
During the past four weeks, GCPS has been busy preparing three distinct plans as required by the state. Governor Roy Cooper had planned to announce on July 1, 2020, which of these three plans would be enacted this fall. However, he instead postponed his decision until later in the month.
Despite this delay, GCPS is moving forward to finalize plans so families and staff can prepare for which plan the Governor eventually chooses, and are explained as follows:
Plan A – minimal social distancing – which is the least restrictive, is one where all students would return to school with extra attention to cleaning, health and safety. This plan looks a lot like a traditional return to school and is less complex to implement.
Plan C – remote learning for all – is the most restrictive, and is very similar to what families experienced this past spring. GCPS has been busy working on ways to improve the instructional delivery and support systems should this plan be chosen.
Finally, under Plan B – moderate social distancing – only 50% of students would be able to return to school on any given day. Many different possibilities and scenarios are being considered by districts across the state, but in each of these, separate groups of students would physically report to school on different days or weeks.
So, what would Plan B look like in GCPS? On July 2, 2020, the GCPS Board of Education approved the general framework for our Plan B, which includes two separate groups of students alternating between two consecutive days of face to face school, with Wednesday being a remote learning day for all students. Some details are yet to be finalized under this plan. The way in which students are selected for A or B group remains to be determined, however, care will be taken to ensure that siblings are not separated by group, even among grade spans or different schools if necessary. Also, students with special needs may be eligible to physically report to school more frequently than two days a week. The district is also working on plans to make sure students can have access to meals on days when they are engaged in remote learning.
Finally, guidance from the state indicates that our school bus capacity will be limited to a maximum of one student per seat, which may mean significant changes to our bus schedules and routes.
It is also important to note that this schedule includes a break on each Wednesday between the two different groups of students so additional cleaning and disinfection can occur. This will help reduce the possibility of potential virus transmission between groups of students in the unlikely event of an outbreak. The district will also be performing daily, regular disinfecting of frequently touched surfaces and high traffic areas throughout our buildings and buses.
Families should also know that if either Plan A or Plan B is chosen by the Governor, GCPS will also provide remote learning from a student’s base school to ANY family who does not feel comfortable with their child returning back to school.
Granville Academy, which offers a blended model of education, is also another option that will be available to families. We are committed to providing choices to all families to meet their needs.

With guidance from the NCDHHS and the NCHSAA, Granville County Public Schools had planned to begin athletic skill development training for high school sports on Monday, July 6, 2020.
However, given the increased rate of positive COVID 19 cases throughout our community and state, this date will now be delayed until Monday, July 20, 2020.
This new date is consistent with those of some neighboring school districts and schools that are in our athletic conferences. This delay will also allow additional time to refine and strengthen our staff training and the implementation of local and state-mandated screening and cleaning protocols and practices.
When skill development begins, it will be limited in scope per NCHSAA regulations and restricted to outside activities only. All GCPS buildings remain closed to the public and students this summer.
As we get more guidance from our Governor and the NCHSAA, we will update you on any necessary adjustments involving our athletic programs.
GCPS believes strongly in the value of our athletic programs as positive influences on the lives of our student-athletes. We will continue to monitor and plan for ways to resume these activities as soon as possible while keeping the health and safety of our students and staff a top priority.
