N.C. Residents Urged to Return 2020 Census Forms or Risk Loss of Federal Funds

State Treasurer Dale R. Folwell, CPA, is encouraging North Carolinians to complete their 2020 Census Bureau forms to ensure the state receives its proper share of hundreds of billions of federal dollars.

Federal funding distributions to the state and local governments are critical for everything from education and housing to public works projects and roads.

“Many local governments and utilities are struggling, especially in rural areas, and the economic lockdowns in reaction to the COVID-19 pandemic have made their situations worse,” Treasurer Folwell said. The Local Government Commission housed in the Department of State Treasurer has been working to help those towns, cities, counties and municipal utilities at risk of failure and state takeover of their finances.

“If we don’t all do our part to ensure the census count is thorough and accurate, we will forfeit North Carolina’s fair share of money that could be a lifeline to those at-risk governments,” Treasurer Folwell said.

The census is constitutionally mandated to occur every 10 years. As of Sept. 1, North Carolina had a 77.1% household response. There were only eight states with lower counts. The U.S. rate was 84.1%. If you haven’t done so yet, you can fill out your census form by phone (844-330-2020), by mailing back the paper questionnaires that were sent to households, or online.

The population count determines how the 435 congressional seats are divided among the states, and how state legislative districts are drawn up. But many people are unaware that the census data are used by planners and policymakers when they are considering the need for highway planning and construction, hospitals, schools and other public works investments.

“Businesses and corporations rely on census data when choosing where to locate factories and headquarters, offices and stores. Developers review census figures to determine where to build new homes and subdivisions,” Treasurer Folwell said. “All of those activities and growth generate tax revenue and jobs, which are the lifeblood of local and state economies, and help them to meet budgetary needs to serve their communities.”

Many local public utilities and services in North Carolina are in disrepair or in need of funds. Census data are used to allocate federal funds to water and waste disposal systems for rural communities, emergency community and water assistance grants, assistance grants to firefighters and rural business enterprise grants. Local governments incorporate census numbers into public safety and emergency preparedness policies.

The decennial population count also is used in allocating unemployment insurance and Community Development Block Grants. As the nation faces the challenges of the COVID-19 pandemic, it is instructive to note that epidemiologists and public health officials rely on demographic details from the census to track disease outbreaks, improve health and more.

The publication “Uses of Census Bureau Data in Federal Funds Distribution” offers an overview of how states can benefit from accurate census figures.

Social Media Trivia Contest

The Henderson-Vance Recreation & Parks Department will hold a Social Media Trivia Contest now through Wednesday, September 30, 2020. Two trivia questions will be posted Monday – Friday between 8 a.m. – 5 p.m. on H-V Rec. & Parks social media sites (Facebook, Instagram, Snapchat & Twitter).

The first person with the correct answer will receive three points, the second person with the correct answer will receive two points and the third person with the correct answer will receive one point. Questions must be answered the same day they are posted to receive points. The participant with the most points at the end of the contest will win a prize.

Paint with DP

Henderson-Vance Recreation & Parks will have another FREE “Paint with DP” Facebook Live session. Tune in to participate or just watch. You can purchase affordable painting materials at Walmart, Ollie’s or Dollar General. Once the painting is completed, participants can send pictures of their masterpieces. The best painting will receive a $25 gift card.

The live sessions will be held Saturday, September 12 at 2 p.m., Tuesday, September 29 at 6:30 p.m., Saturday, October 17 at 2 p.m. and Tuesday, October 27 at 6:30 p.m. on the Henderson-Vance Athletics Facebook page.

Fit & Feisty

The Henderson-Vance Recreation & Parks Department will offer a virtual stay well and fit program. This is an 8-week program that will provide information to participants 55 and better on topics related to health, wellness, safety tips and exercises to stay fit.

This program will be held on Tuesdays and Thursdays beginning September 8, 2020, through November 12, 2020, at 3:30 p.m.  There will be no programming on September 15, 2020, and October 15, 27, and 29, 2020. You can join by logging in Facebook Live at Henderson Vance Special Programs.

Join N.C. Cooperative Extension’s Weekly Online Garden Chat

The local offices of N.C. Cooperative Extension will host a weekly online Garden Chat beginning Thursday, September 10, 2020. The public is invited to join Master Gardener℠ volunteers from the surrounding area each Thursday afternoon for a fun and engaging conversation about timely garden topics.

Each session begins at 2 p.m. and will feature an informative presentation on subjects such as plants for fall color, sustainable landscaping, selecting groundcovers and fighting fire ants. Seasonal gardening tips and helpful web resources will also be shared.

These interactive sessions will last about 45 minutes and will include time for participants to get questions answered about their own gardening challenges. The Garden Chats are hosted by the Master Gardener volunteers of Warren, Vance, Granville and Person Counties.

Suspect At Large After Man Shot Dead on Neathery Street

Press Release – September 3, 2020

At approximately 4:15PM Officers of the Henderson Police Department were dispatched to 409 Neathery Street in reference to a shooting. When Officers arrived they found Rashod Murphy (Age 21) unresponsive and suffering from multiple gunshot wounds. He was pronounced deceased at the scene and the immediate family was informed.

The investigation thus far has led us to obtain warrants for Se’Quayveon Batchelor (Age 22) for 1st Degree Murder, and we believe he is our sole suspect at this time. We do know that the victim and suspect were well-known to each other, and this seems to be an isolated incident. We are still actively working this investigation with tremendous and timely cooperation from our citizens. As to not compromise the integrity of the investigation, no further information will be available at this time. We will update everyone if the situation changes.

Se’Quayveon Batchelor’s whereabouts are currently unknown, and we are asking the public to call us, message us through Facebook, use the P3 App, or call Crime Stoppers (252-492-1925) with any information on his location. Please do not approach him, as he is considered armed and dangerous. Crime Stoppers offers cash rewards for information leading to the arrest and/or conviction of perpetrators.

VGCC Advances the Virtual Classroom through Proven Faculty Development

Vance-Granville Community College (VGCC) and the Association of College and University Educators (ACUE) have partnered to advance the success and equitable outcomes for students in VGCC’s four-county service area. The college is the first community college in North Carolina to partner with ACUE to offer its nationally-recognized faculty development program in evidence-based teaching practices for online instruction.

Numerous and independently validated efficacy studies confirm that students are more engaged, learn more, and complete courses in greater numbers—more equitably with their peers—when taught by ACUE-credentialed faculty.

In September, about 75 VGCC faculty will begin their professional learning experience in ACUE’s microcredential courses in Designing Student-Centered Courses, Promoting Active Learning Online, and Creating an Inclusive and Supportive Online Learning Environment—enhancing the college’s teaching and learning efforts.

“In these ACUE microcredential courses, faculty will experience a proven learning design that not only provides foundational knowledge but also enables faculty to have an immediate impact on their virtual classrooms by implementing, reflecting upon and refining evidence-based teaching practices based on peer and expert feedback,” said Petra Kohlmann, partnership director, ACUE.

Faculty who satisfy course requirements will earn microcredential credit toward ACUE’s Certificate in Effective College Instruction, which is the only nationally-recognized college teaching credential endorsed by the American Council on Education.

“We are pleased to begin this partnership with ACUE and view this as an investment in our faculty to the ultimate benefit to our students. VGCC is committed to supporting excellent teaching and learning for the benefit of all students, and research has demonstrated the implementation of evidence-based teaching practices can improve student achievement and close equity gaps,” said Dr. Rachel Desmarais, president of VGCC.

“As VGCC faculty members and co-facilitators of the ACUE courses that will be offered this fall, we look forward to strengthening our educational practices with what we will be learning. It is beneficial for us as faculty to continuously learn and grow and these courses are great opportunities for doing this. Students will benefit from what we learn because we will be implementing specific strategies in our online classes both this semester and for future semesters. The overall goal is for every student to have an exceptional educational experience at VGCC,” said Dr. Erica Jastrow, department chair of nursing/co-facilitator and Tammy Ball, online retention specialist and instructor of medical office administration at VGCC.

Town Talk 09/03/20: Granville Tourism Announces Labor Day Weekend Activities

Angela Allen, director of the Granville County Tourism Development Authority, appeared on WIZS’ Town Talk Thursday at 11 a.m.

Allen encouraged residents to go outside and enjoy the end-of-summer weather. “I would definitely advise people to get outside this weekend. It’s going to be a beautiful Labor Day weekend in Granville County.”

Outdoor Activities:

Granville Athletic Park (GAP) – open seven days a week from dawn until dusk, the GAP features over three miles of walking trails, baseball and softball fields, regulation soccer fields, a splash park and playgrounds. The GAP is located at 4615 Belltown Road, just off I-85 in Oxford.

The park was recently added to the list of destinations on the Quilt Trails of the Tar and Roanoke Rivers with the installation of a quilt block on its historic tobacco barn.

The block was installed by the Franklin County Arts Council, connecting the GAP and Granville County to a heritage trail that meanders through eastern North Carolina. Easily visible from the main parking lot and walking trail, the block’s design reflects the community’s efforts to preserve the GAP property (click here for the history of the GAP).

Lake Devin – open to the public year-round, Lake Devin in Oxford offers fishing, 2.5 miles of walking trails, kayaking, dock and boat ramp.

Lake Rogers – covering over 175 acres just northwest of downtown Creedmoor, Lake Rogers offers several picnic shelters, boat rentals and light concessions.

Lake Holt – offers fishing opportunities, kayaking, canoeing and paddle boating in Butner.

Hix Dog Park – the first dog park in Granville County, Hix allows dogs to run and play inside a fenced-in area. Shady spots and benches located inside the park provide pet owners comfort while they watch the dogs socialize and exercise. Located at 300 Williamsboro Street in Oxford.

Ledge Creek Forest Conservation Area – features five miles of hiking and walking trails. Trail difficulty ranges from easy to moderate. Hikers will enjoy seeing fields being restored to forest, wildflower meadows and wildlife sightings as they traverse the trails. Located at 3189 Brogden Road in Stem.

Gauntlet Fitness & Walking Trail – the 1.1-mile trail is outfitted with a variety of fitness stations designed to challenge hikers. The Gauntlet is the work of Jonathan Gaudette, who worked on the project in pursuit of his Eagle Scout badge. Located at 2186 Brassfield Road in Creedmoor.

Allen announced there will also be a great indoor event this weekend at the Cedar Creek Gallery in Creedmoor – the National Teapot Show XI. The show features over 200 teapots by more than 150 artisans. Styles include traditional, contemporary, functional, conceptual and whimsical teapots created with a variety of materials.

Cedar Creek Gallery has hosted this show every three years for the past thirty years. The show continues through Monday, September 7, 2020. The gallery is located at 1150 Fleming Road in Creedmoor. Please visit Cedar Creek’s website for additional information (click here).

Looking ahead to the fall and holiday season, Allen said upcoming event details will be finalized and announced soon. With the recent announcement that the City of Oxford has canceled the annual downtown trick-or-treat event and recommends no city-wide or neighborhood candy collections this year due to COVID, Allen said there are still Halloween attractions to keep people entertained.

“I’m happy to announce the Granville Haunt Farm will be open in October, though it will look a little different this year,” said Allen. “They will be the first NC drive-thru haunted attraction.”

Beginning the season October 9, the farm will be open every Friday and Saturday for the remainder of October. Visitors will be able to enjoy a contact-free haunt experience from the safety of their own vehicles, Allen explained. Granville Haunt Farm is located at 4534 US Hwy 15 in Oxford.

“Even during the pandemic, people want to get out,” said Allen. “They may not travel as far as they use to travel, but we are just 30-45 minutes down the road from Raleigh and Durham, and offer plenty to do.”
