The Local Skinny! Around Old Granville: Place Names

What’s in a name?

So many places within the four-county area got their names as a way to honor prominent families of the day; landowners who donated land for the railroad to come through back in the late 1880s, for example, resulted in town names like Stovall, Townsville and Stem.

An area hit the “big time” when it got a post office, and local historian and Thornton Library’s North Carolina Room specialist Mark Pace said the names that postmasters chose resulted in names like Dabney, Epsom and others. Pace and WIZS’s Bill Harris combed through a list of townships and communities – some still in existence and others lost to time and progress – during Thursday’s Around Old Granville segment of The Local Skinny!

Take Dabney, for instance. When a post office was established there, the postmaster renamed the community of Herndon (president of the railroad)to Dabney to honor William Dabney, a state geologist who “found some pretty neat things” in the 1880s and 1890s. Dabney later moved to Texas and became a prominent professor and university president.

And the community known as Mobile, for example, never had its own post office, but got its name because of the ties to Mobile, Alabama that the Hawkins family, a prominent African American family in Henderson, had.

More recently, the Granville County town of Butner gets its name from Camp Butner, an Army base constructed in 1942. Maj. Gen. Henry W. Butner, from Stokes County, NC, had died just a few years earlier and officials thought it fitting to name the base for someone from North Carolina, Pace said. Butner served in World War I and was noted for developing artillery for the Army, he added.

“It was run by the state of North Carolina until it was incorporated in 2007,” Pace said, making it the third newest town in the state.

The Umstead brothers – John and William B. – used their political influence to get the government to building the base in Granville County, where land was cheap and the camp could be relatively secluded but in close proximity to a large city (Durham).

The origin of Butner’s next-door neighbor, Creedmoor, isn’t quite so clear. There are several theories out there, Pace said, but he suspects that the town got its name from a famous gun range on Long Island, NY called Creedmoor Gun Range. There were a lot of gun enthusiasts in the area when Creedmoor was incorporated in 1911, he added.

The Lyons family established a post office in 1886 and there’s a Lyon Station Road located nearby.

William Thomas Stem was a big farmer in Granville County and he gave land for the railroad to come through. The name Stem replaced an earlier community called Tally Ho, which was a stagecoach stop. Tally Ho Road and Tally Ho township serve as reminders today.

There is a similar situation up in the northern part of Granville County, in the Sassafras Fork township. That name, Pace said, goes back to the late 1700s, but the town name was changed to Stovall to honor John W. Stovall who donated the land for, you guessed it, the railroad to come through to connect Clarksville and Oxford.

Communities like Gela near Stovall, Zacho near Wilton and Woodsworth near Townsville are just a few examples of communities that just sort of died off, Pace said. In the case of Woodsworth, Pace said, the family for which the community is named, moved to Arkansas but the name stuck. Zacho had a post office, and was located south of Wilton going toward the Tar River. Until just a few years ago, there had been a one-room shed that served as a post office.

There may have been only one Zacho, but several counties claim communities called Sandy Creek, Pace said.

There’s one in Vance, one in Warren and one in Franklin, he said. And they’re located near each other geographically, which could muddy the waters for genealogy researchers who are trying to find where ancestors lived or where they may be buried.

The oldest place name with European origin is Nutbush creek. William byrd doing dividing line between nc and va. Surveying in 1722.

Came to a creek in northern vance co. had a lot of hazel nut. So they just  called it Nutbush creek.

“The oldest place name with a European origin,” Pace said, “is Nutbush Creek,” located in the general area of Williamsborough north of Henderson. William Byrd was surveying the area that created the North Carolina-Virginia state line in 1722.

“He came to a creek in northern Vance County that had a lot of hazel nut trees,” Pace explained. “So they just called it Nutbush Creek.”

Sometimes names come about as a matter of practicality.

The Local Skinny! Bean Spotlights NC Education Corps

The current buzz phrase is “high-impact literacy,” but what it all boils down to is this: Helping young students become better readers through relationship-building and consistent small-group tutoring.

North Carolina Education Corps is a nonprofit initiative to get literacy tutors in elementary schools to help children who need a little extra support with reading skills.

Ashley Bean was a reading tutor last year and worked with second graders; she is currently helping NC Ed Corps recruit more tutors for Vance County schools and spoke with John C. Rose on Thursday’s The Local Skinny! to provide details about the program.

Bean said there were probably a dozen or so Ed Corps tutors working in Vance County schools last year but school officials would like to see that number grow to 20.

The pay scale for tutors ranges from $15/hr. for high school students to $25/hr. for tutors who hold advance degrees.

Visit https://nceducationcorps.org/ to find the application. Once the application has been completed, Bean said Ed Corps staff will contact the prospective tutor to complete the screening and training process. The tutor is hired by the local school system, but is supported throughout the school year by Ed Corps staff. Each tutor gets support from his or her own private learning coach who shares proven skills and techniques to help children improve their literacy skills.

Vance County schools officials expect a tutor to work at least 10 hours each week, providing a minimum of three 30-minute sessions to a small group of students – between 1 and 3 children, Bean said. But tutors can work as many as 26 hours a week, she said. That expectation could vary by county, she added.

She said she decided to become a tutor last year because it fit her schedule: She’s in graduate school, but also has three children at home.

“It was a great opportunity for me to do something for the community,” while being available to attend her children’s activities and to do her schoolwork as well, she said.

NC Ed Corps may be a perfect fit for a retired educator, a college student or a stay-at-home mom with school-age children to get out of the house, make a little money and help a children become better readers.

For Bean, the best part of being a tutor was establishing relationships with the students she worked with. She said she didn’t really know if her work was truly having an effect on her second-grade students. But one student’s answer quelled her uncertainty when she came to get him from the classroom, she said.

“You’re 22 min late – I thought you weren’t coming,” the boy said, as he happily left his classroom for his session with his tutor.

The Local Skinny! Frank Sossamon Speaks At Local GOP Rally

Frank Sossamon is no stranger to public speaking, having spent his career as a pastor. And during remarks at a recent Vance County GOP rally, Candidate Sossamon encouraged fellow Republicans to get out and vote in the November general election.

Sossamon, a political newcomer, is running for N.C. House District 32 on the Republican ticket.

He spoke to the partisan crowd of about 300 for about five minutes and said he has been traveling throughout the district, which includes Vance and much of Granville County.

“Overall, the reception has been extremely good,” Sossamon said.

A candidates’ forum will be held Thursday, June 30 at Sadie’s Coffee Corner in Henderson from 8 a.m. to 9:30 a.m. Sossamon will be there, as well as Republican candidate for Vance Sheriff Patrick Bailey and others. Local GOP Chairman Jimmy Barrier will be the moderator and the rising crime rate is set to be the topic.

“We want to receive information and give information about crime,”Sossamon said. Other forums are being planned at locations across the county, he added.

And there’s a fundraiser for Sossamon planned for Wednesday, Aug. 17 at the Henderson Country Club.

Sossamon spoke for about five minutes and, among other things, called the May primary turnout in Vance County “dismal.” He reminded those in attendance about talk of a “Red Wave” in November, referring to the election of Republican candidates in races up and down the ballot.

“It won’t be a Red Wave unless you jump in the water,” he said.

Magistrates in North Carolina

Click Play and hear the full story from The Local Skinny!

According to nccourts.gov/learn/court-officials where you can click on the word magistrates, “A magistrate is an independent judicial officer, recognized by the North Carolina Constitution as an officer of the district court. Magistrates perform numerous duties in both civil and criminal proceedings. Magistrates are not elected, but are nominated for office by the clerk of superior court, appointed by the senior resident superior court judge, and supervised by the chief district court judge. A magistrate serves an initial term of two years, with subsequent terms of four years.”

Responsibilities of a magistrate in North Carolina include criminal proceedings like conducting initial appearances, set conditions of release such as bonds and bond amounts, issue warrants and more as well as civil proceedings like hearing small claims cases, entering orders for summary ejectment known as evictions, involuntary commitments, marriages and more.

Talk to most any magistrate or clerk of court and you’ll learn there are bonding guidelines.  Despite a large public sentiment that bonds should be higher in a lot of cases, it’s important to understand bonds are to assure a defendant’s appearance in court.  Bonds are not for punishment.

There is online a fiscal year 2019-2020 North Carolina Magistrate Fact Sheet (click here), and it states, “In order to be eligible for nomination or re-nomination as a magistrate, a candidate must be a resident of the county for which he or she will be appointed. The candidate also must have a four-year college degree or eight years of work experience as a clerk of superior court; or a two-year associate degree and four years of work experience in a job related to the court system, law enforcement, or other public service work. Many magistrates are attorneys, but they are not required to be, and those who are attorneys are prohibited from practicing law while in office as a magistrate.

“A magistrate serves an initial term of two years, with subsequent terms of four years. While magistrates are not under the jurisdiction of the Judicial Standards Commission like judges are, they must obey the Code of Judicial Conduct, and the grounds for removing magistrates are the same as for removing judges. Judges, justices, and magistrates share the same mandatory retirement age.”

Age 72 is it for judges in N.C.

The Judicial Branch uses a workload formula to determine the appropriate number of magistrates per county.  Magistrates are salaried employees who provide services 24 hours a day, seven days a week, 365 days a year.  They account for about 10 percent of the judicial workforce in North Carolina and about nine percent of the judicial budget in the state with the figure being about $51 million.

There are six magistrate positions in Vance County, and one of those is vacant as of this publication.

To read more from North Carolina General Statutes, click here for Article 16 as it pertains to magistrates from the web site ncleg.net. Among other things, you can read about a magistrate’s training requirements.

As an aside, in fiscal year 2019-2020, district and superior courts combined disposed of over 2,250,000 cases in North Carolina.

The Local Skinny! Acquest Group Partners With City On Garnett St. Property

In the spirit of true public-private collaboration, a portion of South Garnett Street is getting a new lease on life. Alex Green, vice president and director of operations with Acquest Group is set to close on the purchase of property at 411 S. Garnett St. The city has purchased a lot next door, and, together, the area is gearing up for big things.

“We’re very excited to be partnering with the city,” Green told WIZS during a recent interview. The partnership will result in a mixed-use of retail space and restaurants at street level, with condominiums or apartments above.

“It’s absolutely going to change Henderson for the better and we’re so excited about it,” Green said. The interview aired on Tuesday’s The Local Skinny!

Green said the main restaurant space is spoken for, but there should be enough room for a smaller café style shop and one more retail outlet.

While there will definitely be new construction going up, Green said the hope is to keep as much of the existing building as possible. “It’s a beautiful piece of history for Henderson’s downtown and also has some interesting architectural pieces on the inside,” she said.

The area will be transformed into a space for fun activities, live music outdoors on summer evenings, Green said.

Seeing the potential in a location is half the battle, Green said. “That’s part of the challenge when you come into these awesome small towns in rural communities,” she said. It’s like putting together a puzzle – taking empty lots and abandoned buildings – and transforming them to becoming places of community.

Building community also supports generational wealth and keeps money in the local economy.
