Flash Flooding Possible Through Tuesday Night

The National Weather Service has issued a flash flood watch for Central North Carolina through Tuesday evening. Periods of showers and thunderstorms with heavy rain may produce flash flooding through Tuesday night. Rainfall amounts of 2 to 4 inches, with 5 inches locally, will be possible.

Recent heavy rain has led to nearly saturated grounds. Additional rounds of showers and thunderstorms will produce rapid runoff and possibly flash flooding. The heavy rain and storms may last well into the overnight hours Monday and Tuesday.

Wright Re-elected Chair of VGCC Board; Two Trustees Reappointed

At their regular bi-monthly meeting held July 16, the Vance-Granville Community College Board of Trustees re-elected Danny W. Wright as the chair of the board for the 2018-2019 fiscal year, Herb Gregory as vice-chair, and Deborah F. Brown as secretary after nominations from a committee chaired by Trustee L. Opie Frazier, Jr.

Retired North Carolina Ninth District Court Judge Henry Banks swore in two Trustees for additional terms. Trustee Barbara Cates Harris was reappointed by the Granville County Board of Education for a second four-year term on the board. Chair Wright was appointed to a new four-year term by the Vance County Board of Commissioners. Wright had been appointed in 2015 to fill an unexpired term on the board. He was also a commissioner in 2011-2013 when he was appointed by the governor.

Building Update

In his update on capital projects, Trustee Donald C. Seifert, Sr., reported that preparations will begin in August to renovate seminar rooms in the Civic Center on the college’s Main Campus.

The assessment phase of an exterior masonry repairs project on Main Campus was completed in May, and a design service proposal has been sent to the State Construction Office (SCO) for review. The project is expected to be bid out in February 2019 with renovations starting the following April. The majority of the masonry work is being funded by the Connect NC State Bond passed by North Carolina voters in March 2016.

Seifert also reported the SCO is expected to issue a design contract this month for fire alarm replacements and renovations to heating, ventilation and air conditioning systems on the Main Campus. The fire alarm replacements will be completed first with the HVAC renovations expected to start in 2020.

The second phase of renovations to the newest building on campus, Building 10, are expected to start in August and be completed in December, Seifert said. Space is being renovated to add a Practical Simulation Lab for Basic Law Enforcement Training, Fire/Rescue and Emergency Medical Services programs, among other expansions.

Budget Amendments

The 2017-2018 Budget Resolution was amended upon recommendation from the Budget Committee, chaired by Trustee Abdul Sm Rasheed. The State Current Fund increased $1,959,983 to a total of $21,512,238, the County Current Fund was unchanged at $2,578,292, and the Institutional Fund increased $340,947 to a total of $9,993,779, for a combined Amended Operating Budget of $34,084,309. The Capital Improvement Budget increased $348,943 to a total of $889,653. The total Combined Amended Budget is $34,973,962.

 Other Action

In other action:

  • The Trustees voted to terminate Warren County High School as an off-campus site with the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). The site had been approved in November 2015; however, the high school has requested that dually enrolled students take their college courses at VGCC’s Warren County Campus in Warrenton. No college classes are currently being offered at WCHS, and students are completing their work at the Warren Campus, according to Trustee Harris, chair of the Curriculum Committee. The change will be effective as of the Fall 2018 academic term.
  • An informational report on new employees, retirements, resignations and changes in positions was given by the Personnel Committee, chaired by Trustee Sara C. Wester.
  • New and amended board policies for the 2018-2019 Policy Manual were approved by the Trustees on a recommendation from the Executive Committee, chaired by Trustee Wright. The policies cover areas of organizational structure, public information and campus safety, personnel policies, academic affairs, institutional research and technology, and finance and operations.
  • Trustee Frazier, chair of the Investment Committee, reported on the progress of the college’s investments.

A Board Retreat has been scheduled for August 7, and the Trustees will participate in Ethics Training on August 29. The next meeting of the VGCC Board of Trustees will be held on Monday, September 17, at the Main Campus.

VGCC President Dr. Williams Recognized For State Award

Dr. Stelfanie Williams, Vance-Granville Community College’s president, was recognized on July 16 for her honor as the North Carolina State Board of Community Colleges President of the Year for 2018.

Jim Rose, vice chair of the State Board, presented Dr. Williams with a plaque at a dinner held in the Civic Center on Main Campus prior to the regular bimonthly meeting of the VGCC Board of Trustees.

“I’m here to celebrate Dr. Stelfanie Williams, the president of the college here and the President of the Year for all 58 community colleges,” said Rose. “We had a grueling and tough interview process that you go through” to be selected as the President of the Year, he added. “Dr. Williams really took our committee by storm and it was an easy choice for us to make.”

Appointed by the governor to the State Board, Rose chaired the special committee to select the 2018 award recipients. He is regional president for the Raleigh market at United Community Bank, serving on the finance, legislative and policy committees of the 21-member board.

“I think about Dr. Williams as a lifter of people,” he said. “I believe the administration that she has built here and the culture that she has built here is one of lifting up people.”

He cited several accomplishments of Dr. Williams during her tenure at Vance-Granville, among them unprecedented grant funding, development of career training programs in Advanced Manufacturing, the increase in the use of technology for online instruction, accelerated College Transfer opportunities, and the nationally recognized VanGuarantee need-based scholarship program.

“This is truly an honor, and I thank you, Mr. Rose, and the State Board for selecting me and recognizing the great work taking place at Vance-Granville Community College,” Dr. Williams said. “I know that you all do a lot of work leading and supporting the great 58 community college institutions. We appreciate that. I’m really glad to work at the greatest institution out of the 58.

“As I think about the Trustees (of Vance-Granville) and look around the room and see the wonderful leadership and support you provide, this truly is a great institution, a great place to learn and to work. And I’m grateful to each and every one of you for your support and your guidance over these years as we have led and served together.”

Dr. Williams was joined at the dinner by members of her family, Trustees who are currently serving on the board, former Trustees who served during her tenure, and the spouses of Trustees.

Dr. Williams has announced she is taking the position of Vice President for Durham Affairs at Duke University, effective Aug. 13. “Dr. Williams has laid a great foundation for us to continue to go forward with, and we’ll certainly miss her,” said VGCC Board of Trustees Chair Danny W. Wright, who thanked Rose and others for their attendance.

NC Dept. of Public Safety to Pay $190K in Civil Penalties for Violations

The United States Attorney for the Eastern District of North Carolina, Robert J. Higdon, Jr., announces that the United States and the North Carolina Department of Public Safety have signed a civil settlement agreement resolving the State’s liability for civil penalties stemming from recordkeeping violations relating to the dispensing of controlled substances to inmates at the Central Prison Healthcare Complex and the North Carolina Correctional Center for Women. The State agreed to pay $190,000 rather than contest a potential fine that could have been as high as $880,000.

The Drug Enforcement Administration’s Diversion Unit conducted an audit of the Central Prison Healthcare Complex (CPHC) and the North Carolina Correctional Center for Women (NCCCW). Investigators found that on at least 88 occasions during the period of September 2, 2014, through October 4, 2016, medical staff at CPHC and NCCCW failed to properly document the dispensing and disposal of controlled substances at CPHC and NCCCW. While no unlawful use of controlled substances was detected, the substandard recordkeeping provided fertile ground for improper diversion.

In addition to payment of the civil penalty, because of the investigation, State officials initiated their own investigation and took remedial measures. Included among such measures were changes in existing policies and procedures, implementation of better and more effective employee education and training, and the development of better monitoring, reporting, and compliance processes.

“The handling of prescription controlled substances inside our prisons poses some unique challenges,” says U.S. Attorney Higdon, “and yet given the possibility of illegal diversion to inmates and others, scrupulous recordkeeping and tracking of controlled substances is essential. Drug overdoses are now the leading cause of injury-related death in the United States, eclipsing deaths from motor vehicle crashes or firearms. This matter underscores the continued need for robust regulatory and enforcement measures against all medical providers to stop diversion of controlled prescription drugs and end the lax recordkeeping environments which may be fertile ground for diversion.”

Robert J. Murphy, the Special Agent in Charge of the DEA’s Atlanta Field Division stated, “DEA and its law enforcement partners will continue to expend time, energy and resources in an effort to stem the tide against the growing opioid epidemic. The spirited level of cooperation by the N.C. Board of Pharmacy and the N.C. State Bureau of Investigation, and the prosecution by the U.S. Attorney’s Office made this investigation a success.”

Henderson-Kerr Lake Regional Water Authority Honored by the State

The N.C. Division of Water Resources has honored 69 water treatment plants for surpassing federal and state drinking water standards.

The division’s Public Water Supply section has awarded the facilities the prestigious N.C. Area Wide Optimization Award, which is part of a state effort to enhance the performance of existing surface water treatment facilities.

In 2017, the state recognized four facilities with the “Gold Star” honor, which is an award for systems that have received the N.C. Area Wide Optimization Award for 10 consecutive years. They are Newton, Lincolnton, Marion and Henderson-Kerr Lake Regional Water Authority.

Awards are given each year to water systems that demonstrate outstanding turbidity removal, a key test of drinking water quality. Turbidity is a measure of the cloudiness or haziness of water caused by individual particles that can interfere with disinfection and provide a medium for microbial growth. Microbes are microscopic particles that occur naturally but can include harmful bacteria and viruses.

While all drinking water systems must meet strict state and federal drinking water standards, these systems met performance goals that are significantly more stringent. During 2017, more than 3.8 million North Carolina residents were served by these award-winning plants.

VGCC Hosting Biotechnology Open House At Franklin Campus

Area residents interested in the field of Biotechnology are invited to Vance-Granville Community College’s Franklin Campus for an Open House on Monday, July 23, from 4 to 7 p.m.

The event is open to new applicants to the program as well as current students of VGCC. Stewart Lyon, program head for the Bioprocess Technology curriculum program, will discuss the options for students to earn a certificate or an associate’s degree, and members of the admissions and financial aid staff will be available to help students complete applications on site.

“Vance-Granville prepares men and women for work in the growing biotechnology, pharmaceutical, and chemical manufacturing and distribution environments,” said Lyon. Graduates work as process technicians in biological products manufacturing facilities, with possible jobs including mixing chemicals to make cancer drugs, formulating medical and cosmetic creams and DNA testing kits.

“The certificate program is open to everyone, including students who would be currently enrolled in high school,” Lyon added. The certificate program can be completed with the BioWorks: Process Technician course through VGCC’s Continuing Education division and two curriculum courses, BIO 110 (Principles of Biology) and BPM 111 (Bioprocess Measurements).

In the two-year associate degree program, first-year courses include basics such as biology, chemistry, college algebra and computers, as well as industrial courses in bioprocessing, biochemistry and industrial environment. The first summer and subsequent semester of the program include a cooperative work experience in a local biotechnology company. The second year includes specialized courses in industrial bioprocessing, research and reporting and statistical quality control.

Evening and day course options are available, including online and hybrid opportunities. Visitors will be able to examine the state-of-the-art Biotechnology equipment that students use in the lab at Franklin Campus.

Brady Arrested on Count of Felony Second Degree Forcible Rape

On July 10, 2018, the Franklin County Sheriff’s Office Criminal Investigations Unit issued a warrant for the arrest of Brandon Lee Brady, a Franklin County resident. Franklin County Sheriff’s Office Patrol Unit arrested Brandon Lee Brady later that day at his residence without incident.

Brandon Lee Brady, a Franklin County resident, was arrested by the Franklin County Sheriff’s Office Criminal Investigations Unit and charged with one count of Felony Second Degree Forcible Rape.

Brandon Lee Brady was charged with the following: one (1) count of Felony Second Degree Forcible Rape.

Brandon Lee Brady is currently being held in the Franklin County Detention Center under a $100,000 secured bond.

VGCC Franklin Campus Child Care Center Graduates Students

Eight graduates of the Child Care Center on Vance-Granville Community College’s Franklin County Campus were recognized on June 6 in a ceremony.

The students in the Class of 2018 included Macie Collins of Kittrell, and Kaiden Holden, Emmalynn Holt, Aubrey Hoyle, Bryan Luke Lamm, Blake Spruill, Josephine Stover and Brayden Wood, all of Louisburg. Each student is now prepared to enter kindergarten in the fall.

VGCC Franklin Campus Dean Bobbie Jo May welcomed family and guests to the ceremony, thanking and applauding the staff and noting how the college mission of educating, inspiring and supporting a diverse community of learners to achieve success starts at the pre-school level.

“It’s at this center that your children have developed a deeper love of learning,” May said. “Our staff’s patient instruction and love for these children have helped to turn them into strong, confident kindergarten students.”

Michelle Patterson Jones, the manager of the child care center, and Teresa Gallatin, child care center specialist, presented the children with diplomas. Jones also handed out unique “personality certificates” to the students.

The invocation was given by Tina Dekle, an instructor in VGCC’s Early Childhood Education program. Lila Johnson of Louisburg, a younger student, served as the marshal, carrying the American flag and leading the students in and out of the ceremony to the song “Pomp & Circumstance.”

Blood Gang Member Sentenced to 17 Years for Possession Charges

RALEIGH – The United States Attorney for the Eastern District of North Carolina, Robert J. Higdon, Jr., announced today, Senior United States District Judge W. Earl Britt sentenced BAKARI MAURICE TEACHEY aka “Double R”, 27 a Rocky Mount resident, to 210 months imprisonment followed by 3 years of supervised release. On February 9, 2018, TEACHEY was convicted in a three-day jury trial of 3-counts of Possession of a Firearm and/or Ammunition by a Convicted Felon.

The evidence at trial showed that TEACHEY pistol-whipped a man on May 9, 2017, and the victim received medical treatment. Two days later, TEACHEY was found in possession of a stolen Ruger 9mm pistol during a traffic stop by the Rocky Mount Police Department. On August 4, 2017, Rocky Mount Police Officers executed a search warrant on the home that TEACHEY shared with his fiancée after a reported shooting on South Vyne Street in Rocky Mount. The officers located numerous firearms and ammunition including a Smith and Wesson M&P AR 15 rifle, a Century Arms 7.62×39 AK 47 rifle, a Glock 9mm pistol with an extended magazine, a .357 Taurus revolver, and assorted ammunition including ammunition for the caliber of firearms recovered and other ammunition. The officers also located drug paraphernalia, marijuana, and counterfeit U.S. currency.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. Attorney General Jeff Sessions reinvigorated PSN in 2017 as part of the Department’s renewed focus on targeting violent criminals, directing all U.S. Attorney’s Offices to work in partnership with federal, state, local, and tribal law enforcement and the local community to develop effective, locally-based strategies to reduce violent crime.

In support of PSN, the United States Attorney’s Office for the Eastern District of North Carolina has implemented the Take Back North Carolina Initiative. This initiative emphasizes the regional assignment of federal prosecutors to work with law enforcement and District Attorney’s Offices on a sustained basis in those communities to reduce the violent crime rate, drug trafficking, and crimes against law enforcement.

The investigation of this case was conducted by the Rocky Mount Police Department, the Cumberland County Sheriff’s Office, the North Carolina State Crime Laboratory, and the Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF). Assistant United States Attorney S. Katherine Burnette represented the government in this case.

Dr. Vanessa Wrenn Named Principal of Granville Academy

Dr. Vanessa Wrenn, Ed.D. has been named principal of Granville Academy, a blended learning experience for grades K-12 that allows for on-site and off-site independent studies.

Wrenn began her career in education teaching at Riverside High School in Durham and has served as a Career Technical Education teacher and the Director of Technology and Online Learning for Granville County Public Schools.

Among her accomplishments, Wrenn initiated the Granville Online program in 2010 for students in grades 7-12 and also implemented a one laptop device per student directive to allow for 24/7 anytime, anywhere learning.

“As a mother of three, my lens is always ‘what is best for children,’” said Wrenn. “My goal is to ensure that all children are engaged in their learning so they may be successful students.”

With a background in digital learning initiatives, Wrenn brings her extensive knowledge to this new approach to K-12 education. “My work has transitioned learning in Granville County Public Schools to a digital age teaching environment,” said Wrenn. “Students and teachers now have consistent access to technology devices, resources and online courses.”

As part of the Granville County Public School System, Granville Academy will begin its first school year on Monday, August 27, 2018, and will follow the traditional calendar for Granville County Schools.

Taught by state-certified teachers, and accredited as part of the school district system, Granville Academy staff “will use innovation and flexibility to best meet each learners needs.”

According to their website, Granville Academy will enroll students in K-5 and 6-8 to attend a physical school building two days a week for five hours each day. High school students in grades 9-12 will have flexibility in their workspace based on progress. All students will work virtually during the school week.

Academy classes will be located inside existing Granville County school structures. Tar River and CG Credle Elementary and Butner-Stem and Northern Granville Middle will serve as the Granville Academy elementary and middle school sites, respectively. High school students will attend a physical school building on an as-needed basis.

Granville Academy is available to both in-county and out-of-county residents. While free for residents of Granville County, students living out-of-district will pay a tuition as determined by the Granville County Public School’s Board of Education.

According to Wrenn, community feedback regarding the hybrid learning experience has been very positive. “The schedule of some days on campus and other days away from campus meets families and learners’ specific needs. We have families who travel for work and pleasure, students who are pursuing sports, arts, or have health reasons which require flexible schedules. Additionally, some students prefer a blended model due to their learning style.”

Over the past few months, Granville Academy staff have conducted numerous community talks to educate the community on the school design and to answer individual questions.

Although well-received, Wrenn said the biggest challenge has been helping both parents and the community understand how a blended school works. “The school utilizes a personalized course of study that follows local and state curriculum standards. Teachers provide the primary instruction and assign grades. Parents are highly involved, facilitating learning on the days students are at home.”

Students are assessed using the same state end-of-grade and end-of-course exams as traditional Granville County Public School students and are eligible for athletics and other activities as offered at their base school.

With 168 students currently enrolled in grades K-12, Wrenn is ready to get started. “I understand that each child needs an advocate and options. I am excited and eager to bring my skills as an educational leader in online learning and technology to Granville Academy and work to ensure every child’s success in a personalized learning environment.”
