Franklin Co. Resident Arrested for Statutory Rape of a Child

On July 25, 2019, the Franklin County Sheriff’s Office Investigative Division arrested Franklin County resident Arturo Aguilar Canchola, age 31, for one (1) count of Statutory Rape of a Child. 

Arturo Aguilar Canchola is currently being held in the Franklin County Detention Center under a $500,000 secured bond.

This matter remains under investigation and no further information will be released at this time.

Sometime between Sunday, July 14 and Monday, July 15, 2019, an unknown person(s) unlawfully went upon private property off Antler Way Lane in Creedmoor and removed items from a work truck.

Stolen were one Husqvarna 395XP, one Husqvarna 372XP with 16-20″ bar, one Stihl MS200 and one Stihl MS261 16-20″ bar chainsaws.

Search Process For New City Manager Begins

At a special called meeting of the Henderson City Council Thursday afternoon, a human resources consultant with the NC League of Municipalities (NCLM), Hartwell Wright, appeared before the board to discuss the process of replacing retiring Henderson City Manager Frank Frazier.

Wright, who is a resident of Vance County and was a City of Henderson employee some 15 years ago before going to the NCLM, indicated that three things were needed to get the process started: an administrator, a group of people who would be conducting the search and if the search would be performed confidentially.

The board indicated, and confirmed to WIZS News after the meeting was complete, that Frazier will administer the process from a logistical point of view, that the entire board would work together as a unified body to conduct the search, rather than having a committee or consultant do it, and that the search would be performed confidentially.  In other words, applicant names will be held in strict confidence.

What will not be confidential is updates to the public.  Wright urged that local media be kept up to date so citizens would be kept up to date on where the City was in the process and so forth.

Wright said the word professional over and over, and the board members, mayor and city attorney very much agreed that the highest of professional standards would be used to complete the process.  Councilman William Burnette said, “We were elected to find the best.”

Wright told the board that this decision is as “important a decision as you will do.”  He said, “Your manager is your ambassador, your ambassador to your citizens.”

The next step is to build a profile, and it was suggested that each council person write down four things he or she was looking for in a manager.  Then, the board can agree on the most important.

The entire process is expected to take no less than six months, which is within the timetable that Frazier has already expressed, as he has essentially indicated he would stay on into 2020 until a new manager was hired.

Wright urged the council to “use the profile as a measuring stick, and you’ll be closer together” as a group leading up to the decision.

From the sound of it, all applicants can expect a professional process, fair practices and a council that will be administering the process as a well-informed and unified body.

Shanticia Hawkins Named New Warden at Warren Correctional Institution

The Division of Adult Correction and Juvenile Justice has named Shanticia E. Hawkins as the new warden of the Warren Correctional Institution in Manson.

Hawkins, 45, had been the interim warden at Nash Correctional Institution in Nashville.

In her new position, Hawkins is responsible for all operations at the Warren Correctional Institution, which opened in 1997 and houses close, medium and minimum custody adult male offenders.

A veteran employee to state government, Hawkins began her career as a temporary processing assistant in 1996 at the North Carolina Correctional Institution for Women in Raleigh.

A year later, she transferred to Polk Youth Institution (which is now Polk Correctional Institution) as a permanent processing assistant working in various departments, including diagnostics and inmate records. While there, she was a member of the team that opened that facility’s first High-Security Maximum Control Unit.

In 1998, she was promoted to case manager and in 2002 was promoted to program supervisor. In 2004, she advanced to the position of classification coordinator at the facility and then became a training specialist.

In 2007, she moved to the Central Region office to be a regional training coordinator and later that year was promoted to be the region manager.

She graduated from Shaw University with a bachelor’s degree in criminal justice and is a member of the North Carolina Correctional Association, the State Employee Association of North Carolina, the National Association of Blacks in Criminal Justice, and Minority Pioneers.

She is a certified general instructor and is a graduate of the year-long Correctional Leadership Development Program.
